Europe's Climate Ambition Under Scrutiny: Evidence from Deep Learning Emission Projections

The European Union has committed to reducing greenhouse gas emissions 55% below 1990 levels by 2030, but whether current trends are compatible with this ambition remains uncertain. We apply deep learning to high-resolution socioeconomic and sectoral data across EU27 member states till 2023 to project sectoral CO$_2$ trajectories under current trends, extrapolating observed sectoral momentum without assuming changes in the pace or effectiveness of the policy environment beyond what is already reflected in historical data. We project that EU27 emissions will exceed the 2030 target by 35% (620 Mt CO$_2$ shortfall), with only a small minority of countries on trajectories consistent with the bloc's commitments. While the Power sector achieves target-consistent reductions driven by the renewable transition, Mobility shows minimal progress and accounts for over a third of total emissions by 2030, reflecting a structural inertia across member states rather than geographically concentrated lag. Our findings indicate that substantial additional intervention is required to close Europe's ambition-implementation gap, and call for establishing up-to-date energy information in Europe.

An Evaluation of Researchers' Migration Patterns in Europe using Digital Trace Data

The comprehension of the mechanisms behind the mobility of skilled workers is of paramount importance for policy making. The lacking nature of official measurements motivates the use of digital trace data extracted from ORCID public records. We use such data to investigate European regions, studied at NUTS2 level, over the time horizon of 2009 to 2020. We present a novel perspective where regions roles are dictated by the overall activity of the research community, contradicting the common brain drain interpretation of the phenomenon. We find that a high mobility is usually correlated with strong university prestige, high magnitude of investments and an overall good schooling level in a region.

Variational Inference for Semiparametric Bayesian Novelty Detection in Large Datasets

After being trained on a fully-labeled training set, where the observations are grouped into a certain number of known classes, novelty detection methods aim to classify the instances of an unlabeled test set while allowing for the presence of previously unseen classes. These models are valuable in many areas, ranging from social network and food adulteration analyses to biology, where an evolving population may be present. In this paper, we focus on a two-stage Bayesian semiparametric novelty detector, also known as Brand, recently introduced in the literature. Leveraging on a model-based mixture representation, Brand allows clustering the test observations into known training terms or a single novelty term. Furthermore, the novelty term is modeled with a Dirichlet Process mixture model to flexibly capture any departure from the known patterns. Brand was originally estimated using MCMC schemes, which are prohibitively costly when applied to high-dimensional data. To scale up Brand applicability to large datasets, we propose to resort to a variational Bayes approach, providing an efficient algorithm for posterior approximation. We demonstrate a significant gain in efficiency and excellent classification performance with thorough simulation studies. Finally, to showcase its applicability, we perform a novelty detection analysis using the openly-available Statlog dataset, a large collection of satellite imaging spectra, to search for novel soil types.
