IT Governance in Actor-Network Mode of Collaboration : Cost Management Process Based on Game Theory

IT governance, like global governance of projects, requires cooperation between several actors. In general, such cooperation builds a collaboration network between entities. Many works in the literature interested in collaboration network, but no one of them were focused directly on how to build a network in an IT governance perspective. In this paper, we investigate how game theory can be exploited to provide a formal implementation of Cost Management Process, while highlighting Actor-Network as a framework of collaboration and its incentive stage as a key step for network construction. Our objective is to propose an approach of network establishment, by inciting actors through cost savings. For that, we use Shapley Value to answer the question: For the sake of IT governance, which coalitions are likely to form in order to ensure best cost-saving objectives in ANT mode of collaboration? A graphical tool is developed also to visualize and simulate networks evolution.

Inter organizational System Management for integrated service delivery: an Enterprise Architecture Perspective

Service sharing is a prominent operating model to support business. Many large inter-organizational networks have implemented some form of value added integrated services in order to reach efficiency and to reduce costs sustainably. Coupling Service orientation with enterprise architecture paradigm is very important at improving organizational performance through business process optimization. Indeed, enterprise architecture management is increasingly discussed because of information system role as part of achieving the strategic direction of value creation and contribution to economic growth. Also, system architecture promotes synergy and business efficiency for inter-organizational collaboration. For this purpose, this work proposes a review of service oriented enterprise architecture. This review, enumerates several integrative and collaborative frameworks for integrated service delivery.

Towards an Assessment-oriented Model for External Information System Quality Characterization

Information System Quality (ISQ) management discipline requires a set of assessment mechanisms to evaluate external quality characteristics that are influenced by the environmental parameters and impacted by the ecosystem factors. The present paper suggests a new assessment oriented model that takes into consideration all facets of each external quality feature. The proposed model, named RatQual, gives a hierarchical categorization for quality. RatQual is designed to quantify dependent-environment qualities by considering internal, external and in use aspects. This model is supported by a tool that automates the assessment process. This tool gives assistance in quality evolution planning and serves for periodical monitoring operations used to enhance and improve information system quality.

Platform for Assessing Strategic Alignment Using Enterprise Architecture: Application to E-Government Process Assessment

This paper presents an overview of S2AEA (v2) (Strategic Alignment Assessment based on Enterprise Architecture (version2)), a platform for modelling enterprise architecture and for assessing strategic alignment based on internal enterprise architecture metrics. The idea of the platform is based on the fact that enterprise architecture provides a structure for business processes and information systems that supports them. This structure can be used to measure the degree of consistency between business strategies and information systems. In that sense, this paper presents a platform illustrating the role of enterprise architecture in the strategic alignment assessment. This assessment can be used in auditing information systems. The platform is applied to assess an e-government process.
