Operationalizing Ethics for AI Agents: How Developers Encode Values into Repository Context Files

As AI coding agents become embedded in software development workflows, developers are beginning to operationalize ethical principles by encoding behavioral rules into repository-level context files for AI agents, such as AGENTS.md files. Rather than examining the ethics of AI agents in the abstract, this vision paper investigates how ethics and values are already being translated for AI agents into actionable instructions that shape agent behavior. Through a preliminary investigation, we find that developers are already embedding guidance related to fairness, accessibility, sustainability, tone, and privacy. These artifacts function as a developer-authored governance layer, translating abstract principles into situated, natural-language directives within development workflows. We outline a research agenda for studying this emerging practice, including how encoded values vary across communities, what governance dynamics emerge when multiple contributors negotiate these files, and whether agents reliably adhere to the constraints specified. Understanding how ethics and values are operationalized for AI agents is essential to ground AI governance in modern software engineering practice.

AI Slop and the Software Commons

In this article, we argue that AI slop in software is creating a tragedy of the commons. Individual productivity gains from AI-generated content externalize costs onto reviewer capacity, codebase integrity, public knowledge resources, collaborative trust, and the talent pipeline. AI slop is cheap to generate and expensive to review, and the review layer is already thin. Commons problems are not solved by individual restraint. We outline concrete next steps for tool developers, team leads, and educators, grounded in Ostrom's design principles for enduring commons institutions.

"An Endless Stream of AI Slop": How Developers Discuss the Burden of AI-Assisted Software Development

"AI slop", that is, low-quality AI-generated content, is increasingly affecting software development, from generated code and pull requests to documentation and bug reports. However, there is limited empirical research on how developers perceive and respond to this phenomenon. We qualitatively analyzed how developers discuss AI slop in 1,154 Reddit and Hacker News posts, developing a codebook of 15 codes organized into three thematic clusters: Review Friction (how AI slop burdens reviewers, erodes trust, and prompts countermeasures), Quality Degradation (damage to codebases, knowledge resources, and developer competence), and Forces and Consequences (systemic incentives, mandated adoption, craft erosion, and workforce disruption). Our findings frame AI slop as a tragedy of the commons, where individual productivity gains externalize costs onto reviewers, maintainers, and the broader community. We report the concerns developers raise and the mitigation strategies they propose, with implications for tool developers, team leads, and educators.

Forecasting Developer Environments with GenAI: A Research Perspective

Generative Artificial Intelligence (GenAI) models are achieving remarkable performance in various tasks, including code generation, testing, code review, and program repair. The ability to increase the level of abstraction away from writing code has the potential to change the Human-AI interaction within the integrated development environment (IDE). To explore the impact of GenAI on IDEs, 33 experts from the Software Engineering, Artificial Intelligence, and Human-Computer Interaction domains gathered to discuss challenges and opportunities at Shonan Meeting 222, a four-day intensive research meeting. Four themes emerged as areas of interest for researchers and practitioners.

Creativity Reconsidered: Generative AI and the Problem of Intentional Agency

Many theorists maintain that conscious intentional agency is a necessary condition of creativity. We argue that this requirement, which we call the Intentional Agency Condition (IAC), should be abandoned. We motivate this by highlighting the problems this criterion encounters in the face of recent advances in generative AI, which is ostensibly creative despite being incapable of intentional agency. We present two corpus analyses to illustrate the rapidly increasing tendency of people to predicate creativity to generative AI. In response to this predicament, theorists of creativity have proposed a range of conflicting solutions, which we critically evaluate. We find that none of these satisfyingly resolves the initial predicament, and we therefore propose a novel approach. Our claim is that ascriptions of creativity are dependent on what we call creative ability. This solution explains why intentional agency is important for judgements of creativity, without being a necessary condition. Our approach thereby accommodates AI creativity without dismissing the intuition that perceived intentions are of key importance for ascriptions of creativity.

Building Bridges across Papua New Guinea's Digital Divide in Growing the ICT Industry

Papua New Guinea (PNG) is an emerging tech society with an opportunity to overcome geographic and social boundaries, in order to engage with the global market. However, the current tech landscape, dominated by Big Tech in Silicon Valley and other multinational companies in the Global North, tends to overlook the requirements of emerging economies such as PNG. This is becoming more obvious as issues such as algorithmic bias (in tech product deployments) and the digital divide (as in the case of non-affordable commercial software) are affecting PNG users. The Open Source Software (OSS) movement, based on extant research, is seen as a way to level the playing field in the digitalization and adoption of Information and Communications Technologies (ICTs) in PNG. This perspectives paper documents the outcome of the second International Workshop on BRIdging the Divides with Globally Engineered Software} (BRIDGES2023) in the hopes of proposing ideas for future research into ICT education, uplifting software engineering (SE) capability, and OSS adoption in promoting a more equitable digital future for PNG.

Nigerian Software Engineer or American Data Scientist? GitHub Profile Recruitment Bias in Large Language Models

Large Language Models (LLMs) have taken the world by storm, demonstrating their ability not only to automate tedious tasks, but also to show some degree of proficiency in completing software engineering tasks. A key concern with LLMs is their "black-box" nature, which obscures their internal workings and could lead to societal biases in their outputs. In the software engineering context, in this early results paper, we empirically explore how well LLMs can automate recruitment tasks for a geographically diverse software team. We use OpenAI's ChatGPT to conduct an initial set of experiments using GitHub User Profiles from four regions to recruit a six-person software development team, analyzing a total of 3,657 profiles over a five-year period (2019-2023). Results indicate that ChatGPT shows preference for some regions over others, even when swapping the location strings of two profiles (counterfactuals). Furthermore, ChatGPT was more likely to assign certain developer roles to users from a specific country, revealing an implicit bias. Overall, this study reveals insights into the inner workings of LLMs and has implications for mitigating such societal biases in these models.

Documenting Ethical Considerations in Open Source AI Models

Background: The development of AI-enabled software heavily depends on AI model documentation, such as model cards, due to different domain expertise between software engineers and model developers. From an ethical standpoint, AI model documentation conveys critical information on ethical considerations along with mitigation strategies for downstream developers to ensure the delivery of ethically compliant software. However, knowledge on such documentation practice remains scarce. Aims: The objective of our study is to investigate how developers document ethical aspects of open source AI models in practice, aiming at providing recommendations for future documentation endeavours. Method: We selected three sources of documentation on GitHub and Hugging Face, and developed a keyword set to identify ethics-related documents systematically. After filtering an initial set of 2,347 documents, we identified 265 relevant ones and performed thematic analysis to derive the themes of ethical considerations. Results: Six themes emerge, with the three largest ones being model behavioural risks, model use cases, and model risk mitigation. Conclusions: Our findings reveal that open source AI model documentation focuses on articulating ethical problem statements and use case restrictions. We further provide suggestions to various stakeholders for improving documentation practice regarding ethical considerations.

Ethical Considerations Towards Protestware

A key drawback to using a Open Source third-party library is the risk of introducing malicious attacks. In recently times, these threats have taken a new form, when maintainers turn their Open Source libraries into protestware. This is defined as software containing political messages delivered through these libraries, which can either be malicious or benign. Since developers are willing to freely open-up their software to these libraries, much trust and responsibility are placed on the maintainers to ensure that the library does what it promises to do. Using different frameworks commonly used in AI ethics, we illustrate how an open-source maintainer's decision to protest is influenced by different stakeholders (viz., their membership in the OSS community, their personal views, financial motivations, social status, and moral viewpoints), making protestware a multifaceted and intricate matter.

Social Media Harms as a Trilemma: Asymmetry, Algorithms, and Audacious Design Choices

Social media has expanded in its use, and reach, since the inception of early social networks in the early 2000s. Increasingly, users turn to social media for keeping up to date with current affairs and information. However, social media is increasingly used to promote disinformation and cause harm. In this contribution, we argue that as information (eco)systems, social media sites are vulnerable from three aspects, each corresponding to the classical 3-tier architecture in information systems: asymmetric networks (data tier); algorithms powering the supposed personalisation for the user experience (application tier); and adverse or audacious design of the user experience and overall information ecosystem (presentation tier) - which can be summarized as the 3 A's. Thus, the open question remains: how can we 'fix' social media? We will unpack suggestions from various allied disciplines - from philosophy to data ethics to social psychology - in untangling the 3A's above.

COVID Down Under: where did Australia's pandemic apps go wrong?

Governments and businesses worldwide deployed a variety of technological measures to help prevent and track the spread of COVID-19. In Australia, these applications contained usability, accessibility, and security flaws that hindered their effectiveness and adoption. Australia, like most countries, has transitioned to treating COVID as endemic. However it is yet to absorb lessons from the technological issues with its approach to the pandemic. In this short paper we provide a systematization of the most notable events; identify and review different failure modes of these applications; and develop recommendations for developing apps in the face of future crises. Our work focuses on a single country. However, Australia's issues are particularly instructive as they highlight surprisingly pitfalls that countries should address in the face of a future pandemic.

Professional Presentation and Projected Power: A Case Study of Implicit Gender Information in English CVs

Gender discrimination in hiring is a pertinent and persistent bias in society, and a common motivating example for exploring bias in NLP. However, the manifestation of gendered language in application materials has received limited attention. This paper investigates the framing of skills and background in CVs of self-identified men and women. We introduce a data set of 1.8K authentic, English-language, CVs from the US, covering 16 occupations, allowing us to partially control for the confound occupation-specific gender base rates. We find that (1) women use more verbs evoking impressions of low power; and (2) classifiers capture gender signal even after data balancing and removal of pronouns and named entities, and this holds for both transformer-based and linear classifiers.

The wisdom_of_crowds: an efficient, philosophically-validated, social epistemological network profiling toolkit

The epistemic position of an agent often depends on their position in a larger network of other agents who provide them with information. In general, agents are better off if they have diverse and independent sources. Sullivan et al. [2020] developed a method for quantitatively characterizing the epistemic position of individuals in a network that takes into account both diversity and independence; and presented a proof-of-concept, closed-source implementation on a small graph derived from Twitter data [Sullivan et al. 2020]. This paper reports on an open-source re-implementation of their algorithm in Python, optimized to be usable on much larger networks. In addition to the algorithm and package, we also show the ability to scale up our package to large synthetic social network graph profiling, and finally demonstrate its utility in analyzing real-world empirical evidence of `echo chambers' on online social media, as well as evidence of interdisciplinary diversity in an academic communications network.

Automated clustering of COVID-19 anti-vaccine discourse on Twitter

Attitudes about vaccination have become more polarized; it is common to see vaccine disinformation and fringe conspiracy theories online. An observational study of Twitter vaccine discourse is found in Ojea Quintana et al. (2021): the authors analyzed approximately six months' of Twitter discourse -- 1.3 million original tweets and 18 million retweets between December 2019 and June 2020, ranging from before to after the establishment of Covid-19 as a pandemic. This work expands upon Ojea Quintana et al. (2021) with two main contributions from data science. First, based on the authors' initial network clustering and qualitative analysis techniques, we are able to clearly demarcate and visualize the language patterns used in discourse by Antivaxxers (anti-vaccination campaigners and vaccine deniers) versus other clusters (collectively, Others). Second, using the characteristics of Antivaxxers' tweets, we develop text classifiers to determine the likelihood a given user is employing anti-vaccination language, ultimately contributing to an early-warning mechanism to improve the health of our epistemic environment and bolster (and not hinder) public health initiatives.

LEx: A Framework for Operationalising Layers of Machine Learning Explanations

Several social factors impact how people respond to AI explanations used to justify AI decisions affecting them personally. In this position paper, we define a framework called the \textit{layers of explanation} (LEx), a lens through which we can assess the appropriateness of different types of explanations. The framework uses the notions of \textit{sensitivity} (emotional responsiveness) of features and the level of \textit{stakes} (decision's consequence) in a domain to determine whether different types of explanations are \textit{appropriate} in a given context. We demonstrate how to use the framework to assess the appropriateness of different types of explanations in different domains.

Computer Science Communities: Who is Speaking, and Who is Listening to the Women? Using an Ethics of Care to Promote Diverse Voices

Those working on policy, digital ethics and governance often refer to issues in `computer science', that includes, but is not limited to, common subfields of Artificial Intelligence (AI), Computer Science (CS) Computer Security (InfoSec), Computer Vision (CV), Human Computer Interaction (HCI), Information Systems, (IS), Machine Learning (ML), Natural Language Processing (NLP) and Systems Architecture. Within this framework, this paper is a preliminary exploration of two hypotheses, namely 1) Each community has differing inclusion of minoritised groups (using women as our test case); and 2) Even where women exist in a community, they are not published representatively. Using data from 20,000 research records, totalling 503,318 names, preliminary data supported our hypothesis. We argue that ACM has an ethical duty of care to its community to increase these ratios, and to hold individual computing communities to account in order to do so, by providing incentives and a regular reporting system, in order to uphold its own Code.

Observement as Universal Measurement

Measurement theory is the cornerstone of science, but no equivalent theory underpins the huge volumes of non-numerical data now being generated. In this study, we show that replacing numbers with alternative mathematical models, such as strings and graphs, generalises traditional measurement to provide rigorous, formal systems (`observement') for recording and interpreting non-numerical data. Moreover, we show that these representations are already widely used and identify general classes of interpretive methodologies implicit in representations based on character strings and graphs (networks). This implies that a generalised concept of measurement has the potential to reveal new insights as well as deep connections between different fields of research.
