Cities of Knowledge and Big Science in Developing Countries: Luxury or Investment? The GCLSI Case

This article analyzes the feasibility of having a second synchrotron in Latin America, to be located, in principle, in a city within the Greater Caribbean region but open to all the continent. It is shown that an initiative of this sort is compatible with the economies of the region and would require a marginal increase of the current regional investment in science, which is broadly below that of other regions of the world, with peaks of low financing precisely in the Greater Caribbean. The project is not only feasible, but, beyond its purely scientific interest. it would have an impact for the development of cities in the region. The article is mainly focused to analyze this impact from the social, economic, and political point of view. It is shown that the return of the investment would have its break-even point long before the end of the expected lifetime of the infrastructure, and that through a system of smaller accelerators, that would be part of the same project, the benefit would not concentrate on the country hosting the facility. These smaller facilities could contribute to the national development as possible nuclei of cities of knowledge, project which belongs to the priority of some countries/cities of the region.

A Synchrotron as Accelerator of Science Development in Central America and the Caribbean

Central America and the Caribbean (CAC) need science development efforts through ambitious projects that require strong regional collaboration. Inspiration can be drawn from initiatives in regions with similar problems. The bottleneck is the scarcity of public research centers and little or no research in private universities. An interesting proposal is the creation of a Dominican "Silicon Beach". The "Central American Science and Technology Fund" should focus on objectives capable of attracting the attention of the non-academic sector, first and foremost policy makers, but also civil society in general. The successful experience of SESAME (" Synchrotron Light for Experimental Science and Applications in Middle East ") offers an interesting basis for reflection, as it allows scientific research and short-term practical and social applications. Only two of the more than 60 existing synchrotrons are in Latin America, both in Brazil. Together with other similar projects in the South, such as the African Light Source (AFLS), and with the support of SESAME, LNLS and other synchrotrons in the South, it could lead to interesting South-South cooperation, which could be supported by the European Union or the NSF.As David Gross reminded, Science drives Technology, Technology drives Innovation, and this ends up in the welfare of society. A regional synchrotron may be the way to make this a reality in the Great Caribbean Region, as a first historical example of a large regional facility there.

Dispersion relations in Kbar N - pi Y coupled channel analyses

Rapidly convergent, unsubtracted dispersion relations have been used to test coupled channel analyses of low-energy S = -1 meson-baryon pi Y --> pi Y' channels. We conclude that the low-energy S = -1 meson-baryon sector is less well known than currently believed, and that it deserves more accurate experiments and analyses.

$πY$ Phenomenology from $\bar KN$ Scattering

The dispersive determination of $π{Y}Σ$ coupling constants ($Y = Λ, Σ$) and the implications for low-energy $\bar{K}N$ analysis are discussed. (Presented by G. Violini at the "7th Int. SU(3)--Breaking Effects in Axial--Vector Couplings of Octet Baryons

Present evidence on baryon axial--vector couplings is reviewed, the main emphasis being on internal consistency between asymmetry and rate data. A complete account of all {\sl small} terms in the Standard Model description of these latter leads to {\sl both} consistency {\sl and} evidence for breaking of flavour SU(3) in the axial couplings of octet baryons.
