To what extent can long-differencing capture climate adaptation?

Understanding the degree to which we are able to adapt to climate change is central to economic assessments of future climate damages. Economists increasingly use comparisons between long differences and fixed effects estimators to measure climate adaptation. We show that such comparisons can be misleading. Neither estimator is consistent for its intended parameter, as both the long-difference (LD) and fixed effects (FE) estimands are weighted averages of the long- and short-run responses to climate and weather. As a result, the difference between the two understates the true extent of adaptation, and the standard test based on this difference --while controlling size -- tends to be substantially underpowered in the settings researchers typically encounter. An empirically-calibrated simulation shows this difference understates adaptation by about 30--80%, depending on the averaging window.

Correcting Attrition Bias using Changes-in-Changes

Attrition is a common and potentially important threat to internal validity in treatment effect studies. We extend the changes-in-changes approach to identify the average treatment effect for respondents and the entire study population in the presence of attrition. Our method, which exploits baseline outcome data, can be applied to randomized experiments as well as quasi-experimental difference-in-difference designs. A formal comparison highlights that while widely used corrections typically impose restrictions on whether or how response depends on treatment, our proposed attrition correction exploits restrictions on the outcome model. We further show that the conditions required for our correction can accommodate a broad class of response models that depend on treatment in an arbitrary way. We illustrate the implementation of the proposed corrections in an application to a large-scale randomized experiment.

Evaluating the Impact of Regulatory Policies on Social Welfare in Difference-in-Difference Settings

Quantifying the impact of regulatory policies on social welfare generally requires the identification of counterfactual distributions. Many of these policies (e.g. minimum wages or minimum working time) generate mass points and/or discontinuities in the outcome distribution. Existing approaches in the difference-in-difference literature cannot accommodate these discontinuities while accounting for selection on unobservables and non-stationary outcome distributions. We provide a unifying partial identification result that can account for these features. Our main identifying assumption is the stability of the dependence (copula) between the distribution of the untreated potential outcome and group membership (treatment assignment) across time. Exploiting this copula stability assumption allows us to provide an identification result that is invariant to monotonic transformations. We provide sharp bounds on the counterfactual distribution of the treatment group suitable for any outcome, whether discrete, continuous, or mixed. Our bounds collapse to the point-identification result in Athey and Imbens (2006) for continuous outcomes with strictly increasing distribution functions. We illustrate our approach and the informativeness of our bounds by analyzing the impact of an increase in the legal minimum wage using data from a recent minimum wage study (Cengiz et al 2019).

On model selection criteria for climate change impact studies

Climate change impact studies inform policymakers on the estimated damages of future climate change on economic, health and other outcomes. In most studies, an annual outcome variable is observed, e.g. agricultural yield, along with a higher-frequency regressor, e.g. daily temperature. Applied researchers then face a problem of selecting a model to characterize the nonlinear relationship between the outcome and the high-frequency regressor to make a policy recommendation based on the model-implied damage function. We show that existing model selection criteria are only suitable for the policy objective if one of the models under consideration nests the true model. If all models are seen as imperfect approximations to the true nonlinear relationship, the model that performs well in the normal climate conditions is not guaranteed to perform well at the projected climate that is different from the historical norm. We therefore propose a new criterion, the proximity-weighted mean-squared error (PWMSE), that directly targets precision of the damage function at the projected future climate. To make this criterion feasible, we assign higher weights to prior years that can serve as weather analogs to the projected future climate when evaluating competing models using the PWMSE. We show that our approach selects the best approximate regression model that has the smallest weighted error of predicted impacts for a projected future climate. A simulation study and an application revisiting the impact of climate change on agricultural production illustrate the empirical relevance of our theoretical analysis.

Selection and parallel trends

We study the role of selection into treatment in difference-in-differences (DiD) designs. We derive necessary and sufficient conditions for parallel trends assumptions under general classes of selection mechanisms. These conditions characterize the empirical content of parallel trends and clarify the trade-offs between assumptions about selection into treatment and restrictions on the time series properties of the potential outcomes required for DiD methods. We use the necessary and sufficient conditions to provide a selection-based decomposition of the bias of DiD and provide easy-to-implement strategies for benchmarking its components. We also provide templates for justifying DiD in applications with and without covariates. Reanalyses of the causal effect of NSW training programs and the effect of the Medicaid expansion demonstrate the usefulness of our selection-based approach to benchmarking the bias of DiD.
