This document provides an assessment of the overall structure of the BNEUF system and how it operates within the framework of the Initiative for Digital Development in French speaking Universities (IDNEUF). This report aims to support the AUF's new strategy for 2021-2025, with its new structural and governance foundations for the implementation of the Francophonie scientifique project. It was therefore decided to reorganize existing and future digital resources and services with a view to incorporating them into the future global collaborative platform for integrated services. This report provides an external assessment with new forms of organization and use of the BNEUF system. The aim is to provide the AUF project team with new avenues for optimized management of the compiled digital resources and to synergize them with the related modules of the Atlas of Expertise and the Francophone Social Network.

Standards are adopted in a wide range of fields, both technical and industrial, as well as socio-economic, cultural and linguistic. They are presented explicitly as laws and regulations, technical and industrial standards or implicitly in the form of unwritten social standards. However, in a globalization marked by a very fine mosaic of socio-cultural identities, the question arises in relation to the construction of global, transparent and coherent systems in which considerable work of consensus is necessary to ensure all types of transfers and their local adaptations. The focus here is on the global education ecosystem which develops its own standards for the transfer of knowledge and socio-cultural values through learning, teaching and training. Subcommittee 36 of the International Organization for Standardization is one of the structures of this ecosystem in which the Francophonie participates to develop international standards for distance education on the basis of universal consensus.

Terminology and lexicography standardization is a fundamental issue that is becoming increasingly important in the era of multilingual globalization and particularly, from our standpoint, the era of terminotics and translation. The challenges of multilingual globalization and e-semantics directly impact standardization methods: Development and perspectives of standards for ''Terminology and other language and content resources'' (the title of ISO-TC37); Development and future of all standardization fields that develop terminology (or vocabulary) most often multilingual, serving as the basis for their development and acting as a reference totheir use. In the first part of our presentation, we will first point out the normative aspects of standardization in terminology and especially terminotics. In the second part, we will present a brief overview of terminology standardization projects and their rationale, In the third part, we will develop the specific issue of ICTE. We will focus on our involvement in this field, on our assumptions and values of methods. We will set out our theoretical and technical developments underway and will conclude with our needs for collaboration with your academic community.

The semantics of content is one of the essential constituents of models of innovative educational systems. It is gradually built based on normative efforts carried out by different actors in the fields of the technological industry, telecommunications, IT, linguistic engineering, information sciences documentation, etc. Semantics in networks and digital information systems represent, in fact, an advanced link in a long process of processing digital information in which terminological work occupies an important part. This process is also very consolidated by a wide range of norms and standards which ensure very high levels of technical, organizational, and semantic interoperability.

In the era of globalization and digital networks, the so-called ''minored'' or ''endangered'' languages are facing a twofold dilemma: either succeed in their digital modernity by accepting a ''painful'' linguistic management or slide towards a slow extinction in front of hegemonic and ''predatory'' languages which dominate the digital networks.Oral languages and minored not-Romanized writings are the most concerned by the protective measures of the cultural and linguistic diversity on the Internet. Digital broadcasting and the Unicode multi-writing encoding system are providing them with innovative, consensual, and standardized alternatives to survive. Then, it depends on the synergy that their communities of practice will generate to place them at the heart of the debate on the digital divide.

University renovation is a recurring fact generated by permanent technological innovations and new methods of organizing universities and training offers. Technological interoperability standards play a determining role, not only by providing added value in terms of saving space and time, but also by changing educational models and knowledge acquisition processes. The countries of sub-Saharan Africa present an institutional framework and a particular type of university organization which requires an in-depth rereading of their operating methods for a better recovery on the path to renovation through ICT. This document offers avenues for reflection and action frameworks that focus on the achievements of norms and interoperability standards.

The digital document evolves rapidly and spectacularly in its structure and information content conveyed on networks and information systems. Generally understood as a neutral support for information carrying a semantic value, the digital document nevertheless carries parameters that denote certain cultural and linguistic values specific to its creator. This document attempts to emphasize some technical aspects that reflect this intrinsic identity of electronic documents. The objective is to define a set of parameters and recommendations capable of preserving the digital document a cultural and linguistic identity which will identify it to its potential users in open and distributed information systems. Ultimately, it aims to offer "good practice" recommendations for producers of fully or partially Arabic digital documents.

Actions francophones autour des normes e-learning à l'ISO

The future of e-Learning is on the way to be constructed within ICT standardization international instances. The sub-committee 36 of ISO, which is responsible for standardizing educational technologies, is certainly the most prominent of all. The authors of this paper, who are official delegates of the Agency of French Speaking Universities (AUF) with this structure, highlight the strategic importance of active monitoring of e-Learning standards for preserving cultural diversity, linguistic and equal access to education for all.

Promoting the linguistic diversity of TEI in the Maghreb and the Arab region

The project targets both oral corpus and the rich text resources written in the Maghreb region. It focuses particularly on the continuity, for more than 12 centuries, of a classical still alive Arabic language and on the extreme hybridization of vernacular languages sustained by the rich Libyan, Roman, Hebrew and Ottoman influences and by the more recent French, Spanish and Italian linguistic interference. In short, the Maghreb is a place of extremely abundant, but much unexploited, textual studies.

E-learning is becoming a global phenomenon. Learning Arabic (or Arabic dialects), or learning one or several variants of Berber can be understood from a very local perspective (in the Maghreb for instance) or in the wider framework of the diaspora or even more broadly in a global world context (in case a Japanese or a Russian learns Arabic and Berber). Resources for distance learning must then be created and potentially used in any international cultural and linguistic context. This implies that the resources created for such perspective should cope with the general standards framework of the ISO / IEC JTC1SC36, and even beyond the scope of this standardization instance.

GUIDE for a blended learning system

This guide is proposed as an operational instrument for CONFRASIE member universities (Regional Rectors' Conference of AUF member institutions in Pacific-Asia) in their projects to set up a blended learning system for bachelor's, Master's and Doctorate degrees. It is structured in sections corresponding to a complete process of operationalizing a blended learning system, from the definition of an implementation strategy to the assessment of results. This guide covers also conceptual and theoretical fundamentals of distance learning as well as methodological and procedural tips and recommendations on how to implement blended learning in an existing face-to-face curriculum. It can serve for leaders of educational ICT-based projects as a guidance document to take pedagogical, technological and methodological decisions for the development, monitoring and assessment of a blended learning curricula. This guide can be augmented by other standards, tool and software manuals offering further training materials and guidelines on educational skills ans=d services.

Teaching computer code at school

In today's education systems, there is a deep concern about the importance of teaching code and computer programming in schools. Moving digital learning from a simple use of tools to understanding the processes of the internal functioning of these tools is an old / new debate originated with the digital laboratories of the 1960. Today, it is emerging again under impulse of the large - scale public sphere digitalization and the new constructivist education theories. Teachers and educators discuss not only the viability of code teaching in the classroom, but also the intellectual and cognitive advantages for students. The debate thus takes several orientations and is resourced in the entanglement of arguments and interpretations of any order, technical, educational, cultural, cognitive and psychological. However, that phenomenon which undoubtedly augurs for a profound transformation in the future models of learning and teaching , is predicting a new and almost congenital digital humanism

This study responds to the first measure undertaken on July 17, 2015 by IDNEUF prject, that of an exploratory analysis of the existing portals and aggregators of free French-language academic resources. The idea is to provide an overview of the most common trends and practices in the constitution and organization of digital online learning resource portals. The study of these trends would help to define the appropriate choices and conditions for designing the future common French-language portal and to optimize its services for the conservation, exchange, integration and pooling of educational resources within the distributed technological framework of French-language universities. This framework should therefore be interconnected, transparent and interoperable, reflecting both the linguistic and cultural specificities of partner institutions and their ambitions for technological and economic developments. The development of this first exploratory study of portals would take into account the two technological solutions discussed at the task force meeting on 17 July 2015.1. The alternative of extending the capabilities of France's Digital University's search engine to French-language academic institutions will require that the experience of the UNT (Numerical Thematic University) be taken into account as a key player in the digital portal In higher education (supnumerique.gouv.fr). Thus, the present study should first target the portals of the UNT as models replicable or extensible to the French context by analyzing their technological choices, their modes of organization and their modes of use and communication;2. Next, the study will not be limited to analyzing UNT portals. The proposed hypothesis to create a common portal of French portals from the existing university portals also requires exploring this possibility and proposing an analysis of existing portals that function according to other organizational models.

This second part of a 2 volume-expertise is mainly based on the results of the inventory described in the first part. It is also based on a "worrying" statement in the terms of reference of this expert report 1, which states that "Asia enjoys a favourable technological context [in terms of equipment according to UN statistics]. Nevertheless, digital technology is still hardly present in the practices of the member institutions of the Agency and the francophone university community; So distance education is not well developed: there are currently no French-language distance training courses offered by an establishment in Asia; The region has only 14 enrolled in ODL over the period 2010 - 2014; Only three institutions have responded to the AUF's "Mooc" calls for projects over the last two years, etc.". The terms of reference also indicate a state of deficiency "in the Francophone digital campuses whose officials explain that the computer equipment are less and less used for individual practices". The proliferation of mobile digital technologies that would normally constitute an important asset for the development of teaching practices and innovative research around the Francophone digital campuses has not lived up to expectations. The paper refers to another no less important detail that would explain the paradox between the proliferation of technological tools and the reduction in usage when it indicates that, in parallel, and contrary to the francophone campuses, In English a positive dynamics of integration of T ICE and distance". The document provides concrete examples, such as the ASEAN Cyber University (ACU) program run by South Korea and its e-learning centers in Cambodia, Laos, Vietnam and Myanmar, The Vietnamese language and the fablab set up in the region since 2014 without the Francophonie being involved. A first hypothesis emerges from this premonitory observation that it is not technology that justifies the gradual demobilization (or even demotivation) of local actors to establish forms of Francophone partnerships for training and research. Nor is it a question of political will to improve technological infrastructure in digital training and research. Almost all the interviews carried out within the framework of this mission demonstrated the convergence of views and ambitious attitudes expressed by three categories of actors encountered:- political actors met in the ministries of education of the three countries who are aware of the importance of digital education and the added value generated by technologies for education. Each of the three countries has a regulatory framework and national technological innovation projects for education and digital education;- public and private academic institutions which, through their rectors, presidents and technical and pedagogical leaders, demonstrate their profound convictions for digital education (for reasons of quality, competitiveness and economic interest). However, given the rather centralized governance model at state level, the majority of academic institutions in the three countries are often awaiting the promulgation of legal texts (decrees, charters, conventions, directives , Etc.) that enable them to act and adopt innovative solutions in teaching and research;- Teacher-researchers relatively little consulted in this expertise, but sufficiently engaged as actors on the ground to be able to predict their points of view with regard to the use of digital in their pedagogical and research activities. Teachers and researchers with relatively modest incomes would inevitably have a decisive role in any academic reform on the digital level if concrete mobilizing arguments could compensate for their shortfalls by joining digital training or development projects or programs.
