Shieldstral

We introduce Shieldstral, a 3B-parameter policy-adaptive multimodal safety classifier that matches or outperforms models nearly 7$\times$ its size on text safety benchmarks and sets a new state of the art on multimodal safety classification. Shieldstral formulates content moderation as a binary question-answering task. This simple formulation unifies diverse moderation tasks into a single yes/no problem, enabling heterogeneous safety datasets with divergent taxonomies to be consolidated under one training framework. We present the data construction recipe, covering curation and generation of approximately 54.1M samples and a fine-grained evaluation set to evaluate policy adaptability. Together, these enable a small adaptive model to match or outperform much larger models.

Phoenix-VL 1.5 Medium Technical Report

We introduce Phoenix-VL 1.5 Medium, a 123B-parameter natively multimodal and multilingual foundation model, adapted to regional languages and the Singapore context. Developed as a sovereign AI asset, it demonstrates that deep domain adaptation can be achieved with minimal degradation to broad-spectrum intelligence and alignment. Continued pretraining was performed on Mistral Medium 3.1 using a localized 1-trillion tokens multimodal corpus, followed by a 250-billion tokens long-context extension phase. Subsequent post-training incorporated a novel human-annotated Singapore multimodal dataset and curated textual corpus on Singapore culture, knowledge, and legislation, totaling 22-billion tokens. An additional 5 billion tokens of model alignment was performed through Online Direct Preference Optimization. Phoenix-VL 1.5 Medium achieves state-of-the-art performance for its size on Singapore multimodal, legal, and government policy benchmarks while remaining globally competitive on general multimodal intelligence, multilingual, and STEM benchmarks. We also introduce a novel evaluation suite encompassing localized knowledge benchmarks and an institutionally aligned model behavior and safety framework. We report the data curation principles, training methodology, and highlight benchmark and inference performance.

Voxtral Realtime

We introduce Voxtral Realtime, a natively streaming automatic speech recognition model that matches offline transcription quality at sub-second latency. Unlike approaches that adapt offline models through chunking or sliding windows, Voxtral Realtime is trained end-to-end for streaming, with explicit alignment between audio and text streams. Our architecture builds on the Delayed Streams Modeling framework, introducing a new causal audio encoder and Ada RMS-Norm for improved delay conditioning. We scale pretraining to a large-scale dataset spanning 13 languages. At a delay of 480ms, Voxtral Realtime achieves performance on par with Whisper, the most widely deployed offline transcription system. We release the model weights under the Apache 2.0 license.

Voxtral TTS

We introduce Voxtral TTS, an expressive multilingual text-to-speech model that generates natural speech from as little as 3 seconds of reference audio. Voxtral TTS adopts a hybrid architecture that combines auto-regressive generation of semantic speech tokens with flow-matching for acoustic tokens. These tokens are encoded and decoded with Voxtral Codec, a speech tokenizer trained from scratch with a hybrid VQ-FSQ quantization scheme. In human evaluations conducted by native speakers, Voxtral TTS is preferred for multilingual voice cloning due to its naturalness and expressivity, achieving a 68.4\% win rate over ElevenLabs Flash v2.5. Ministral 3

We introduce the Ministral 3 series, a family of parameter-efficient dense language models designed for compute and memory constrained applications, available in three model sizes: 3B, 8B, and 14B parameters. For each model size, we release three variants: a pretrained base model for general-purpose use, an instruction finetuned, and a reasoning model for complex problem-solving. In addition, we present our recipe to derive the Ministral 3 models through Cascade Distillation, an iterative pruning and continued training with distillation technique. Each model comes with image understanding capabilities, all under the Apache 2.0 license.

SteloCoder: a Decoder-Only LLM for Multi-Language to Python Code Translation

With the recent focus on Large Language Models (LLMs), both StarCoder (Li et al., 2023) and Code Llama (Rozière et al., 2023) have demonstrated remarkable performance in code generation. However, there is still a need for improvement in code translation functionality with efficient training techniques. In response to this, we introduce SteloCoder, a decoder-only StarCoder-based LLM designed specifically for multi-programming language-to-Python code translation. In particular, SteloCoder achieves C++, C#, JavaScript, Java, or PHP-to-Python code translation without specifying the input programming language. We modified StarCoder model architecture by incorporating a Mixture-of-Experts (MoE) technique featuring five experts and a gating network for multi-task handling. Experts are obtained by StarCoder fine-tuning. Specifically, we use a Low-Rank Adaptive Method (LoRA) technique, limiting each expert size as only 0.06% of number of StarCoder's parameters. At the same time, to enhance training efficiency in terms of time, we adopt curriculum learning strategy and use self-instruct data for efficient fine-tuning. As a result, each expert takes only 6 hours to train on one single 80Gb A100 HBM. With experiments on XLCoST datasets, SteloCoder achieves an average of 73.76 CodeBLEU score in multi-programming language-to-Python translation, surpassing the top performance from the leaderboard by at least 3.5. This accomplishment is attributed to only 45M extra parameters with StarCoder as the backbone and 32 hours of valid training on one 80GB A100 HBM.
