Charting the European Course to the High-Energy Frontier

We review the capabilities of two projects that have been proposed as the next major European facility, for consideration in the upcoming update of the European Strategy for Particle Physics: CLIC and FCC. We focus on their physics potentials and emphasise the key differences between the linear or circular approaches. We stress the uniqueness of the FCC-ee programme for precision electroweak physics at the $Z$ peak and the $WW$ threshold, as well as its unequalled statistics for Higgs physics and high accuracy for observing possible new phenomena in Higgs and $Z$ decays, whereas CLIC and FCC-ee offer similar capabilities near the $t \overline t$ threshold. Whilst CLIC offers the possibility of energy upgrades to 1500 and 3000 GeV, FCC-ee paves the way for FCC-hh. The latter offers unique capabilities for making direct or indirect discoveries in a new energy range, and has the highest sensitivity to the self-couplings of the Higgs boson and any anomalous couplings. We consider the FCC programme to be the best option to maintain Europe's place at the high-energy frontier during the coming decades.

Renaissance of the ~1 TeV Fixed-Target Program

This document describes the physics potential of a new fixed-target program based on a ~1 TeV proton source. Two proton sources are potentially available in the future: the existing Tevatron at Fermilab, which can provide 800 GeV protons for fixed-target physics, and a possible upgrade to the SPS at CERN, called SPS+, which would produce 1 TeV protons on target. In this paper we use an example Tevatron fixed-target program to illustrate the high discovery potential possible in the charm and neutrino sectors. We highlight examples which are either unique to the program or difficult to accomplish at other venues.

The Drift Chambers Of The Nomad Experiment

We present a detailed description of the drift chambers used as an active target and a tracking device in the NOMAD experiment at CERN. The main characteristics of these chambers are a large area, a self supporting structure made of light composite materials and a low cost. A spatial resolution of 150 microns has been achieved with a single hit efficiency of 97%.

Detecting cosmic rays of the highest energies

Charged cosmic rays have been measured up to macroscopic energies. Concerning neutrinos, the detection is still limited to terrestrial ones (apart from supernova production). A new way to search for extragalactic neutrinos is discussed.

A consistent interpretation of the Karmen anomaly

The Karmen anomaly can be interpreted as being due to a heavy neutrino of mass around 137 MeV produced in $π_{e 2}$ decays. This interpretation is consistent with the present limits on the couplings of such an object.

Search for Stimulated Neutrino Conversion with an RF Cavity

Little is known on radiative decays of numu and nutau. Lifetimes can be constrained, or the process discovered, by a search for flavour conversion in a superconducting RF cavity installed in a neutrino beam. The lifetimes tested with such a method can be of interest for astrophysics and cosmology. In particular the conjecture which explains both the LSND and the SuperKamiokande signals by radiative decays of numu can be straightforwardly put to the test.

Can LSND and SuperKamiokande be explained by radiative decays of muons-neutrinos?

The radiative decay of muon-neutrinos in matter with a scheme of mass-degenerate neutrinos could be the common origin of the appearance of anti-electron-neutrinos at LSND and the disappearance of muons-neutrinos at SuperKamiokande. With the decay probability fixed by the LSND signal, the deficit of atmospheric neutrinos can be satisfactorily reproduced.

A search for energy deposition by neutrinos in matter

An exploratory search for an anomalous energy deposition by neutrinos in a germanium crystal was performed in the CERN high energy neutrino beam. No signal was found and a limit is set at a level of about 10^-12 of the normal dE/dx for a minimum ionizing particle.

Stimulated Neutrino Conversion in the CERN Beam

We discuss the possibility of searching for anomalous magnetic transitions of neutrinos in the CERN beam induced by the absorption or emission of low-energy photons in a high-quality resonant cavity such as the LEP radio-frequency cavities. With the attainable sensitivities of the present CERN neutrino detectors, this experiment would impose strong limits on this transition and on the radiative decay lifetime of neutrinos with masses in the range of interest to the resolution of the dark matter solar and atmospheric neutrino puzzles.
