Accountability in Autonomous Drone-Based Firefighting: Insights From a Field Trial

There is a growing research field exploring how autonomous drones can enhance emergency response effectiveness. Integrating these (artificial) agents into existing emergency teams and workflows may significantly impact established accountability relationships. This paper examines how autonomous drones affect accountability attribution within complex socio-technical systems. Drawing on two real-life field trials in firefighting, the study reveals substantial uncertainty around accountability when drones are organizationally deployed. Using Bovens' accountability framework, two challenges are identified: (1) uncertainty about the role of drones within hierarchical structures, leading to confused accountability ascriptions; and (2) new forms of human-drone interactions introducing additional accountability-relevant issues. Based on these insights, the paper proposes actionable recommendations to support the responsible integration of autonomous drones into firefighting operations without undermining accountability. These findings offer practical guidance for policymakers and contribute to further research on accountability in autonomous systems.

From Ad Hoc Pilots to Repeatable Patterns: Structuring Drone Collaboration in Emergency Services with DroneLets

Drones hold promise for supporting emergency services, but their integration into workflows remains ad hoc and coordination-intensive. This paper addresses two research questions: how emergency teams want to collaborate with drones, and how to formalize these collaborations into repeatable processes. Based on four field trials and 95 interviews, we derive 44 interaction patterns grouped into 10 meta-patterns reflecting operational needs such as reconnaissance, communication, and logistical support. To structure these practices, we introduce DroneLets - a new class of design artifacts that extend Collaboration Engineering to embodied agents. DroneLets capture setup requirements, drone capabilities, environmental constraints, and coordinated actions across human and drone actors. They offer a modular framework for designing repeatable, scalable collaboration processes in emergency services, illustrated through patterns such as broadcasting to bystanders and post-fire monitoring. This work expands the scope of CE and provides a structured foundation for integrating autonomous drones into high-stakes field operations.

How persuadee's psychological states and traits shape digital persuasion: Lessons learnt from mobile burglary prevention encounters

Persuasion can be a complex process. Persuaders may need to use a high degree of sensitivity to understand a persuadee's states, traits, and values. They must navigate the nuanced field of human interaction. Research on persuasive systems often overlooks the delicate nature of persuasion, favoring "one-size-fits-all" approaches and risking the alienation of certain users. This study examines the considerations made by professional burglary prevention advisors when persuading clients to enhance their home security. It illustrates how advisors adapt their approaches based on each advisee's states and traits. Specifically, the study reveals how advisors deviate from intended and technologically supported practices to accommodate the individual attributes of their advisees. It identifies multiple advisee-specific aspects likely to moderate the effectiveness of persuasive efforts and suggests strategies for addressing these differences. These findings are relevant for designing personalized persuasive systems that rely on conversational modes of persuasion.

When the System does not Fit: Coping Strategies of Employment Consultants

Case and knowledge management systems are spread at the frontline across public agencies. However, such systems are dedicated for the collaboration within the agency rather than for the face-to-face interaction with the clients. If used as a collaborative resource at the frontline, case and knowledge management systems might disturb the service provision by displaying unfiltered internal information, disclosing private data of other clients, or revealing the limits of frontline employees' competence (if they cannot explain something) or their authority (if they cannot override something). Observation in the German Public Employment Agency shows that employment consultants make use of various coping strategies during face-to-face consultations to extend existing boundaries set by the case and knowledge management systems and by the rules considering their usage. The analysis of these coping strategies unveils the forces that shape the conduct of employment consultants during their contacts with clients: the consultants' own understanding of work, the actual and the perceived needs of the clients, and the political mission as well as the internal rules of the employment agency. The findings form a twofold contribution: First, they contribute to the discourse on work in employment agencies by illustrating how the complexities of social welfare apparatus demonstrate themselves in singular behavioural patterns. Second, they contribute to the discourse on screen-level bureaucracy by depicting the consultants as active and conscious mediators rather than passive interfaces between the system and the client.

Pen-and-paper Rituals in Service Interaction: Combining High-touch and High-tech in Financial Advisory Encounters

Advisory services are ritualized encounters between an expert and an advisee. Empathetic, high-touch relationship between those two parties was identified as the key aspect of a successful advisory encounter. To facilitate the high-touch interaction, advisors established rituals which stress the unique, individual character of each client and each single encounter. Simultaneously, organizations like banks or insurances rolled out tools and technologies for use in advisory services to offer a uniform experience and consistent quality across branches and advisors. As a consequence, advisors were caught between the high-touch and high-tech aspects of an advisory service. This manuscript presents a system that accommodates for high-touch rituals and practices and combines them with high-tech collaboration. The proposed solution augments pen-and-paper practices with digital content and affords new material performances coherent with the existing rituals. The evaluation in realistic mortgage advisory services unveils the potential of mixed reality approaches for application in professional, institutional settings. The blow-by-blow analysis of the conversations reveals how an advisory service can become equally high-tech and high-touch thanks to a careful ritual-oriented system design. As a consequence, this paper presents a solution to the tension between the high-touch and high-tech tendencies in advisory services.

Moving beyond privacy and airspace safety: Guidelines for just drones in policing

The use of drones offers police forces potential gains in efficiency and safety. However, their use may also harm public perception of the police if drones are refused. Therefore, police forces should consider the perception of bystanders and broader society to maximize drones' potential. This article examines the concerns expressed by members of the public during a field trial involving 52 test participants. Analysis of the group interviews suggests that their worries go beyond airspace safety and privacy, broadly discussed in existing literature and regulations. The interpretation of the results indicates that the perceived justice of drone use is a significant factor in acceptance. Leveraging the concept of organizational justice and data collected, we propose a catalogue of guidelines for just operation of drones to supplement the existing policy. We present the organizational justice perspective as a framework to integrate the concerns of the public and bystanders into legal work. Finally, we discuss the relevance of justice for the legitimacy of the police's actions and provide implications for research and practice.

Learning with Digital Agents: An Analysis based on the Activity Theory

Digital agents are considered a general-purpose technology. They spread quickly in private and organizational contexts, including education. Yet, research lacks a conceptual framing to describe interaction with such agents in a holistic manner. While focusing on the interaction with a pedagogical agent, i.e., a digital agent capable of natural-language interaction with a learner, we propose a model of learning activity based on activity theory. We use this model and a review of prior research on digital agents in education to analyze how various characteristics of the activity, including features of a pedagogical agent or learner, influence learning outcomes. The analysis leads to identification of IS research directions and guidance for developers of pedagogical agents and digital agents in general. We conclude by extending the activity theory-based model beyond the context of education and show how it helps designers and researchers ask the right questions when creating a digital agent.

Towards the Socio-Algorithmic Construction of Fairness: The Case of Automatic Price-Surging in Ride-Hailing

Algorithms take decisions that affect humans, and have been shown to perpetuate biases and discrimination. Decisions by algorithms are subject to different interpretations. Algorithms' behaviors are basis for the construal of moral assessment and standards. Yet we lack an understanding of how algorithms impact on social construction processes, and vice versa. Without such understanding, social construction processes may be disrupted and, eventually, may impede moral progress in society. We analyze the public discourse that emerged after a significant (five-fold) price-surge following the Brooklyn Subway Shooting on April 12, 2022, in New York City. There was much controversy around the two ride-hailing firms' algorithms' decisions. The discussions evolved around various notions of fairness and the algorithms' decisions' justifiability. Our results indicate that algorithms, even if not explicitly addressed in the discourse, strongly impact on constructing fairness assessments and notions. They initiate the exchange, form people's expectations, evoke people's solidarity with specific groups, and are a vehicle for moral crusading. However, they are also subject to adjustments based on social forces. We claim that the process of constructing notions of fairness is no longer just social; it has become a socio-algorithmic process. We propose a theory of socio-algorithmic construction as a mechanism for establishing notions of fairness and other ethical constructs.

Project Archetypes: A Blessing and a Curse for AI Development

Software projects rely on what we call project archetypes, i.e., pre-existing mental images of how projects work. They guide distribution of responsibilities, planning, or expectations. However, with the technological progress, project archetypes may become outdated, ineffective, or counterproductive by impeding more adequate approaches. Understanding archetypes of software development projects is core to leverage their potential. The development of applications using machine learning and artificial intelligence provides a context in which existing archetypes might outdate and need to be questioned, adapted, or replaced. We analyzed 36 interviews from 21 projects between IBM Watson and client companies and identified four project archetypes members initially used to understand the projects. We then derive a new project archetype, cognitive computing project, from the interviews. It can inform future development projects based on AI-development platforms. Project leaders should proactively manage project archetypes while researchers should investigate what guides initial understandings of software projects.

Think Fast, Think Slow, Think Critical: Designing an Automated Propaganda Detection Tool

In today's digital age, characterized by rapid news consumption and increasing vulnerability to propaganda, fostering citizens' critical thinking is crucial for stable democracies. This paper introduces the design of ClarifAI, a novel automated propaganda detection tool designed to nudge readers towards more critical news consumption by activating the analytical mode of thinking, following Kahneman's dual-system theory of cognition. Using Large Language Models, ClarifAI detects propaganda in news articles and provides context-rich explanations, enhancing users' understanding and critical thinking. Our contribution is threefold: first, we propose the design of ClarifAI; second, in an online experiment, we demonstrate that this design effectively encourages news readers to engage in more critical reading; and third, we emphasize the value of explanations for fostering critical thinking. The study thus offers both a practical tool and useful design knowledge for mitigating propaganda in digital news.

A Survey of AI Reliance

Although artificial intelligence (AI) systems are becoming increasingly indispensable, research into how humans rely on these systems (AI reliance) is lagging behind. To advance this research, this survey presents a novel, comprehensive sociotechnical perspective on AI reliance, essential to fully understand the phenomenon. To address these challenges, the survey introduces a categorization framework resulting in a morphological box, which guides rigorous AI reliance research. Further, the survey identifies the core influences on AI reliance within the components of a sociotechnical system and discusses current limitations alongside emerging future research avenues to form a research agenda.

When Generative AI Meets Workplace Learning: Creating A Realistic & Motivating Learning Experience With A Generative PCA

Workplace learning is used to train employees systematically, e.g., via e-learning or in 1:1 training. However, this is often deemed ineffective and costly. Whereas pure e-learning lacks the possibility of conversational exercise and personal contact, 1:1 training with human instructors involves a high level of personnel and organizational costs. Hence, pedagogical conversational agents (PCAs), based on generative AI, seem to compensate for the disadvantages of both forms. Following Action Design Research, this paper describes an organizational communication training with a Generative PCA (GenPCA). The evaluation shows promising results: the agent was perceived positively among employees and contributed to an improvement in self-determined learning. However, the integration of such agent comes not without limitations. We conclude with suggestions concerning the didactical methods, which are supported by a GenPCA, and possible improvements of such an agent for workplace learning.

Firefighters' Perceptions on Collaboration and Interaction with Autonomous Drones: Results of a Field Trial

Applications of drones in emergency response, like firefighting, have been promoted in the past decade. As the autonomy of drones continues to improve, the ways in which they are integrated into firefighting teams and their impact on crews are changing. This demands more understanding of how firefighters perceive and interact with autonomous drones. This paper presents a drone-based system for emergency operations with which firefighters can interact through sound, lights, and a graphical user interface. We use interviews with stakeholders collected in two field trials to explore their perceptions of the interaction and collaboration with drones. Our result shows that firefighters perceived visual interaction as adequate. However, for audio instructions and interfaces, information overload emerges as an essential problem. The potential impact of drones on current work configurations may involve shifting the position of humans closer to supervisory decision-makers and changing the training structure and content.

PROMISE: A Framework for Developing Complex Conversational Interactions (Technical Report)

The advent of increasingly powerful language models has raised expectations for language-based interactions. However, controlling these models is a challenge, emphasizing the need to be able to investigate the feasibility and value of their application. We present PROMISE, a framework that facilitates the development of complex language-based interactions with information systems. Its use of state machine modeling concepts enables model-driven, dynamic prompt orchestration across hierarchically nested states and transitions. This improves the control of the behavior of language models and thus enables their effective and efficient use. In this technical report we show the benefits of PROMISE in the context of application scenarios within health information systems and demonstrate its ability to handle complex interactions. We also include code examples and present default user interfaces available as part of PROMISE.

HILL: A Hallucination Identifier for Large Language Models

Large language models (LLMs) are prone to hallucinations, i.e., nonsensical, unfaithful, and undesirable text. Users tend to overrely on LLMs and corresponding hallucinations which can lead to misinterpretations and errors. To tackle the problem of overreliance, we propose HILL, the "Hallucination Identifier for Large Language Models". First, we identified design features for HILL with a Wizard of Oz approach with nine participants. Subsequently, we implemented HILL based on the identified design features and evaluated HILL's interface design by surveying 17 participants. Further, we investigated HILL's functionality to identify hallucinations based on an existing question-answering dataset and five user interviews. We find that HILL can correctly identify and highlight hallucinations in LLM responses which enables users to handle LLM responses with more caution. With that, we propose an easy-to-implement adaptation to existing LLMs and demonstrate the relevance of user-centered designs of AI artifacts.

Development in times of hype: How freelancers explore Generative AI?

The rise of generative AI has led many companies to hire freelancers to harness its potential. However, this technology presents unique challenges to developers who have not previously engaged with it. Freelancers may find these challenges daunting due to the absence of organizational support and their reliance on positive client feedback. In a study involving 52 freelance developers, we identified multiple challenges associated with developing solutions based on generative AI. Freelancers often struggle with aspects they perceive as unique to generative AI such as unpredictability of its output, the occurrence of hallucinations, and the inconsistent effort required due to trial-and-error prompting cycles. Further, the limitations of specific frameworks, such as token limits and long response times, add to the complexity. Hype-related issues, such as inflated client expectations and a rapidly evolving technological ecosystem, further exacerbate the difficulties. To address these issues, we propose Software Engineering for Generative AI (SE4GenAI) and Hype-Induced Software Engineering (HypeSE) as areas where the software engineering community can provide effective guidance. This support is essential for freelancers working with generative AI and other emerging technologies.

A Sociotechnical View of Algorithmic Fairness

Algorithmic fairness has been framed as a newly emerging technology that mitigates systemic discrimination in automated decision-making, providing opportunities to improve fairness in information systems (IS). However, based on a state-of-the-art literature review, we argue that fairness is an inherently social concept and that technologies for algorithmic fairness should therefore be approached through a sociotechnical lens. We advance the discourse on algorithmic fairness as a sociotechnical phenomenon. Our research objective is to embed AF in the sociotechnical view of IS. Specifically, we elaborate on why outcomes of a system that uses algorithmic means to assure fairness depends on mutual influences between technical and social structures. This perspective can generate new insights that integrate knowledge from both technical fields and social studies. Further, it spurs new directions for IS debates. We contribute as follows: First, we problematize fundamental assumptions in the current discourse on algorithmic fairness based on a systematic analysis of 310 articles. Second, we respond to these assumptions by theorizing algorithmic fairness as a sociotechnical construct. Third, we propose directions for IS researchers to enhance their impacts by pursuing a unique understanding of sociotechnical algorithmic fairness. We call for and undertake a holistic approach to AF. A sociotechnical perspective on algorithmic fairness can yield holistic solutions to systemic biases and discrimination.
