MLVC: Multi-platform Learned Video Codec for Real-World Deployment

Neural video codecs have surpassed classical codecs in coding efficiency but remain impractical for deployment due to cross-platform incompatibility and high computational cost. Existing quantization-based solutions fail to produce deterministic results across diverse hardware platforms, leading to catastrophic decoding failures. We introduce MLVC, a hardware-robust neural video codec designed for practical cross-platform inference. The key idea is to explicitly transmit scale parameters through the hyperprior, which guarantees entropy coding consistency across devices without requiring bit-exact arithmetic. While this increases bitrate overhead, we recover most of the coding efficiency through architectural improvements (gated memory, ReGLU activation), a long-term reference recovery mechanism, and domain-specific perceptual training. On the VCD video conferencing benchmark, MLVC achieves >70% BD-rate (MOS) improvement over hardware HEVC, the strongest deployable baseline, while reaching subjective quality competitive with DCVC-RT, which cannot operate across diverse platforms. Both the encoder and decoder run at 100 FPS on average on commodity NPUs from Apple, Intel, and Qualcomm. MLVC is the first neural video codec to combine competitive compression performance, real-time speed, and cross-platform robustness across diverse consumer devices, making it suitable for widespread deployment. Steps towards the experimental realization of surface plasmon polariton enhanced spontaneous parametric down-conversion

The realization of efficient and miniature source of entangled photon pairs stills remains a challenge. In this work, we experimentally studied the possibility to enhance the process of spontaneous parametric down-conversion by surface plasmon polaritons. The details of the experimental setup will be discussed along with theoretical calculations of the enhancement factor.

Spontaneous down conversion of surface plasmon polaritons: strong-field consideration

A non-perturbative theory of the spontaneous down conversion (SDC) of surface plasmon polaritons at a metal-dielectric interface is presented. It is shown that the process is resonantly enhanced for the characteristic power of excitation, typically of the order of tens of watts. At a stronger excitation the yield of SDC decreases rapidly. At a stronger excitation the yield of SDC decreases rapidly. The reason for this decrease is the high rate of the change of surface plasmon polaritons by the laser field, exceeding the rate of the zero-point fluctuations responsible for the SDC process. The obtained results may help one to construct miniature sources of entangled photons for quantum communication.

Spontaneous down conversion in metal-dielectric interface - a possible source of polarization-entangled photons

Spontaneous down conversion in metal-dielectric interface in case of oblique laser excitation is considered. In this case it is possible to generate pairs of polarization entangled surface plasmon polaritons with high efficiency if to use excitation angle corresponding to the Kretschmann configuration for generated plasmons. The efficiency can be additionally enlarged if to use properly nanostructured metallic film allowing one to directly excite surface plasmon polaritons and to fulfill phase matching condition of them with generated surface plasmon polaritons.
