Fourier optimization and prime gaps

We investigate some extremal problems in Fourier analysis and their connection to a problem in prime number theory. In particular, we improve the current bounds for the largest possible gap between consecutive primes assuming the Riemann hypothesis.

Maximum of the Riemann zeta function on a short interval of the critical line

We prove the leading order of a conjecture by Fyodorov, Hiary and Keating, about the maximum of the Riemann zeta function on random intervals along the critical line. More precisely, as $T \rightarrow \infty$ for a set of $t \in [T, 2T]$ of measure $(1 - o(1)) T$, we have $$ \max_{|t-u|\leq 1}\log\left|ζ\left(\tfrac{1}{2}+i u\right)\right|=(1 + o(1))\log\log T . $$

The distribution of consecutive prime biases and sums of sawtooth random variables

In recent work, we considered the frequencies of patterns of consecutive primes $\pmod{q}$ and numerically found biases toward certain patterns and against others. We made a conjecture explaining these biases, the dominant factor in which permits an easy description but fails to distinguish many patterns that have seemingly very different frequencies. There was a secondary factor in our conjecture accounting for this additional variation, but it was given only by a complicated expression whose distribution was not easily understood. Here, we study this term, which proves to be connected to both the Fourier transform of classical Dedekind sums and the error term in the asymptotic formula for the sum of $ϕ(n)$.

Large character sums: Burgess's theorem and zeros of $L$-functions

We study the conjecture that $\sum_{n\leq x} χ(n)=o(x)$ for any primitive Dirichlet character $χ\pmod q$ with $x\geq q^ε$, which is known to be true if the Riemann Hypothesis holds for $L(s,χ)$. We show that it holds under the weaker assumption that `$100\%$' of the zeros of $L(s,χ)$ up to height $\tfrac 14$ lie on the critical line; and establish various other consequences of having large character sums.

The variance of divisor sums in arithmetic progressions

We study the variance of sums of the $k$-fold divisor function $d_k(n)$ over sparse arithmetic progressions, with averaging over both residue classes and moduli. In a restricted range, we confirm an averaged version of a recent conjecture about the asymptotics of this variance. This result is closely related to moments of Dirichlet $L$-functions and our proof relies on the asymptotic large sieve.

Non-zero coefficients of half-integral weight modular forms mod $\ell$

We obtain new lower bounds for the number of Fourier coefficients of a weakly holomorphic modular form of half-integral weight not divisible by some prime $\ell$. Among the applications of this we show that there are $\gg \sqrt{X}/\log \log X$ integers $n \leq X$ for which the partition function $p(n)$ is not divisible by $\ell$, and that there are $\gg \sqrt{X}/\log \log X$ values of $n \leq X$ for which $c(n)$, the $n$th Fourier coefficient of the $j$-invariant, is odd.

Conditional bounds for the least quadratic non-residue and related problems

This paper studies explicit and theoretical bounds for several interesting quantities in number theory, conditionally on the Generalized Riemann Hypothesis. Specifically, we improve the existing explicit bounds for the least quadratic non-residue and the least prime in an arithmetic progression. We also refine the classical conditional bounds of Littlewood for $L$-functions at $s=1$. In particular, we derive explicit upper and lower bounds for $L(1,χ)$ and $ζ(1+it)$, and deduce explicit bounds for the class number of imaginary quadratic fields. Finally, we improve the best known theoretical bounds for the least quadratic non-residue, and more generally, the least $k$-th power non-residue.

Unexpected biases in the distribution of consecutive primes

While the sequence of primes is very well distributed in the reduced residue classes (mod $q$), the distribution of pairs of consecutive primes among the permissible $ϕ(q)^2$ pairs of reduced residue classes (mod $q$) is surprisingly erratic. This paper proposes a conjectural explanation for this phenomenon, based on the Hardy-Littlewood conjectures. The conjectures are then compared to numerical data, and the observed fit is very good.

The Riemann Hypothesis For Period Polynomials Of Modular Forms

The period polynomial $r_f(z)$ for an even weight $k\geq 4$ newform $f\in S_k(Γ_0(N))$ is the generating function for the critical values of $L(f,s)$. It has a functional equation relating $r_f(z)$ to $r_f\left(-\frac{1}{Nz}\right)$. We prove the Riemann Hypothesis for these polynomials: that the zeros of $r_f(z)$ lie on the circle $|z|=\frac{1}{\sqrt{N}}$ . We prove that these zeros are equidistributed when either $k$ or $N$ is large.

Lower bounds for the variance of sequences in arithmetic progressions: primes and divisor functions

We develop a general method for lower bounding the variance of sequences in arithmetic progressions mod $q$, summed over all $q \leq Q$, building on previous work of Liu, Perelli, Hooley, and others. The proofs lower bound the variance by the minor arc contribution in the circle method, which we lower bound by comparing with suitable auxiliary exponential sums that are easier to understand. As an application, we prove a lower bound of $(1-ε) QN\log(Q^2/N)$ for the variance of the von Mangoldt function $(Λ(n))_{n=1}^{N}$, on the range $\sqrt{N} (\log N)^C \leq Q \leq N$. Previously such a result was only available assuming the Riemann Hypothesis. We also prove a lower bound $\gg_{k,δ} Q N (\log N)^{k^2 - 1}$ for the variance of the divisor functions $d_k(n)$, valid on the range $N^{1/2+δ} \leq Q \leq N$, for any natural number $k \geq 2$.

Shapley Values in Weighted Voting Games with Random Weights

We investigate the distribution of the well-studied Shapley--Shubik values in weighted voting games where the agents are stochastically determined. The Shapley--Shubik value measures the voting power of an agent, in typical collective decision making systems. While easy to estimate empirically given the parameters of a weighted voting game, the Shapley values are notoriously hard to reason about analytically. We propose a probabilistic approach in which the agent weights are drawn i.i.d. from some known exponentially decaying distribution. We provide a general closed-form characterization of the highest and lowest expected Shapley values in such a game, as a function of the parameters of the underlying distribution. To do so, we give a novel reinterpretation of the stochastic process that generates the Shapley variables as a renewal process. We demonstrate the use of our results on the uniform and exponential distributions. Furthermore, we show the strength of our theoretical predictions on several synthetic datasets.

Mean values of multiplicative functions over function fields

We discuss the mean values of multiplicative functions over function fields. In particular, we adapt the authors' new proof of Halasz's theorem on mean values to this simpler setting. Several of the technical difficulties that arise over the integers disappear in the function field setting, which helps bring out more clearly the main ideas of the proofs over number fields. We also obtain Lipschitz estimates showing the slow variation of mean values of multiplicative functions over function fields, which display some features that are not present in the integer situation.

Moments and distribution of central L-values of quadratic twists of elliptic curves

We show that if one can compute a little more than a particular moment for some family of L-functions, then one has upper bounds of the conjectured order of magnitude for all smaller (positive, real) moments and a one-sided central limit theorem holds. We illustrate our method for the family of quadratic twists of an elliptic curve, obtaining sharp upper bounds for all moments below the first. We also establish a one sided central limit theorem supporting a conjecture of Keating and Snaith. Our work leads to a conjecture on the distribution of the order of the Tate-Shafarevich group for rank zero quadratic twists of an elliptic curve, and establishes the upper bound part of this conjecture (assuming the Birch-Swinnerton-Dyer conjecture).
