Volume-Refined Achievability and Converse Approximations for Noisy Permutation Channels

We study volume-refined achievability and converse bounds for noisy permutation channels generated by strictly positive DMCs, allowing the reachable output polytope to have arbitrary affine dimension $d\ge 1$. The reachable output polytope may be lower-dimensional than the output simplex, whereas existing refined achievability analyses and fixed-error converses are not adapted to this intrinsic affine geometry. On the achievability side, we develop an affine-coordinate simplex-lattice construction adapted to the reachable output polytope, together with a nearest-neighbor decoder and a geometric error-reduction argument in the same coordinate space. This yields a Gaussian achievability approximation with an $o(1)$ remainder. On the converse side, we first use a meta-converse combined with a KL covering and a local testing estimate to obtain a fixed-error converse with a bounded remainder, which implies the logarithmic $\epsilon$-capacity $d/2$. We then apply the meta-converse with a stratified Jeffreys-mixture auxiliary output distribution. Using a local Laplace approximation and a local likelihood-ratio approximation, this choice identifies the Fisher-volume term and an explicit Gaussian testing constant, yielding a constant-order converse approximation with an $o(1)$ remainder. The achievability and converse constants arise from different constructions and are not claimed to match in general.

Integrated Sensing and Communication: Rate-Distortion Fundamental Limits of State Estimator

The state-dependent memoryless channel (SDMC) is employed to model the integrated sensing and communication (ISAC) system, where the transmitter conveys messages to the receiver while simultaneously estimating the state parameter of interest via the received echo signals. However, the performance of sensing has often been neglected in existing works. To address this gap, we establish the rate-distortion function for sensing performance in the SDMC model, which is defined based on standard information-theoretic principles to ensure clear operational meaning. In addition, we propose a modified Blahut-Arimoto type algorithm for solving the rate-distortion function and provide convergence proofs for the algorithm. We further define the capacity-rate-distortion tradeoff region, which unifies information-theoretic results for communication and sensing within a single optimization framework. Finally, we numerically evaluate the capacity-rate-distortion region and demonstrate the benefit of coding in terms of estimation rate for certain channels.

New Channel Coding Lower Bounds for Noisy Permutation Channels

Motivated by the application of point-to-point communication networks and biological storage, we investigate new achievability bounds for noisy permutation channels with strictly positive and full-rank square matrices. Our new bounds use $ε$-packing with Kullback-Leibler divergence as a metric to bound the distance between distributions and are tighter than existing bounds. Additionally, Gaussian approximations of achievability bounds are derived, and the numerical evaluation shows the precision of the approximation.

New Upper Bounds for Noisy Permutation Channels

The noisy permutation channel is a useful abstraction introduced by Makur for point-to-point communication networks and biological storage. While the asymptotic capacity results exist for this model, the characterization of the second-order asymptotics is not available. Therefore, we analyze the converse bounds for the noisy permutation channel in the finite blocklength regime. To do this, we present a modified minimax meta-converse for noisy permutation channels by symbol relaxation. To derive the second-order asymptotics of the converse bound, we propose a way to use divergence covering in analysis. It enables the observation of the second-order asymptotics and the strong converse via Berry-Esseen type bounds. These two conclusions hold for noisy permutation channels with strictly positive matrices (entry-wise). In addition, we obtain computable bounds for the noisy permutation channel with the binary symmetric channel (BSC), including the original computable converse bound based on the modified minimax meta-converse, the asymptotic expansion derived from our subset covering technique, and the ε-capacity result. We find that a smaller crossover probability provides a higher upper bound for a fixed finite blocklength, although the ε-capacity is agnostic to the BSC parameter. Finally, numerical results show that the normal approximation shows remarkable precision, and our new converse bound is stronger than previous bounds.
