From Access Control to Usage Control with User-Managed Access

Recent data protection and data governance regulations have intensified the demand for interoperable, decentralized data ecosystems that can support not only access control but also legally-aligned governance over data use. Existing Web-based data storage platforms increasingly struggle to meet these regulatory and practical requirements, as their authorization mechanisms rely on tightly coupled, document-centric access control models that lack expressiveness for legal constraints and fail to separate data management from authorization concerns. In parallel, widely adopted authorization standards remain poorly aligned with decentralized, semantically rich usage-control scenarios. To bridge this gap, this work introduces an architecture that replaces Solid's native access control mechanisms with a UMA authorization flow, enabling the enforcement of usage control policies expressed with the W3C ODRL standard. This article details the conceptual background motivating this approach, presents the proposed UMA-based architecture, and describes a prototype implementation that integrates an ODRL-enabled Authorization Server with a Solid-compatible Resource Server. The prototype demonstrates that decoupling authorization from storage enables more flexible, interoperable, and legally expressive control over data use, while remaining compatible with existing Solid infrastructure. It also highlights practical design choices required to evaluate ODRL policies in the absence of a fully standardized evaluation semantics. Moreover, this work shows how usage control can be operationalized using existing Web standards, offering a concrete path beyond permission-based access control toward policy-aware, legally informed data governance. Future research will focus on policy management interfaces, richer claim verification mechanisms, and techniques for communicating and enforcing obligations over time.

OpenID for European Digital Identity: An architectural analysis of user-centric identity management

Recent European efforts around digital identity -- the EUDI regulation and its OpenID architecture -- aim high to provide an EU-wide authentication framework. However, its current technical and legislative architecture are based on a limited conceptualization of identity. None of the legal and technical texts involved explicitly define this central term; and their implicit model of the concept does not go beyond a digitalization of identity cards and similar documents. Based on several other standards, we therefore propose a deeper, explicit definition. Grounded in this definition, we identify several issues in the design of OpenID4VCI and OpenID4VP, and show that neither the functional requirements nor the non-functional advantages claimed by OpenID's new trust model surpasses equivalent existing solutions. Also the EUDI legislation itself cannot accommodate its promise of self-sovereign identity. In particular, we criticize the introduction of institutionalized trusted lists, and discuss their economical and political risks. Their potential to decline into an exclusory, recentralized ecosystem endangers the vision of a user-oriented identity management in which individuals are in charge. In anticipation of revisions to the EUDI regulations, we suggest several technical alternatives for the OpenID architecture, as well as paths for future research, addressing a heterogeneity of attestations and providers.

Lifting the Cage of Consent: A Techno-Legal Perspective on Evolvable Trust Relationships

Those concerned about privacy worry that personal data changes hands too easily. We argue that the actual challenge is the exact opposite: our data does not flow well enough, cultivating a reliance on questionable and often unlawful shortcuts in a desperate bid to survive within today's data-driven economy. Exclusively punitive interpretations of protective legislation such as the GDPR throw out the baby with the bathwater through barriers that equally hinder "doing the right thing" and "doing the wrong thing", in an abject mistranslation of how ethical choices correspond to financial cost. As long as privacy-friendly data treatment proves more expensive or complicated than readily available alternatives, economic imperatives will continue to outrank their legal counterparts. We examined existing legislation with the aim of facilitating mutually beneficial interactions, rather than more narrowly focusing on the prevention of undesired behaviors. In this article, we propose the implementation of evolvable trust systems as a scalable alternative to the omnipresent yet deeply broken delusion of ill-informed consent. We describe personalized, technology-assisted legal processes for initiating and maintaining long-term trust relationships, which enable parties to reliably and sustainably exchange data, goods, and services. Our proposal encourages a redirection of additional efforts towards the techno-legal alignment of economical incentives with societal ones, reminding us that - while trust remains an inherently human concept - technology can support people in evolving and scaling their relationships to meet the increasingly complex demands of current and future data landscapes.

How to Manage My Data? With Machine--Interpretable GDPR Rights!

The EU GDPR is a landmark regulation that introduced several rights for individuals to obtain information and control how their personal data is being processed, as well as receive a copy of it. However, there are gaps in the effective use of rights due to each organisation developing custom methods for rights declaration and management. Simultaneously, there is a technological gap as there is no single consistent standards-based mechanism that can automate the handling of rights for both organisations and individuals. In this article, we present a specification for exercising and managing rights in a machine-interpretable format based on semantic web standards. Our approach uses the comprehensive Data Privacy Vocabulary to create a streamlined workflow for individuals to understand what rights exist, how and where to exercise them, and for organisations to effectively manage them. This work pushes the state of the art in GDPR rights management and is crucial for data reuse and rights management under technologically intensive developments, such as Data Spaces.

From Resource Control to Digital Trust with User-Managed Access

The User-Managed Access (UMA) extension to OAuth 2.0 is a promising candidate for increasing Digital Trust in personal data ecosystems like Solid. With minor modifications, it can achieve many requirements regarding usage control and transaction contextualization, even though additional specification is needed to address delegation of control and retraction of usage policies.

Data Privacy Vocabulary (DPV) -- Version 2

The Data Privacy Vocabulary (DPV), developed by the W3C Data Privacy Vocabularies and Controls Community Group (DPVCG), enables the creation of machine-readable, interoperable, and standards-based representations for describing the processing of personal data. The group has also published extensions to the DPV to describe specific applications to support legislative requirements such as the EU's GDPR. The DPV fills a crucial niche in the state of the art by providing a vocabulary that can be embedded and used alongside other existing standards such as W3C ODRL, and which can be customised and extended for adapting to specifics of use-cases or domains. This article describes the version 2 iteration of the DPV in terms of its contents, methodology, current adoptions and uses, and future potential. It also describes the relevance and role of DPV in acting as a common vocabulary to support various regulatory (e.g. EU's DGA and AI Act) and community initiatives (e.g. Solid) emerging across the globe.

Me want cookie! Towards automated and transparent data governance on the Web

This paper presents a sociotechnical vision for managing personal data, including cookies, within Web browsers. We first present our vision for a future of semi-automated data governance on the Web, using policy languages to describe data terms of use, and having browsers act on behalf of users to enact policy-based controls. Then, we present an overview of the technical research required to {prove} that existing policy languages express a sufficient range of concepts for describing cookie policies on the Web today. We view this work as a stepping stone towards a future of semi-automated data governance at Web-scale, which in the long term will also be used by next-generation Web technologies such as Web agents and Solid.
