A Unified Framework for Fair and Personalized Decentralized Learning under Communication Constraints

Decentralized learning systems aim to collaboratively train models across multiple clients without relying on a central coordinator. While decentralization improves scalability, privacy, and robustness, it also exacerbates three fundamental challenges: statistical heterogeneity across clients, fairness in client-level performance, and stringent communication constraints. This raises a natural question: \emph{how fair can decentralized learning be under limited communication?} We address this question by presenting a unified framework for decentralized learning under communication constraints, bringing together graph-based personalization, agnostic fairness, and compressed event-triggered communication. Specifically, we propose a new algorithm DMFL-SQ, a decentralized multi-task learning algorithm that couples personalized model training over a communication graph with an agnostic mixture fairness objective, while reducing communication through sparsification, quantization, and event-triggered synchronization. We establish convergence guarantees for general non-convex objectives and show that DMFL-SQ achieves an $\mathcal{O}(T^{-1/2})$ rate in expected squared Moreau-envelope stationarity despite sparse, quantized, and event-triggered communication. We further derive PAC-Bayes generalization guarantees for the fairness-aware mixture objective. Experiments on CIFAR-10 and the real heterogeneous MUSMET EEG dataset demonstrate that DMFL-SQ substantially reduces communication while maintaining predictive performance and improving fairness across clients. Together, our theoretical and empirical results show that personalization, fairness, and communication efficiency can be jointly achieved in decentralized learning while preserving the dominant convergence rate.

Fronthaul Network Planning for Hierarchical and Radio-Stripes-Enabled CF-mMIMO in O-RAN

The deployment of ultra-dense networks (UDNs), particularly cell-free massive MIMO (CF-mMIMO), is mainly hindered by costly and capacity-limited fronthaul links. This work proposes a two-tiered optimization framework for cost-effective hybrid fronthaul planning, comprising a Near-Optimal Fronthaul Association and Configuration (NOFAC) algorithm in the first tier and an Integer Linear Program (ILP) in the second, integrating fiber optics, millimeter-wave (mmWave), and free-space optics (FSO) technologies. The proposed framework accommodates various functional split (FS) options (7.2x and 8), decentralized processing levels, and network configurations. We introduce the hierarchical scheme (HS) as a resilient, cost-effective fronthaul solution for CF-mMIMO and compare its performance with radio-stripes (RS)-enabled CF-mMIMO, validating both across diverse dense topologies within the open radio access network (O-RAN) architecture. Results show that the proposed framework achieves better cost-efficiency and higher capacity compared to traditional benchmark schemes such as all-fiber fronthaul network. Our key findings reveal fiber dominance in highly decentralized deployments, mmWave suitability in moderately centralized scenarios, and FSO complements both by bridging deployment gaps. Additionally, FS7.2x consistently outperforms FS8, offering greater capacity at lower cost, affirming its role as the preferred O-RAN functional split. Most importantly, our study underscores the importance of hybrid fronthaul effective planning for UDNs in minimizing infrastructural redundancy, and ensuring scalability to meet current and future traffic demands.

Decentralized Fairness Aware Multi Task Federated Learning for VR Network

Wireless connectivity promises to unshackle virtual reality (VR) experiences, allowing users to engage from anywhere, anytime. However, delivering seamless, high-quality, real-time VR video wirelessly is challenging due to the stringent quality of experience requirements, low latency constraints, and limited VR device capabilities. This paper addresses these challenges by introducing a novel decentralized multi task fair federated learning (DMTFL) based caching that caches and prefetches each VR user's field of view (FOV) at base stations (BSs) based on the caching strategies tailored to each BS. In federated learning (FL) in its naive form, often biases toward certain users, and a single global model fails to capture the statistical heterogeneity across users and BSs. In contrast, the proposed DMTFL algorithm personalizes content delivery by learning individual caching models at each BS. These models are further optimized to perform well under any target distribution, while providing theoretical guarantees via Rademacher complexity and a probably approximately correct (PAC) bound on the loss. Using a realistic VR head-tracking dataset, our simulations demonstrate the superiority of our proposed DMTFL algorithm compared to baseline algorithms.

Personalized Federated Learning for Cellular VR: Online Learning and Dynamic Caching

Delivering an immersive experience to virtual reality (VR) users through wireless connectivity offers the freedom to engage from anywhere at any time. Nevertheless, it is challenging to ensure seamless wireless connectivity that delivers real-time and high-quality videos to the VR users. This paper proposes a field of view (FoV) aware caching for mobile edge computing (MEC)-enabled wireless VR network. In particular, the FoV of each VR user is cached/prefetched at the base stations (BSs) based on the caching strategies tailored to each BS. Specifically, decentralized and personalized federated learning (DP-FL) based caching strategies with guarantees are presented. Considering VR systems composed of multiple VR devices and BSs, a DP-FL caching algorithm is implemented at each BS to personalize content delivery for VR users. The utilized DP-FL algorithm guarantees a probably approximately correct (PAC) bound on the conditional average cache hit. Further, to reduce the cost of communicating gradients, one-bit quantization of the stochastic gradient descent (OBSGD) is proposed, and a convergence guarantee of $\mathcal{O}(1/\sqrt{T})$ is obtained for the proposed algorithm, where $T$ is the number of iterations. Additionally, to better account for the wireless channel dynamics, the FoVs are grouped into multicast or unicast groups based on the number of requesting VR users. The performance of the proposed DP-FL algorithm is validated through realistic VR head-tracking dataset, and the proposed algorithm is shown to have better performance in terms of average delay and cache hit as compared to baseline algorithms.

Traffic-Aware Cost-Optimized Fronthaul Planning for Ultra-Dense Networks

The cost and limited capacity of fronthaul links pose significant challenges for the deployment of ultra-dense networks (UDNs), specifically for cell-free massive MIMO systems. Hence, cost-effective planning of reliable fronthaul networks is crucial for the future deployment of UDNs. We propose an optimization framework for traffic-aware hybrid fronthaul network planning, aimed at minimizing total costs through a mixed-integer linear program (MILP) that considers fiber optics and mmWave, along with optimizing key performance metrics. The results demonstrate superiority of the proposed approach, highlighting the cost-effectiveness and performance advantages when compared to different deployment schemes. Moreover, our results also reveal different trends that are critical for Service Providers (SPs) during the fronthaul planning phase of future-proof networks that can adapt to evolving traffic demands.
