Ice Giants Pre-Decadal Survey Mission Study Report

The Ice Giants Study was commissioned by NASA to take a fresh look (as of 2017) at science priorities and concepts for missions to the Uranus and Neptune systems in preparation for the third Planetary Science Decadal Survey. This study was led by a Science Definition Team (SDT) and the Jet Propulsion Laboratory (JPL) with participation from Langley Research Center, Ames Research Center, The Aerospace Corporation, Purdue University, and the European Space Agency. The SDT was appointed by NASA and co-chaired by Mark Hofstadter (JPL) and Amy Simon (Goddard Space Flight Center). The Study Manager was Kim Reh (JPL) and the Study Lead was John Elliott (JPL). The study team assessed and prioritized science objectives taking into account advances since the last Decadal Survey, current and emerging technologies, mission implementation techniques and celestial mechanics. This study examined a wide range of mission architectures, flight elements, and instruments. Six of the prioritized concepts were studied via JPL's Team X process and resulting cost estimates were subjected to independent assessment by The Aerospace Corporation. Results presented herein show that high-value flagship-class mission concepts to either Uranus or Neptune are achievable within ground rule budgetary constraints.

JIRAM Observations of Volcanic Flux on Io: Distribution and Comparison to Tidal Heat Flow Models

Juno has allowed clear, high-resolution imaging of Io's polar volcanoes using the Jovian Infrared Auroral Mapper (JIRAM) instrument. We have used data from JIRAM's M-band (4.78 um) imager from eleven Juno orbits to construct a global map of volcanic flux. This map provides short-term insight into the spatial distribution of volcanoes and the ways in which high- and low-latitude volcanoes differ. Using spherical harmonic analysis, we quantitatively compare our volcanic flux map to the surface heat flow distribution expected from models of Io's tidal heat deposition (summarized in de Kleer et al. 2019). Our observations confirm previously detected systems of bright volcanoes at high latitudes. Our study finds that both poles are comparably active and that the observed flux distribution is inconsistent with an asthenospheric heating model, although the south pole is viewed too infrequently to establish reliable trends.

Charge fluctuations for particles on a surface exposed to plasma

We develop a stochastic model for the charge fluctuations on a microscopic dust particle resting on a surface exposed to plasma. We find in steady state that the fluctuations are normally distributed with a standard deviation that is proportional to $CT_{e})^{1/2}$, where $C$ is the particle-surface capacitance and $T_{e}$ is the plasma electron temperature. The time for an initially uncharged ensemble of particles to reach the steady state distribution is directly proportional to $CT_{e}$.

Statistical Theory of Parity Nonconservation in Compound Nuclei

We present the first application of statistical spectroscopy to study the root-mean-square value of the parity nonconserving (PNC) interaction matrix element M determined experimentally by scattering longitudinally polarized neutrons from compound nuclei. Our effective PNC interaction consists of a standard two-body meson-exchange piece and a doorway term to account for spin-flip excitations. Strength functions are calculated using realistic single-particle energies and a residual strong interaction adjusted to fit the experimental density of states for the targets, ^{238} U for A\sim 230 and ^{104,105,106,108} Pd for A\sim 100. Using the standard Desplanques, Donoghue, and Holstein estimates of the weak PNC meson-nucleon coupling constants, we find that M is about a factor of 3 smaller than the experimental value for ^{238} U and about a factor of 1.7 smaller for Pd. The significance of this result for refining the empirical determination of the weak coupling constants is discussed.
