Uniformly Bounded Orthonormal Bases of Homogeneous Polynomials on the Complex Sphere

We resolve the long-standing problem of Rudin concerning uniformly bounded orthonormal bases of homogeneous polynomials on complex unit spheres. Specifically, we show that for every $K \geq 2$ and $N \geq 0$ there exists a basis of degree $N$ homogeneous polynomials in $\mathbb{C}^K$ that is orthonormal with respect to the surface measure of the unit sphere of $\mathbb{C}^K$ and uniformly bounded by a constant depending only on $K$ on the unit ball of $\mathbb{C}^K$. Bourgain resolved the case $K = 2$ in 1985 and the case $K = 3$ in 2016. No cases $K \geq 4$ were previously known.

Exponential sums over primes

Let $α=a/q+ε$ with $(a,q)=1$, $q\le N^{1/2}$ and $|ε|\le 1/(qN^{1/2})$, and let $B:=\max(q,qN|ε|)$. We show that \[ \Bigl|\sum_{n<N}Λ(n)e(nα)\Bigr|\le N^{o(1)}\Bigl(\frac{N}{B^{1/2}}+N^{19/24}\Bigr). \] This improves on the classical bound of Vinogradov from 1937, which has $N^{4/5}$ in place of $N^{19/24}$.

Sign changes of the Liouville function in arithmetic progressions

We show that for any $\varepsilon > 0$, prime $q$ sufficiently large with respect to $1 / \varepsilon$ and residue class $(a,q) = 1$, there exist two integers $m, n \leq q^{5/2 + \varepsilon}$ with $m \equiv n \equiv a \pmod{q}$ such that $λ(m) = -1$ and $λ(n) = + 1$, where $λ$ denotes the Liouville function. Our result is motivated by Heath-Brown's explicit exponent in Linnik's theorem, establishing the existence of primes $p \equiv a \pmod{q}$ with $p \ll q^{5.5}$.

Higher uniformity of arithmetic functions in short intervals II. Almost all intervals

We study higher uniformity properties of the von Mangoldt function $Λ$, the Möbius function $μ$, and the divisor functions $d_k$ on short intervals $(x,x+H]$ for almost all $x \in [X, 2X]$. Let $Λ^\sharp$ and $d_k^\sharp$ be suitable approximants of $Λ$ and $d_k$, $G/Γ$ a filtered nilmanifold, and $F\colon G/Γ\to \mathbb{C}$ a Lipschitz function. Then our results imply for instance that when $X^{1/3+\varepsilon} \leq H \leq X$ we have, for almost all $x \in [X, 2X]$, \[ \sup_{g \in \text{Poly}(\mathbb{Z} \to G)} \left| \sum_{x < n \leq x+H} (Λ(n)-Λ^\sharp(n)) \overline{F}(g(n)Γ) \right| \ll H\log^{-A} X \] for any fixed $A>0$, and that when $X^{\varepsilon} \leq H \leq X$ we have, for almost all $x \in [X, 2X]$, \[ \sup_{g \in \text{Poly}(\mathbb{Z} \to G)} \left| \sum_{x < n \leq x+H} (d_k(n)-d_k^\sharp(n)) \overline{F}(g(n)Γ) \right| = o(H \log^{k-1} X). \] As a consequence, we show that the short interval Gowers norms $\|Λ-Λ^\sharp\|_{U^s(X,X+H]}$ and $\|d_k-d_k^\sharp\|_{U^s(X,X+H]}$ are also asymptotically small for any fixed $s$ in the same ranges of $H$. This in turn allows us to establish the Hardy-Littlewood conjecture and the divisor correlation conjecture with a short average over one variable. Our main new ingredients are type $II$ estimates obtained by developing a "contagion lemma" for nilsequences and then using this to "scale up" an approximate functional equation for the nilsequence to a larger scale. This extends an approach developed by Walsh for Fourier uniformity.

Density of orbits of horocycle flows at sub-quadratic polynomial times

Let $Γ\subset PSL(2,\mathbb{R})$ be such that the space $X=Γ\backslash PSL(2,\mathbb{R})$ is not compact. Let $(h_t)$ be the horocycle flow acting on $X$. We show that for every $x\in X$ that is not periodic for $(h_t)$ and for every $δ\in (0,1)$ the orbit $\{h_{n^{2-δ}}x\}_{n\in \mathbb{N}}$ is dense in $X$. Assuming additionally the Hardy-Littlewood conjecture we show that for every non-periodic $x\in X$, $\{h_{p}x\}_{p- \text{prime}}$ is dense in $X$. Finally we show that for $Γ=PSL(2,\mathbb{Z})$, $\{h_{n^2}y_q\}_{n<q}$ equidistribute, as $q\to \infty$ along primes congruent to $1 \pmod{4}$, towards Haar measure, where $\{y_q\}$ is a sequence of periodic points of period $q$.

$L^1$ means of exponential sums with multiplicative coefficients. II

Let $f$ be a real-valued $1$-bounded multiplicative function. Suppose that the mean-value of $f^{2}$ exists, and $$\int_{0}^{1} \Big | \sum_{n \leq N} f(n)e^{2πi n α} \Big | d α\leq N^{o(1)}$$ as $N \rightarrow \infty$, then there exists a quadratic character $χ$ such that for every $δ> 0$ the (logarithmic) proportion of primes $p \leq N$ such that $|f(p) - χ(p)| < δ$ tends to $1$ as $N \rightarrow \infty$. More generally we show that for all $N, Δ\geq 1$ and $1$-bounded multiplicative functions $f$, if $$\int_{0}^{1} \Big | \sum_{n \leq N} f(n) e^{2πi n α} \Big | d α\leq Δ$$ and the $L^{2}$ norm of $f$ over $[1, N]$ is $\geq N / 100$, then $f$ pretends to be a multiplicative character of conductor $\leq Δ^{2}$ on primes in $[Δ^{2}, N]$. We highlight that the result is uniform in $f$, $N$ and $Δ$ and sharp as far as the size of the conductor goes. Moreover, the restriction to primes $p \in [Δ^{2}, N]$ turns out to be sharp in a suitably generalized version of this result, concerning sequences $f$ that are close $1\%$ of the time to multiplicative functions.

Gap distribution of $\sqrt{n} \,\mathrm{mod}\, 1$ and the circle method

The distribution of the properly renormalized gaps of $\sqrt{n} \,\mathrm{mod}\, 1$ with $n < N$ converges (when $N\rightarrow \infty$) to a non-standard limit distribution, as Elkies and McMullen proved in 2004 using techniques from homogeneous dynamics. In this paper we give an essentially self-contained proof based on the circle method. Our main innovation consists in showing that a new type of correlation functions of $\sqrt{n} \,\mathrm{mod}\, 1$ converge. To define these correlation functions we restrict, smoothly, to those $\sqrt{n} \,\mathrm{mod}\, 1$ that lie in minor arcs, i.e. away from rational numbers with small denominators.

Horocycle flow at product of two primes

We show that if $Γ$ is a co-compact arithmetic lattice in $SL(2,\mathbb{R})$ or $Γ=SL(2,\mathbb{Z})$ then the horocycle orbit of every non-periodic point $x\in SL(2,\mathbb{R})/Γ$ equidistributes (with respect to Haar measure) when sampled at integers having exactly two prime factors.

The sixth moment of Dirichlet L-functions at the central point

In 1970, Huxley obtained a sharp upper bound for the sixth moment of Dirichlet $L$-functions at the central point, averaged over primitive characters $χ$ modulo $q$ and all moduli $q \leq Q$. In 2007, as an application of their ``asymptotic large sieve'', Conrey, Iwaniec and Soundararajan showed that when an additional short $t$-averaging is introduced into the problem, an asymptotic can be obtained. In this paper we show that this extraneous averaging can be removed, and we thus obtain an asymptotic for the original moment problem considered by Huxley. The main new difficulty in our work is the appearance of certain challenging ``unbalanced'' sums that arise as soon as the $t$-aspect averaging is removed.

Bias in cubic Gauss sums: Patterson's conjecture

Let $W$ be a smooth test function with compact support in $(0,\infty)$. Conditional on the Generalized Riemann Hypothesis for Hecke $L$-functions over $\mathbb{Q}(ω)$, we prove that $$\sum_{p \equiv 1 \pmod{3}} \frac{1}{2 \sqrt{p}} \cdot \Big ( \sum_{x \pmod{p}} e^{2πi x^3 / p} \Big ) W \Big ( \frac{p}{X} \Big ) \sim \frac{(2π)^{2/3}}{3 Γ(\tfrac 23)} \int_{0}^{\infty} W(x) x^{-1/6} dx \cdot \frac{X^{5/6}}{\log X},$$ as $X \rightarrow \infty$ and $p$ runs over primes. This explains a well-known numerical bias in the distribution of cubic Gauss sums first observed by Kummer in 1846 and confirms (conditionally on the Generalized Riemann Hypothesis) a conjecture of Patterson from 1978. There are two important byproducts of our proof. The first is an explicit level aspect Voronoi summation formula for cubic Gauss sums, extending computations of Patterson and Yoshimoto. Secondly, we show that Heath-Brown's cubic large sieve is sharp up to factors of $X^{o(1)}$ under the Generalized Riemann Hypothesis. This disproves the popular belief that the cubic large sieve can be improved. An important ingredient in our proof is a dispersion estimate for cubic Gauss sums. It can be interpreted as a cubic large sieve with correction by a non-trivial asymptotic main term. This estimate relies on the Generalized Riemann Hypothesis, and is one of the fundamental reasons why our result is conditional.

Rigidity in dynamics and Möbius disjointness

Let $(X, T)$ be a topological dynamical system. We show that if each invariant measure of $(X, T)$ gives rise to a measure-theoretic dynamical system that is either: a. rigid along a sequence of "bounded prime volume" or b. admits a polynomial rate of rigidity on a linearly dense subset in $C(X)$, then $(X, T)$ satisfies Sarnak's conjecture on Möbius disjointness. We show that the same conclusion also holds if there are countably many invariant ergodic measures, and each of them satisfies a. or b. This recovers some earlier results and implies Sarnak's conjecture in the following new cases: for almost every interval exchange map of $d$ intervals with $d \geq 2$, for $C^{2+ε}$-smooth skew products over rotations and $C^{2+ε}$-smooth flows (without fixed points) on the torus. In particular, these are improvements of earlier results of respectively Chaika-Eskin, Wang and Huang-Wang-Ye. We also discuss some purely arithmetic consequences for the Liouville function.

Conditional lower bounds on the distribution of central values in families of $L$-functions

We establish a general principle that any lower bound on the non-vanishing of central $L$-values obtained through studying the one-level density of low-lying zeros can be refined to show that most such $L$-values have the typical size conjectured by Keating and Snaith. We illustrate this technique in the case of quadratic twists of a given elliptic curve, and similar results would hold for the many examples studied by Iwaniec, Luo, and Sarnak in their pioneering work on $1$-level densities.

The eighth moment of Dirichlet L-functions II

We prove an asymptotic formula for the eighth moment of Dirichlet $L$-functions averaged over primitive characters $χ$ modulo $q$, over all moduli $q\leq Q$ and with a short average on the critical line. Previously the same result was shown conditionally on the Generalized Riemann Hypothesis by the first two authors.

$L^1$ means of exponential sums with multiplicative coefficients. I

We show that the $L^1$ norm of an exponential sum of length $X$ and with coefficients equal to the Liouville or Möbius function is at least $\gg_{\varepsilon} X^{1/4 - \varepsilon}$ for any given $\varepsilon$. For the Liouville function this improves on the lower bound $\gg X^{c/\log\log X}$ due to Balog and Perelli (1998). For the Möbius function this improves the lower bound $\gg X^{1/6}$ due to Balog and Ruzsa (2001). The large discrepancy between these lower bounds is due to the method employed by Balog and Ruzsa, as it crucially relies on the vanishing of $μ(n)$. Instead our proof puts the two cases on an equal footing by exploiting the connection of these coefficients with zeros of Dirichlet $L$-functions. In the second paper in this series we will obtain a lower bound $\gg X^δ$ for some small $δ$ but for general (non-pretentious) multiplicative functions.

The Fyodorov-Hiary-Keating Conjecture. II

We prove a lower bound on the maximum of the Riemann zeta function in a typical short interval on the critical line. Together with the upper bound from the previous work of the authors, this implies tightness of $$ \max_{|h|\leq 1}|ζ(\tfrac 12+{\rm i} τ+{\rm i} h)|\cdot \frac{(\log\log T)^{3/4}}{\log T}, $$ for large $T$, where $τ$ is uniformly distributed on $[T,2T]$. The techniques are also applied to bound the right tail of the maximum, proving the distributional decay $\asymp y e^{-2y}$ for $y$ positive. This confirms the Fyodorov-Hiary-Keating conjecture, which states that the maximum of $ζ$ in short intervals lies in the universality class of logarithmically correlated fields.

Non-vanishing of twists of $\text{GL}_4(\mathbb{A}_{\mathbb{Q}})$ $L$-functions

Let $π$ be a unitary cuspidal automorphic representation of $\text{GL}_{4}(\mathbb{A}_{\mathbb{Q}})$. Let $f \geq 1$ be given. We show that there exists infinitely many primitive even (resp. odd) Dirichlet characters $χ$ with conductor co-prime to $f$ such that $L(s, π\otimes χ)$ is non-vanishing at the central point. Our result has applications for the construction of $p$-adic $L$-functions for $\text{GSp}_{4}$ following Loeffler-Pilloni-Skinner-Zerbes, the Bloch-Kato conjecture and the Birch-Swinnerton-Dyer conjecture for abelian surfaces following Loeffler-Zerbes, strong multiplicity one results for paramodular cuspidal representations of $\text{GSp}_{4}(\mathbb{A}_{\mathbb{Q}})$ and the rationality of the central values of $\text{GSp}_{4}(\mathbb{A}_{\mathbb{Q}})$ $L$-functions in the remaining non-regular weight case.

Poissonian pair correlation for $αn^θ$

We show that sequences of the form $αn^θ \pmod{1}$ with $α> 0$ and $0 < θ< \tfrac{43}{117} = \tfrac{1}{3} + 0.0341 \ldots$ have Poissonian pair correlation. This improves upon the previous result by Lutsko, Sourmelidis, and Technau, where this was established for $α> 0$ and $0 < θ< \tfrac{14}{41} = \tfrac{1}{3} + 0.0081 \ldots$. We reduce the problem of establishing Poissonian pair correlation to a counting problem using a form of amplification and the Bombieri-Iwaniec double large sieve. The counting problem is then resolved non-optimally by appealing to the bounds of Robert-Sargos and (Fouvry-Iwaniec-)Cao-Zhai. The exponent $θ= \tfrac{2}{5}$ is the limit of our approach.

One-level density estimates for Dirichlet L-functions with extended support

We estimate the $1$-level density of low-lying zeros of $L(s,χ)$ with $χ$ ranging over primitive Dirichlet characters of conductor $\in [Q/2,Q]$ and for test functions whose Fourier transform is supported in $[- 2 - 50/1093, 2 + 50/1093]$. Previously any extension of the support past the range $[-2,2]$ was only known conditionally on deep conjectures about the distribution of primes in arithmetic progressions, beyond the reach of the Generalized Riemann Hypothesis (e.g Montgomery's conjecture). Our work provides the first example of a family of $L$-functions in which the support is unconditionally extended past the "trivial range" that follows from a simple application of the underlying trace formula (in this case orthogonality of characters). We also highlight consequences for non-vanishing of $L(s,χ)$.
