A Blueprint for Collaborative Cybersecurity Operations Centres with Capacity for Shared Situational Awareness, Coordinated Response, and Joint Preparedness

With digital technologies now being part of the fabric of our societies, identifying and managing cybersecurity threats becomes imperative. Within the European Union, several initiatives are underway, aiming to motivate, regulate and eventually orchestrate the establishment of capacity and enhancement of situational awareness, incident response, and preparedness capabilities, with an expected emphasis on operators of essential services and state actors entrusted with cybersecurity. In this context, the institution of cooperation and information exchange channels to allow for coordinated cross-border responses to large-scale incidents is particularly prioritised. Motivated by the above, this work presents a conceptual blueprint in support of architecting and establishing interoperable Cyber Security Operations Centres that combine capacity for situational awareness, incident response, and preparedness, also benefiting from the interplay between them, ultimately enhancing national cybersecurity capabilities, cross-border collaboration, and national supervision of their critical sectors, in line with current and upcoming regulatory requirements and the ever-increasing need for national and international cooperation.

Operationalizing Cybersecurity Knowledge: Design, Implementation & Evaluation of a Knowledge Management System for CACAO Playbooks

Modern cybersecurity threats are growing in complexity, targeting increasingly intricate & interconnected systems. To effectively defend against these evolving threats, security teams utilize automation & orchestration to enhance response efficiency and consistency. In that sense, cybersecurity playbooks are key enablers, providing a structured, reusable, and continuously improving approach to incident response, enabling organizations to codify requirements, domain expertise, and best practices and automate decision-making processes to the extent possible. The emerging Collaborative Automated Course of Action Operations (CACAO) standard defines a common machine-processable schema for cybersecurity playbooks, facilitating interoperability for their exchange and ensuring the ability to orchestrate and automate cybersecurity operations. However, despite its potential and the fact that it is a relatively new standardization work, there is a lack of tools to support its adoption and, in particular, the management & lifecycle development of CACAO playbooks, limiting their practical deployment. Motivated by the above, this work presents the design, development, and evaluation of a Knowledge Management System (KMS) for managing CACAO cybersecurity playbooks throughout their lifecycle, providing essential tools to streamline playbook management. Using open technologies & standards, the proposed approach fosters standards-based interoperability & enhances the usability of state-of-the-art cybersecurity orchestration & automation primitives. To encourage adoption, the resulting implementation is released as open-source, which, to the extent of our knowledge, comprises the first publicly available & documented work in this domain, supporting the broader uptake of CACAO playbooks & promoting the widespread use of interoperable automation and orchestration mechanisms in cybersecurity operations.

Towards Incident Response Orchestration and Automation for the Advanced Metering Infrastructure

The threat landscape of industrial infrastructures has expanded exponentially over the last few years. Such infrastructures include services such as the smart meter data exchange that should have real-time availability. Smart meters constitute the main component of the Advanced Metering Infrastructure, and their measurements are also used as historical data for forecasting the energy demand to avoid load peaks that could lead to blackouts within specific areas. Hence, a comprehensive Incident Response plan must be in place to ensure high service availability in case of cyber-attacks or operational errors. Currently, utility operators execute such plans mostly manually, requiring extensive time, effort, and domain expertise, and they are prone to human errors. In this paper, we present a method to provide an orchestrated and highly automated Incident Response plan targeting specific use cases and attack scenarios in the energy sector, including steps for preparedness, detection and analysis, containment, eradication, recovery, and post-incident activity through the use of playbooks. In particular, we use the OASIS Collaborative Automated Course of Action Operations (CACAO) standard to define highly automatable workflows in support of cyber security operations for the Advanced Metering Infrastructure. The proposed method is validated through an Advanced Metering Infrastructure testbed where the most prominent cyber-attacks are emulated, and playbooks are instantiated to ensure rapid response for the containment and eradication of the threat, business continuity on the smart meter data exchange service, and compliance with incident reporting requirements.

Reviewing BPMN as a Modeling Notation for CACAO Security Playbooks

As cyber systems become increasingly complex and cybersecurity threats become more prominent, defenders must prepare, coordinate, automate, document, and share their response methodologies to the extent possible. The CACAO standard was developed to satisfy the above requirements, providing a common machine-readable framework and schema for documenting cybersecurity operations processes, including defensive tradecraft and tactics, techniques, and procedures. Although this approach is compelling, a remaining limitation is that CACAO provides no native modeling notation for graphically representing playbooks, which is crucial for simplifying their creation, modification, and understanding. In contrast, the industry is familiar with BPMN, a standards-based modeling notation for business processes that has also found its place in representing cybersecurity processes. This research examines BPMN and CACAO and explores the feasibility of using the BPMN modeling notation to represent CACAO security playbooks graphically. The results indicate that mapping CACAO and BPMN is attainable at an abstract level; however, conversion from one encoding to another introduces a degree of complexity due to the multiple ways CACAO constructs can be represented in BPMN and the extensions required in BPMN to support CACAO fully.

PHOENI2X -- A European Cyber Resilience Framework With Artificial-Intelligence-Assisted Orchestration, Automation and Response Capabilities for Business Continuity and Recovery, Incident Response, and Information Exchange

As digital technologies become more pervasive in society and the economy, cybersecurity incidents become more frequent and impactful. According to the NIS and NIS2 Directives, EU Member States and their Operators of Essential Services must establish a minimum baseline set of cybersecurity capabilities and engage in cross-border coordination and cooperation. However, this is only a small step towards European cyber resilience. In this landscape, preparedness, shared situational awareness, and coordinated incident response are essential for effective cyber crisis management and resilience. Motivated by the above, this paper presents PHOENI2X, an EU-funded project aiming to design, develop, and deliver a Cyber Resilience Framework providing Artificial-Intelligence-assisted orchestration, automation and response capabilities for business continuity and recovery, incident response, and information exchange, tailored to the needs of Operators of Essential Services and the EU Member State authorities entrusted with cybersecurity.

VirtuWind - An SDN- and NFV-based Architecture for Softwarized Industrial Networks

VirtuWind proposes the application of Software Defined Networking (SDN) and Network Functions Virtualization (NFV) in critical infrastructure networks. We aim at introducing network programmability, reconfigurability and multi-tenant capability both inside isolated and inter-connected industrial networks. Henceforth, we present the design of the VirtuWind architecture that addresses the requirements of industrial communications: granular Quality of Service (QoS) guarantees, system modularity and secure and isolated per-tenant network access. We present the functional components of our architecture and provide an overview of the appropriate realization mechanisms. Finally, we map two exemplary industrial system use-cases to the designed architecture to showcase its applicability in an exemplary industrial wind park network.

Node.DPWS: High performance and scalable Web Services for the IoT

Interconnected computing systems, in various forms, are expected to permeate our lives, realizing the vision of the Internet of Things (IoT) and allowing us to enjoy novel, enhanced services that promise to improve our everyday lives. Nevertheless, this new reality also introduces significant challenges in terms of performance, scaling, usability and interoperability. Leveraging the benefits of Service Oriented Architectures (SOAs) can help alleviate many of the issues that developers, implementers and end-users have to face in the context of the IoT. This work presents Node.DPWS, a novel implementation of the Devices Profile for Web Services (DPWS) based on the Node.js platform. Node.DPWS can be used to deploy lightweight, efficient and scalable Web Services over heterogeneous nodes, including devices with limited resources. The performance of the presented work is evaluated on typical embedded devices, including comparisons with implementations created using alternative DPWS toolkits.
