Open Access Policy: Numbers, Analysis, Effectiveness

The PASTEUR4OA project analyses what makes an Open Access (OA) policy effective. The total number of institutional or funder OA policies worldwide is now 663 (March 2015), over half of them mandatory. ROARMAP, the policy registry, has been rebuilt to record more policy detail and provide more extensive search functionality. Deposit rates were measured for articles in institutions' repositories and compared to the total number of WoS-indexed articles published from those institutions. Average deposit rate was over four times as high for institutions with a mandatory policy. Six positive correlations were found between deposit rates and (1) Must-Deposit; (2) Cannot-Waive-Deposit; (3) Deposit-Linked-to-Research-Evaluation; (4) Cannot-Waive-Rights-Retention; (5) Must-Make-Deposit-OA (after allowable embargo) and (6) Can-Waive-OA. For deposit latency, there is a positive correlation between earlier deposit and (7) Must-Deposit-Immediately as well as with (4) Cannot-Waive-Rights-Retention and with mandate age. There are not yet enough OA policies to test whether still further policy conditions would contribute to mandate effectiveness but the present findings already suggest that it would be useful for current and future OA policies to adopt the seven positive conditions so as to accelerate and maximise the growth of OA.

Ground-based multisite observations of two transits of HD 80606b

We present ground-based optical observations of the September 2009 and January 2010 transits of HD 80606b. Based on 3 partial light curves of the September 2009 event, we derive a midtransit time of T_c [HJD] = 2455099.196 +- 0.026, which is about 1 sigma away from the previously predicted time. We observed the January 2010 event from 9 different locations, with most phases of the transit being observed by at least 3 different teams. We determine a midtransit time of T_c [HJD] = 2455210.6502 +- 0.0064, which is within 1.3 sigma of the time derived from a Spitzer observation of the same event.

Star-forming Galaxies in the 'Redshift Desert'

We describe results of optical and near-IR observations of a large spectroscopic sample of star-forming galaxies photometrically-selected to lie in the redshift range 1.4 < z < 2.5, often called the ``redshift desert'' because of historical difficulty in obtaining spectroscopic redshifts in this range. We show that the former ``redshift desert'' is now very much open to observation.

The Population of Faint Optically-Selected AGN at z~3

We discuss a sample of 29 AGN (16 narrow-lined and 13 broad-lined) discovered in a spectroscopic survey of ~1000 star-forming Lyman-break galaxies (LBGs) at z~3. Reaching apparent magnitudes of R_{AB}=25.5, the sample includes broad-lined AGN approximately 100 times less UV-luminous than most surveys to date covering similar redshifts, and the first statistical sample of UV/optically-selected narrow-lined AGN at high redshift. The fraction of objects in our survey with clear evidence for AGN activity is ~3%. A substantial fraction, perhaps even most, of these objects would not have been detected in even the deepest existing X-ray surveys. We argue that these AGN are plausibly hosted by the equivalent of LBGs. The UV luminosities of the broad-lined AGN in the sample are compatible with Eddington-limited accretion onto black holes that satisfy the locally determined M_{BH} versus M_{bulge} relation given estimates of the stellar masses of LBGs. The clustering properties of the AGN are compatible with their being hosted by objects similar to LBGs. The implied lifetime of the active AGN phase in LBGs, if it occurs some time during the active star-formation phase, is ~10^7 years.

Multi-Color Observations of the GRB000926 Afterglow

We present multi-color light-curves of the optical afterglow of GRB 000926. Beginning ~1.5 days after the burst, the light-curves of this GRB steepen measurably. The existence of such achromatic breaks are usually taken to be an important observational signature that the ejecta are not expanding isotropically, but rather have a collimated jet-like geometry. If we interpret the data in this context, we derive an opening angle of 5 degrees, which reduces the energy release compared to an isotropic model by a factor of ~275, to 1.7 x 10^51 erg. To fit the data with a simple jet model requires extinction along the line of sight. The derived A_V is in the range 0.11 - 0.82 mag, depending on the adopted extinction law and whether the electrons giving rise to the optical emission are undergoing synchrotron cooling or not. Since this is in excess of the expected extinction from our Galaxy, we attribute this to the GRB host. We note that this extinction is typical of a galactic disk, and therefore the event likely took place in the disk of its host.
