Daycare Matching with Siblings: Social Implementation and Welfare Evaluation

In centralized assignment problems, agents may have preferences over joint rather than individual assignments, such as couples in residency matching or siblings in school choice and daycare. Standard preference estimation methods typically ignore such complementarities. This paper develops an empirical framework that explicitly incorporates them. Using data from daycare assignment in a municipality in Japan, we estimate a model in which families incur both additional commuting distance and a fixed non-distance disutility when siblings are assigned to different facilities. We find that split assignment generates a large disutility, equivalent to more than twice the average commuting distance. We then simulate counterfactual assignment policies that vary the strength of sibling priority and evaluate welfare. The sibling priority reform that we designed and that was implemented in 2024 increases welfare by 6.4% while reducing inequality in assignment rates across sibling groups; models that ignore sibling complementarities substantially understate these gains. At the same time, we uncover a clear efficiency-equity tradeoff: along the frontier, increasing mean welfare by 100 meters is associated with an increase in inequality of about 1.7 percentage points, and the welfare-maximizing policy reverses much of the reform's reduction in inequality, largely through the displacement of households without siblings.

Buyer Commitment in Bilateral Bargaining: The Case of Online Japanese C2C Market

This paper studies bargaining when buyers can continue searching for alternative sellers while negotiating, which limits their commitment to complete a transaction. Using transaction level data from a Japanese online marketplace, I document frequent post-agreement nonpurchase and show that buyers who explicitly pledge immediate payment are more likely to have their offers accepted, renege less often, and complete transactions faster. I develop and estimate a dynamic bargaining model with buyer search and limited commitment. Counterfactuals that restrict search during bargaining show that increased buyer commitment can reduce total welfare. Sellers especially those with higher valuations benefit from the elimination of delays and walkaways and respond by raising list prices. This reduces buyer welfare by lowering the option value of search and increasing expected list prices. Platform revenue also declines because buyer behavior shifts away from counteroffers and negotiated prices fall.

Strategic Waiting in Centralized Matching: Daycare Assignment

In centralized assignment mechanisms, unassigned participants are often placed on waitlists to improve their chances in future rounds. However, I demonstrate that this practice may bring unintended welfare consequences on the participants, using data from the Japanese daycare system. The prioritization of waitlisted applicants introduces a dynamic incentive for applicants to manipulate their priority by strategically choosing to be waitlisted to secure positions at more selective daycares. I show that 30.0% of applicants do not list safety options when they initially apply and that those who benefit from additional priority are 8.1 percentage points more likely to avoid listing safety options than those who do not. Given the prevalence of such strategic waiting, I estimate a structural model of daycare choice that extends Agarwal and Somaini (2018) to a two-period model allowing for reapplication. By simulating a scenario without waitlist priority, I find that the current priority functions as a redistributive mechanism: through its abolition, early starters (age 0) experience a 34.1% decrease in welfare and a 1.7 percentage point increase in the likelihood of being waitlisted, whereas late starters (age 1) experience a 29.0% increase in welfare and a 6.9 percentage point decrease in the likelihood of being waitlisted.
