Fisheries Problems and Bureaucracy in Aquaculture Anti-Commons View

The problems raised by anti-commons and bureaucracy have been linked since the study of Buchanan and Yoon (2000). Bureaucracy involves a multitude of agents that have deciding power. At the view of conflicting interests, the decision makers inertia or the inertia of the system itself, excessive administrative procedures or too many administrative circuits push for too late decisions, or for non-rational decisions in terms of value creation for economic agents. Property Rights Theory explains new concerns. Considering that an anti-commons problem arises when there are multiple rights to exclude, the problem of decision process in aquaculture projects makes sense at this level. However, little attention has been given to the setting where more than one person is assigned exclusion rights, which may be exercised. Anti-commons problem is analyzed in situations in which resources are inefficiently under-utilized rather than over-utilized as in the familiar commons setting. In this study, fisheries problems are studied and some ways to deal with the problem are presented.

Sketching a Model on Fisheries Enforcement and Compliance -- A Survey

Monitoring and enforcement considerations have been largely forgotten in the study of fishery management. This paper discusses this issue through a model formalization to show the impacts of costly, imperfect enforcement of law on the behavior of fishing firms and fisheries management. Theoretical analysis merges a standard bio-economic model of fisheries (Gordon-Schaefer) with Becker theory of Crime and Punishment.

Ethical Considerations on Nanotechnology

Since a significant time ago, although time runs very fast, nanotechnology transformed from one of the most promising scientific hopes in uncountable human domains into a marvelous certainty. Innumerable scientific studies in several areas of knowledge were made since nanoscale emergence, carrying their contribution to the nanoscience development, leading to a great development of technical and scientific knowledge but also raising numerous problems in the ethical field. In this work, nanotechnology is discussed both in terms of ethics and in terms of borders that nanotechnology applications must satisfy and concluding notes are presented, highlighting the results of the analysis. Significant considerations are made on the close connection between ethics and the nanotechnology and the effects over the society and values.

Nanotechnology Applications The future arrived suddenly

There is already a significant time, but it gives the sensation of extremely short, nanotechnology has become one of the most promising scientific hopes in innumerable human domains. Now the hope become reality. Countless scientific studies in several areas of knowledge have been made since the nanoscale emergence, carrying their contribution to the nanoscience development. The recent research in this field allowed the union of interests among several areas, such as physical sciences, molecular engineering, biology, biotechnology and medicine for example, contributing to the investigation of biosystems at a nanoscale. In this work begin discussing nanotechnology in a general way. Then nanotechnology and the applications in industry, in electronics and in medicine are presented and some discussion is proposed in order to define the boundaries for the advances on those areas. In the end, nanotechnology is discussed in terms of ethics and in terms of the borders that nanotechnology applications must satisfyand concluding notes are presented, highlighting the results of the analysis. Important considerations are made about the close connection between ethics and the nanotechnology and the effects over the society and values. Some future directions for the research are suggested.

Nanotechnology and Processes The NanoPhotovoltaic Panels

Nanotechnology may work as a powerful weapon to be used for creating competitive advantages in the energy market. Using the photovoltaic nano-panels, which may reduce considerably the production costs and meet simultaneously socio-environmental requirements demanded by law. It is a way to produce clean energy in innovative terms. Moreover, today the adoption of nanotechnology in energy production can make this kind of energy very interesting along the years. Nanotechnology may be responsible for considerable gains, both economically and the ones resulting from its contribution to protect the planet against pollution.

Studying Pensions Funds Through an Infinite Servers Nodes Network: A Theoretical Problem

This study intends to present a representation of a pensions fund through a stochastic network with two infinite servers nodes. With this representation it is allowed to deduce an equilibrium condition of the system with basis on the identity of the random rates expected values, for which the contributions arrive to the fund and the pensions are paid by the fund. In our study a stochastic network is constructed where traffic is represented. This network allows to study the equilibrium in the system and it is admissible to get a balance to a pensions fund. A specific case is studied. When the arrivals from outside at two nodes are according to Poisson processes, the system may be seen as a two nodes network where the first node is a MGinf queue and second a MtGinf queue. For this case in the long term the conditions of equilibrium are given by a very simple formula. In this formula it is established a relationship among the two nodes. Several examples are given in the study.

The Age or Excess of the MGinf Queue Busy Cycle Mean Value

In this work, approximate and exact results concerning a performance measure of the MGinf system, the age or the excess of the busy cycle, are presented. It will be seen that it is also a measure of the busy period performance. Service distributions for which it is given for a simple expression and others for which this does not happen are considered. For this last case, bounds are deduced. A special emphasis is given to the exponential distribution and to those related with it, useful in reliability theory.

A Ratio to Evaluate Harvest Procedures Management in an Economic System where Resources Dynamics is ruled by an Ornstein- Uhlenbeck Process

The assessing resources dynamics problem, in the context of an economic system with Gaussian consumption and deterministic productivity, is considered in this paper. Basically it is presented a discrete time recursive equation that supports the recourse to the Ornstein-Uhlenbeck diffusion process. Some assumptions on the regeneration of the process are made, in order to observe the system equilibrium in what concerns the resources depreciation or accumulation. The objective of this work is to present a result on the sign of a ratio that can be used to evaluate harvest procedures in this context.

In the Search for the Infinite Servers Queue with Poisson Arrivals Busy Period Distribution Exponential Behavior

This paper purpose is to investigate exponential behavior conditions for the infinite servers queue with Poisson arrivals busy period length distribution. It is presented a general theoretical result that is the basis of this work. The complementary analysis rely on the infinite servers queue with Poisson arrivals busy period length distribution moments computation. In infinite servers queue with Poisson arrivals practical applications, in economic, management, and business areas, the management of the effective number of servers is essential since the physical presence of infinite servers is not viable and so it is necessary to create that condition through an adequate management of the number of servers during the busy period.

Analysis of nanosciences and nanotechnology and their applications

The small world of matter is getting smaller and smaller. Nano sciences in recent years had huge developments allowing nanotechnologies to take enormous steps in the development of materials and processes. Numerous applications in a wide scope of fields are very beneficial for humans, and many researches in development are very promising. Applications in medicine, industry, electronics, energy, or aeronautics are only some examples of areas where enormous benefits exist, and potentialities are clear. Some nanotechnologies are already applied and others are in development or testing phases.

Gambler ruin random walks and brownian motions in reserves modeling, application to pensions funds sustainability

We used the random walk to model the problem of reserves. The classic case of a stochastic process is the example of random walks, which are used to study a set of phenomena and, particularly, as in this article, models of reserves evolution. Random walks also allow the construction of significant complex systems and are also used as an instrument of analysis, being used in the sense of giving a theoretical characteristic to other types of systems. Our goal is primarily to study reserves to see how to ensure that pension funds are sustainable. This classic approach to the study of pension funds makes possible to draw interesting conclusions about the problem of reserves.

ICEV dismantling or recycling on a challenging environment

Nowadays Sustainability is a huge issue. Sustainability deals with the need for the protection of the natural environment and ecosystems health and requires innovation and commitment with the future. This manuscript uses the infinite servers with Poisson arrivals queue system, modelling Internal Combustion Engine Vehicles (ICEV), normally cars but not only, which turn idle when conventional energy becomes scarce, or a new status quo is required. In such a case, they are recycled, becoming either EV-Electric Vehicles or HEV-Hybrid Electric Vehicles or FCEV-Fuel Cell Electric Vehicles, or are dismantled (DV-Dismantled Vehicles). Our model shows that when the rhythm ICEV become EV, HEV, FCEV and DV is greater than the rate at which they get idle the system tends to balance. In a cost-benefit analysis perspective, there are minimum benefits above which, both dismantling and recycling, are interesting. Additionally, the most interesting is the one for which the minimum benefit is the least.
