A Semi-Parametric Bayesian Generalized Least Squares Estimator

In this paper we propose a semi-parametric Bayesian Generalized Least Squares estimator. In a generic setting where each error is a vector, the parametric Generalized Least Square estimator maintains the assumption that each error vector has the same distributional parameters. In reality, however, errors are likely to be heterogeneous regarding their distributions. To cope with such heterogeneity, a Dirichlet process prior is introduced for the distributional parameters of the errors, leading to the error distribution being a mixture of a variable number of normal distributions. Our method let the number of normal components be data driven. Semi-parametric Bayesian estimators for two specific cases are then presented: the Seemingly Unrelated Regression for equation systems and the Random Effects Model for panel data. We design a series of simulation experiments to explore the performance of our estimators. The results demonstrate that our estimators obtain smaller posterior standard deviations and mean squared errors than the Bayesian estimators using a parametric mixture of normal distributions or a normal distribution. We then apply our semi-parametric Bayesian estimators for equation systems and panel data models to empirical data.

Understanding the Distributional Aspects of Microcredit Expansions

Various poverty reduction strategies are being implemented in the pursuit of eliminating extreme poverty. One such strategy is increased access to microcredit in poor areas around the world. Microcredit, typically defined as the supply of small loans to underserved entrepreneurs that originally aimed at displacing expensive local money-lenders, has been both praised and criticized as a development tool (Banerjee et al., 2015b). This paper presents an analysis of heterogeneous impacts from increased access to microcredit using data from three randomised trials. In the spirit of recognising that in general the impact of a policy intervention varies conditional on an unknown set of factors, particular, we investigate whether heterogeneity presents itself as groups of winners and losers, and whether such subgroups share characteristics across RCTs. We find no evidence of impacts, neither average nor distributional, from increased access to microcredit on consumption levels. In contrast, the lack of average effects on profits seems to mask heterogeneous impacts. The findings are, however, not robust to the specific machine learning algorithm applied. Switching from the better performing Elastic Net to the worse performing Random Forest leads to a sharp increase in the variance of the estimates. In this context, methods to evaluate the relative performing machine learning algorithm developed by Chernozhukov et al. (2019) provide a disciplined way for the analyst to counter the uncertainty as to which algorithm to deploy.

Robust Tests for Convergence Clubs

In many applications common in testing for convergence the number of cross-sectional units is large and the number of time periods are few. In these situations asymptotic tests based on an omnibus null hypothesis are characterised by a number of problems. In this paper we propose a multiple pairwise comparisons method based on an a recursive bootstrap to test for convergence with no prior information on the composition of convergence clubs. Monte Carlo simulations suggest that our bootstrap-based test performs well to correctly identify convergence clubs when compared with other similar tests that rely on asymptotic arguments. Across a potentially large number of regions, using both cross-country and regional data for the European Union, we find that the size distortion which afflicts standard tests and results in a bias towards finding less convergence, is ameliorated when we utilise our bootstrap test.

Causal Tree Estimation of Heterogeneous Household Response to Time-Of-Use Electricity Pricing Schemes

We examine the household-specific effects of the introduction of Time-of-Use (TOU) electricity pricing schemes. Using a causal forest (Athey and Imbens, 2016; Wager and Athey, 2018; Athey et al., 2019), we consider the association between past consumption and survey variables, and the effect of TOU pricing on household electricity demand. We describe the heterogeneity in household variables across quartiles of estimated demand response and utilise variable importance measures. Household-specific estimates produced by a causal forest exhibit reasonable associations with covariates. For example, households that are younger, more educated, and that consume more electricity, are predicted to respond more to a new pricing scheme. In addition, variable importance measures suggest that some aspects of past consumption information may be more useful than survey information in producing these estimates.
