A method for importance sampling through Markov chain Monte Carlo with post sampling variational estimate

We propose a method to efficiently integrate truncated probability densities. The method uses Markov chain Monte Carlo method to sample from a probability density matching the function being integrated. The required normalisation or equivalently the result is obtained by constructing a function with known integral, through non-parametric kernel density estimation and variational procedure. The method is demonstrated with numerical case studies. Possible enhancements to the method and limitations are discussed.

The power law character of off-site power failures

A study on the behavior of off-site AC power failure recovery times at three nuclear plant sites is presented. It is shown, that power law is appropriate for the representation of failure frequency-duration correlation function of off-site power failure events, based on simple assumptions about component failure and repair rates. It is also found that the annual maxima of power failure duration follow Frechet distribution, which is a type II asymptotic distribution, strengthening our assumption of power law for the parent distribution. The extreme value distributions obtained are used to extrapolate for failure durations beyond the observed range.

Impossibility of comparing and sorting quantum states

Is there any point of principle that prohibits us from doing one or more forms of quantum information processing? It is now well known that an unknown quantum state can neither be copied nor deleted perfectly. Given a set of states which are not necessarily orthogonal, is it possible to compare any two states from the set, given some reasonable ordering of such states? Is it possible to sort them in some specific order? In the context of quantum computation, it is shown here that there is no quantum circuit implementing a unitary transformation, for comparing and sorting an unrestricted set of quantum states.
