Polar and torus manifolds

We show that quasitoric manifolds can be equipped with an invariant metric for which the torus action is polar. More generally, we show that an infinitesimally polar action of a torus admits an invariant Riemannian metric making it polar if and only if the real orbifold Euler class of its quotient vanishes. Because the orbit spaces of quasitoric manifolds are contractible simple polytopes, this cohomological obstruction trivially vanishes.

Equivariant basic cohomology under deformations

There is a natural way to deform a Killing foliation with non-closed leaves, due to Ghys and Haefliger--Salem, into a closed foliation, i.e., a foliation whose leaves are all closed. Certain transverse geometric and topological properties are preserved under these deformations, as previously shown by the authors. For instance, the basic Euler characteristic is invariant. In this article we show that the equivariant basic cohomology ring structure is preserved under these deformations, which in turn leads to a sufficient algebraic condition (namely, equivariant formality) for the Betti numbers of basic cohomology to be preserved as well. In particular, this is true for the deformation of the Reeb orbit foliation of a $K$-contact manifold. Another consequence is that there is a universal bound on the sum of basic Betti numbers of any equivariantly formal, positively curved Killing foliation of a given codimension. We also show that a Killing foliation with negative transverse Ricci curvature is closed. If the transverse sectional curvature is negative we show, furthermore, that its fundamental group has exponential growth. Finally, we obtain a transverse generalization of Synge's theorem to Killing foliations.

Positively curved Killing foliations via deformations

We show that a compact manifold admitting a Killing foliation with positive transverse curvature fibers over finite quotients of spheres or weighted complex projective spaces, provided that the singular foliation defined by the closures of the leaves has maximal dimension. This result is obtained by deforming the foliation into a closed one while maintaining transverse geometric properties, which allows us to apply results from the Riemannian geometry of orbifolds to the space of leaves. We also show that the basic Euler characteristic is preserved by such deformations. Using this fact we prove that a Riemannian foliation of a compact manifold with finite fundamental group and nonvanishing Euler characteristic is closed. As another application we obtain that, for a positively curved Killing foliation of a compact manifold, if the structural algebra has sufficiently large dimension then the basic Euler characteristic is positive.

Localization of Chern-Simons type invariants of Riemannian foliations

We prove an Atiyah-Bott-Berline-Vergne type localization formula for Killing foliations in the context of equivariant basic cohomology. As an application, we localize some Chern-Simons type invariants, for example the volume of Sasakian manifolds and secondary characteristic classes of Riemannian foliations, to the union of closed leaves. Various examples are given to illustrate our method.

Riemannian foliations on contractible manifolds

We prove that Riemannian foliations on complete contractible manifolds have a closed leaf, and that all leaves are closed if one closed leaf has a finitely generated fundamental group. Under additional topological or geometric assumptions we prove that the foliation is also simple.

Rigidity and vanishing of basic Dolbeault cohomology of Sasakian manifolds

The basic Dolbeault cohomology groups of a Sasakian manifold M are invariants of its characteristic foliation F (the orbit foliation of the Reeb flow). We show some fundamental properties of this cohomology, which are useful for its computation. In the first part of the article, we show that the basic Hodge numbers, the dimensions of the basic Dolbeault cohomology groups, only depend on the isomorphism class of the underlying CR structure. Equivalently, we show that the basic Hodge numbers are invariant under deformations of type I. This result reduces their computation to the quasi-regular case. In the second part, we show a basic version of the Carrell-Lieberman theorem relating the basic Dolbeault cohomology of (M,F) to that of (C,F), where C is the union of closed leaves of F. As a special case, if F has only finitely many closed leaves, then the (p,q)-th basic Hodge numbers are zero for p not equal to q. Combining the two results, we show that if M admits a nowhere vanishing CR vector field with finitely many closed orbits, then the (p,q)-th basic Hodge numbers are zero for p not equal to q. As an application of these results, we compute then the basic Hodge numbers for deformations of homogeneous Sasakian manifolds.

Progress in the Theory of Singular Riemannian Foliations

A singular foliation is called a singular Riemannian foliation (SRF) if every geodesic that is perpendicular to one leaf is perpendicular to every leaf it meets. A typical example is the partition of a complete Riemannian manifold into orbits of an isometric action. In this survey, we provide an introduction to the theory of SRFs, leading from the foundations to recent developments in research on this subject. Sketches of proofs are included and useful techniques are emphasized. We study the local structure of SRFs in general and under curvature conditions. We review the solution of the Palais-Terng problem on integrability of the horizontal distribution. Important special classes of SRFs, like polar and variationally complete foliations and their connections, are treated. A characterisation of SRFs whose leaf space is an orbifold is given. Moreover, desingularizations of SRFs are studied and applications, e.g., to Molino's conjecture, are presented.

Equivariant cohomology of K-contact manifolds

We investigate the equivariant cohomology of the natural torus action on a K-contact manifold and its relation to the topology of the Reeb flow. Using the contact moment map, we show that the equivariant cohomology of this action is Cohen-Macaulay, which is a generalization of equivariant formality for torus actions without fixed points. As a consequence, a generic component of the contact moment map is a perfect Morse-Bott function for the basic cohomology of the orbit foliation F of the Reeb flow. Assuming that the closed Reeb orbits are isolated, we show that the basic cohomology of F is trivial in odd degrees, and its dimension equals the number of closed Reeb orbits. We characterize the K-contact manifolds with minimal number of closed Reeb orbits as real cohomology spheres. We also prove a GKM type theorem for K-contact manifolds, which allows us to calculate the equivariant cohomology algebra of K-contact manifolds in presence of the nonisolated GKM condition.

Localization of Basic Characteristic Classes

We introduce basic characteristic classes and numbers as new invariants for Riemannian foliations. If the ambient Riemannian manifold M is simply connected (or more generally if the foliation is a transversely orientable Killing foliation), if M is complete and if the space of leaf closures is compact, then the basic characteristic numbers are determined by the infinitesimal dynamical behavior of the foliation at the union of its closed leaves. In fact, they can be computed with an Atiyah-Bott-Berline-Vergne-type integration formula for equivariant basic cohomology.

Equivariant Basic Cohomology of Riemannian Foliations

The basic cohomology of a Riemannian foliation on a complete manifold with all leaves closed is the cohomology of the leaf space. In this paper we introduce various methods to compute the basic cohomology in the presence of both closed and non-closed leaves in the simply-connected case (or more generally for Killing foliations): We show that the total basic Betti number of the union C of the closed leaves is smaller than or equal to the total basic Betti number of the foliated manifold, and we give sufficient conditions for equality. If there is a basic Morse-Bott function with critical set equal to C we can compute the basic cohomology explicitly. Another case in which the basic cohomology can be determined is if the space of leaf closures is a simple, convex polytope. Our results are based on Molino's observation that the existence of non-closed leaves yields a distinguished transverse action on the foliated manifold with fixed point set C. We introduce equivariant basic cohomology of transverse actions in analogy to equivariant cohomology of Lie group actions enabling us to transfer many results from the theory of Lie group actions to Riemannian foliations. The prominent role of the fixed point set in the theory of torus actions explains the relevance of the set C in the basic setting.

Torus actions whose equivariant cohomology is Cohen-Macaulay

We study Cohen-Macaulay actions, a class of torus actions on manifolds, possibly without fixed points, which generalizes and has analogous properties as equivariantly formal actions. Their equivariant cohomology algebras are computable in the sense that a Chang-Skjelbred Lemma, and its stronger version, the exactness of an Atiyah-Bredon sequence, hold. The main difference is that the fixed point set is replaced by the union of lowest dimensional orbits. We find sufficient conditions for the Cohen-Macaulay property such as the existence of an invariant Morse-Bott function whose critical set is the union of lowest dimensional orbits, or open-face-acyclicity of the orbit space. Specializing to the case of torus manifolds, i.e., 2r-dimensional orientable compact manifolds acted on by r-dimensional tori, the latter is similar to a result of Masuda and Panov, and the converse of the result of Bredon that equivariantly formal torus manifolds are open-face-acyclic.

Transverse LS-Category for Riemannian Foliations

We study the transverse Lusternik-Schnirelmann category of a Riemannian foliation on a compact manifold. We obtain a necessary and sufficient condition when the transverse LS category is finite. We also introduce a variation on the concept of transverse LS category, the essential transverse category, and show that this is finite for every Riemannian foliation and coincides with the transverse category if the latter is finite. Moreover we prove that the essential transverse category is a lower bound for the number of critical leaf closures of a basic differentiable function on M.

The Equivariant LS-Category of Polar Actions

We will provide a lower bound for the equivariant Lusternik-Schnirelmann category of an arbitrary proper action in terms of the stratification by orbit types, and an upper bound for proper polar actions in terms of the equivariant Lusternik-Schnirelmann category of its generalized Weyl group. As an application we reprove a theorem of Singhof that determines the classical Lusternik-Schnirelmann category for U(n) and SU(n).

Equifocality of a singular riemannian foliation

A singular foliation on a complete riemannian manifold M is said to be riemannian if each geodesic that is perpendicular at one point to a leaf remains perpendicular to every leaf it meets. We prove that the regular leaves are equifocal, i.e., the end point map of a normal foliated vector field has constant rank. This implies that we can reconstruct the singular foliation by taking all parallel submanifolds of a regular leaf with trivial holonomy. In addition, the end point map of a normal foliated vector field on a leaf with trivial holonomy is a covering map. These results generalize previous results of the authors on singular riemannian foliations with sections.

Singular Riemannian Foliations on Nonpositively Curved Manifolds

We prove the nonexistence of a proper singular Riemannian foliation admitting section in compact manifolds of nonpositive curvature. Then we give a global description of proper singular Riemannian foliations admitting sections on Hadamard manifolds. In addition by using the theory of taut immersions we provide a short proof of this result in the special case of a polar action.

Singular riemannian foliations on simply connected spaces

A singular riemannian foliation on a complete riemannian manifold is said to be riemannian if each geodesic that is perpendicular at one point to a leaf remains perpendicular to every leaf it meets. The singular foliation is said to admit sections if each regular point is contained in a totally geodesic complete immersed submanifold that meets every leaf orthogonally and whose dimension is the codimension of the regular leaves. A typical example of such singular foliation is the partition by orbits of a polar action,e.g. the orbits of the adjoint action of a compact Lie group on itself. We prove that a singular riemannian foliation with compact leaves that admit sections on a simply connected space has no exceptional leaves, i.e., each regular leaf has trivial normal holonomy. We also prove that there exists a convex fundamental domain in each section of the foliation and in particular that the space of leaves is a convex Coxeter orbifold.
