Machine Learning Practitioners' Views on Data Quality in Light of EU Regulatory Requirements: A European Online Survey

Understanding how data quality aligns with regulatory requirements in machine learning (ML) systems presents a critical challenge for practitioners navigating the evolving EU regulatory landscape. To address this, we first propose a practical framework aligning established data quality dimensions with specific EU regulatory requirements. Second, we conducted a comprehensive online survey with over 180 EU-based data practitioners, investigating their approaches, key challenges, and unmet needs when ensuring data quality in ML systems that align with regulatory requirements. Our findings highlight crucial gaps between current practices and regulatory expectations, underscoring practitioners' need for more integrated data quality tools and better collaboration between technical and legal practitioners. These insights inform recommendations for bridging technical expertise and regulatory compliance, ultimately fostering responsible and trustworthy ML deployments.

"Detective Work We Shouldn't Have to Do": Practitioner Challenges in Regulatory-Aligned Data Quality in Machine Learning Systems

Ensuring data quality in machine learning (ML) systems has become increasingly complex as regulatory requirements expand. In the European Union (EU), frameworks such as the General Data Protection Regulation (GDPR) and the Artificial Intelligence Act (AI Act) articulate data quality requirements that closely parallel technical concerns in ML practice, while also extending to legal obligations related to accountability, risk management, and human rights protection. This paper presents a qualitative interview study with EU-based data practitioners working on ML systems in regulated contexts. Through semi-structured interviews, we investigate how practitioners interpret regulatory-aligned data quality, the challenges they encounter, and the supports they identify as necessary. Our findings reveal persistent gaps between legal principles and engineering workflows, fragmentation across data pipelines, limitations of existing tools, unclear responsibility boundaries between technical and legal teams, and a tendency toward reactive, audit-driven quality practices. We also identify practitioners' needs for compliance-aware tooling, clearer governance structures, and cultural shifts toward proactive data governance.

An assessment of the Commission's Proposal on Privacy and Electronic Communications

This study, commissioned by the European Parliament's Policy Department for Citizens Rights and Constitutional Affairs at the request of the LIBE Committee, appraises the European Commission's proposal for an ePrivacy Regulation. The study assesses whether the proposal would ensure that the right to the protection of personal data, the right to respect for private life and communications, and related rights enjoy a high standard of protection. The study also highlights the proposal's potential benefits and drawbacks more generally.

Online Political Microtargeting: Promises and Threats for Democracy

Online political microtargeting involves monitoring people's online behaviour, and using the collected data, sometimes enriched with other data, to show people-targeted political advertisements. Online political microtargeting is widely used in the US; Europe may not be far behind. This paper maps microtargeting's promises and threats to democracy. For example, microtargeting promises to optimise the match between the electorate's concerns and political campaigns, and to boost campaign engagement and political participation. But online microtargeting could also threaten democracy. For instance, a political party could, misleadingly, present itself as a different one-issue party to different individuals. And data collection for microtargeting raises privacy concerns. We sketch possibilities for policymakers if they seek to regulate online political microtargeting. We discuss which measures would be possible, while complying with the right to freedom of expression under the European Convention on Human Rights.

An interdisciplinary exploration of trade-offs between energy, privacy and accuracy aspects of data

The digital era has raised many societal challenges, including ICT's rising energy consumption and protecting privacy of personal data processing. This paper considers both aspects in relation to machine learning accuracy in an interdisciplinary exploration. We first present a method to measure the effects of privacy-enhancing techniques on data utility and energy consumption. The environmental-privacy-accuracy trade-offs are discovered through an experimental set-up. We subsequently take a storytelling approach to translate these technical findings to experts in non-ICT fields. We draft two examples for a governmental and auditing setting to contextualise our results. Ultimately, users face the task of optimising their data processing operations in a trade-off between energy, privacy, and accuracy considerations where the impact of their decisions is context-sensitive.
