The cubic moment of $L$-functions for specified local component families

We prove Lindel\"of-on-average upper bounds on the cubic moment of central values of $L$-functions over certain families of $\operatorname{PGL}_2/\mathbb{Q}$ automorphic representations $\pi$ given by specifying the local representation $\pi_p$ of $\pi$ at finitely many primes. Such bounds were previously known in the case that $\pi_p$ belongs to the principal series or is a ramified quadratic twist of the Steinberg representation; here we handle the supercuspidal case. Crucially, we use new Petersson/Bruggeman-Kuznetsov forumulas for supercuspidal local component families recently developed by the authors. As corollaries, we derive Weyl-strength subconvex bounds for central values of $\operatorname{PGL}_2$ $L$-functions in the square-full aspect, and in the depth aspect, or in a hybrid of these two situations. A special case of our results is the Weyl-subconvex bound for all cusp forms of level $p^2$. Previously, such a bound was only known for forms that are twists from level $p$, which cover roughly half of the level $p^2$ forms.

A generalized PGL(2) Petersson/Bruggeman-Kuznetsov formula for analytic applications

We develop generalized Petersson/Bruggeman-Kuznetsov (PBK) formulas for specified local components at non-archimedean places. In fact, we introduce two hypotheses on non-archimedean test function pairs $f \leftrightarrow \pi(f)$, called geometric and spectral hypotheses, under which one obtains `nice' PBK formulas by the adelic relative trace function approach. Then, given a supercuspidal representation $\sigma$ of ${\rm PGL}_2(\mathbb{Q}_p)$, we study extensively the case that $\pi(f)$ is a projection onto the line of the newform if $\pi$ is isomorphc to $\sigma$ or its unramified quadratic twist, and $\pi(f) = 0$ otherwise. As a first application, we prove an optimal large sieve inequality for families of automorphic representations that arise in our framework.

The volumes of Miyauchi subgroups

Miyauchi described the $L$ and $\varepsilon$-factors attached to generic representations of the unramified unitary group of rank three in terms of local newforms defined by a sequence of subgroups. We calculate the volumes of these Miyauchi groups.

The Weyl bound for Dirichlet $L$-functions of cube-free conductor

We prove a Weyl-exponent subconvex bound for any Dirichlet $L$-function of cube-free conductor. We also show a bound of the same strength for certain $L$-functions of self-dual $\mathrm{GL}_2$ automorphic forms that arise as twists of forms of smaller conductor.

The fourth moment of Dirichlet $L$-functions along a coset and the Weyl bound

We prove a Lindel\"of-on-average upper bound for the fourth moment of Dirichlet $L$-functions of conductor $q$ along a coset of the subgroup of characters modulo $d$ when $q^*|d$, where $q^*$ is the least positive integer such that $q^2|(q^*)^3$. As a consequence, we finish the previous work of the authors and establish a Weyl-strength subconvex bound for all Dirichlet $L$-functions with no restrictions on the conductor.

Oscillatory integrals with uniformity in parameters

We prove a sharp asymptotic formula for certain oscillatory integrals that may be approached using the stationary phase method. The estimates are uniform in terms of auxiliary parameters, which is crucial for application in analytic number theory.

The Weyl law for algebraic tori

We give an asymptotic evaluation for the number of automorphic characters of an algebraic torus $T$ with bounded analytic conductor. The analytic conductor which we use is defined via the local Langlands correspondence for tori by choosing a finite dimensional complex algebraic representation of the $L$-group of $T$. Our results therefore fit into a general framework of counting automorphic representations on reductive groups by analytic conductor.

Bounds for traces of Hecke operators and applications to modular and elliptic curves over a finite field

We give an upper bound for the trace of a Hecke operator acting on the space of holomorphic cusp forms with respect to certain congruence subgroups. Such an estimate has applications to the analytic theory of elliptic curves over a finite field, going beyond the Riemann hypothesis over finite fields. As the main tool to prove our bound on traces of Hecke operators, we develop a Petersson formula for newforms for general nebentype characters.

A generalized cubic moment and the Petersson formula for newforms

Using a cubic moment, we prove a Weyl-type subconvexity bound for the quadratic twists of a holomorphic newform of square-free level, trivial nebentypus, and arbitrary even weight. This generalizes work of Conrey and Iwaniec in that the newform that is being twisted may have arbitrary square-free level, and also that the quadratic character may have even conductor. One of the new tools developed in this paper is a more general Petersson formula for newforms of square-free level.

Counting Automorphic Forms on Norm One Tori

We give an asymptotic formula for the number of automorphic forms on the non-split norm one torus $T$ associated with an imaginary quadratic extension of $\mathbb{Q}$, ordered by analytic conductor.

Elliptic curves over a finite field and the trace formula

We prove formulas for power moments for point counts of elliptic curves over a finite field $k$ such that the groups of $k$-points of the curves contain a chosen subgroup. These formulas express the moments in terms of traces of Hecke operators for certain congruence subgroups of $\operatorname{SL}_2(\mathbb{Z})$. As our main technical input we prove an Eichler-Selberg trace formula for a family of congruence subgroups of $\operatorname{SL}_2(\mathbb{Z})$ which include as special cases the groups $Γ_1(N)$ and $Γ(N)$. Our formulas generalize results of Birch and Ihara (the case of the trivial subgroup, and the full modular group), and previous work of the authors (the subgroups $\mathbb{Z}/2\mathbb{Z}$ and $(\mathbb{Z}/2\mathbb{Z})^2$ and congruence subgroups $Γ_0(2),Γ_0(4)$). We use these formulas to answer statistical questions about point counts for elliptic curves over a fixed finite field, generalizing results of Vlǎduţ, Gekeler, Howe, and others.

Traces of Hecke Operators and Refined Weight Enumerators of Reed-Solomon Codes

We study the quadratic residue weight enumerators of the dual projective Reed-Solomon codes of dimensions $5$ and $q-4$ over the finite field $\mathbb{F}_q$. Our main results are formulas for the coefficients of the the quadratic residue weight enumerators for such codes. If $q=p^v$ and we fix $v$ and vary $p$ then our formulas for the coefficients of the dimension $q-4$ code involve only polynomials in $p$ and the trace of the $q$th and $(q/p^2)$th Hecke operators acting on spaces of cusp forms for the congruence groups $\operatorname{SL}_2 (\mathbb{Z}), Γ_0(2)$, and $Γ_0(4)$. The main tool we use is the Eichler-Selberg trace formula, which gives along the way a variation of a theorem of Birch on the distribution of rational point counts for elliptic curves with prescribed $2$-torsion over a fixed finite field.

A Twisted Motohashi Formula and Weyl-Subconvexity for $L$-functions of Weight Two Cusp Forms

We derive a Motohashi-type formula for the cubic moment of central values of $L$-functions of level $q$ cusp forms twisted by quadratic characters of conductor $q$, previously studied by Conrey and Iwaniec and Young. Corollaries of this formula include Weyl-subconvex bounds for $L$-functions of weight two cusp forms twisted by quadratic characters, and estimates towards the Ramanujan-Petersson conjecture for Fourier coefficients of weight 3/2 cusp forms.

A Recursion Formula for Moments of Derivatives of Random Matrix Polynomials

We give asymptotic formulae for random matrix averages of derivatives of characteristic polynomials over the groups USp(2N), SO(2N) and O^-(2N). These averages are used to predict the asymptotic formulae for moments of derivatives of L-functions which arise in number theory. Each formula gives the leading constant of the asymptotic in terms of determinants of hypergeometric functions. We find a differential recurrence relation between these determinants which allows the rapid computation of the (k+1)-st constant in terms of the k-th and (k-1)-st. This recurrence is reminiscent of a Toda lattice equation arising in the theory of τ-functions associated with Painlevé differential equations.

Moments of L'(1/2) in the Family of Quadratic Twists

We prove the asymptotic formulae for several moments of derivatives of GL(2) L-functions over quadratic twists. The family of L-functions we consider has root number fixed to -1 and odd orthogonal symmetry. Assuming GRH we prove the asymptotic formulae for (1) the second moment with one secondary term, (2) the moment of two distinct modular forms f and g and (3) the first moment with controlled weight and level dependence. We also include some immediate corollaries to elliptic curves via the modularity theorem and the work of Gross and Zagier.

Transition Mean Values of Shifted Convolution Sums

Let f be a classical holomorphic cusp form for SL_2(Z) of weight k which is a normalized eigenfunction for the Hecke algebra, and let λ(n) be its eigenvalues. In this paper we study "shifted convolution sums" of the eigenvalues λ(n) after averaging over many shifts h and obtain asymptotic estimates. The result is somewhat surprising: one encounters a transition region depending on the ratio of the square of the length of the average over h to the length of the shifted convolution sum. The phenomenon is similar to that encountered by Conrey, Farmer and Soundararajan in their 2000 paper Transition Mean Values of Real Characters, and the connection of both results to Eisenstein series and multiple Dirichlet series is discussed.
