Hardware is an AI Ethics Problem: Expert Visions for a Sustainable and Equitable Semiconductor Industry

As the foundation of contemporary AI systems, the semiconductor industry is increasingly shaped by critical social, environmental, and geopolitical challenges. Nonetheless, prior research has often examined these issues in isolation and within disciplinary silos, leaving a gap in understanding them through an integrative socio-technical, cross-disciplinary lens. To address this gap, we conducted a participatory futuring workshop with experts from academia, industry, and policy. The results of our analysis show that the aforementioned challenges are highly interdependent, and participants envisioned interconnected socio-technical pathways linking present frictions to normative goals. Drawing from their perspectives, we highlight three central tensions: the sovereignty--sustainability tension, where national protectionism undermines ecological survival; supply chain opacity, which obscures accountability for labor and environmental harms; and a growing knowledge divide that risks excluding smaller economies from shaping the AI future. Participants envisioned futures centered on interdependence and inclusive access, proposing measures such as a standardized emissions labeling system to translate technical data into public accountability. They also suggested frameworks for strategic interdependence to balance local resilience with global cooperation, and epistemic redistribution initiatives to lower barriers of entry and democratize access to hardware infrastructure. We argue that considerations of AI ethics must extend beyond models and data to encompass the hardware infrastructures on which they depend, and that embedding stakeholder reflection is critical for anticipatory governance in the physical infrastructure of AI.

AI Adoption Across a Multinational Workforce: Sociotechnical Conditions for GenAI Acceptance in Human Resources

Generative AI (GenAI) deployment in the workplace is accelerating rapidly. Nevertheless, questions of who adopts, who benefits, and who is left behind and why are still understudied. In this paper, we investigate these dynamics in the context of a multinational tech company transitioning from a legacy Human Resources (HR) search system to a GenAI-supported system, analyzing search log data, survey data (n=25), and ten semi-structured interviews. Our findings show that adoption depended on the fit between the GenAI system's design assumptions and employees' work positionalities (role, spoken language, tenure). Further, we find that employees' trust in GenAI answers was built through source-checking, comparison among systems, and seeking input from colleagues or HR when in doubt. Our contribution is twofold. First, we provide empirical evidence of workplace GenAI adoption during a live organizational transition, showing that adoption is influenced by factors such as situational fit, search literacy, and trust calibration. It is also further shaped by knowledge conditions such as the system's content quality, employee training, and guidance. Second, we translate these findings into design considerations for inclusive deployment and adoption in high-stakes environments such as HR. We argue that organizations should design systems considering the role and context-sensitive benefits they yield to different social groups. They also need to treat the organizational knowledge infrastructure as AI infrastructure to improve the accountability and usability of GenAI systems

Engaged AI Governance: Addressing the Last Mile Challenge Through Internal Expert Collaboration

Under the EU AI Act, translating AI governance requirements into software development practice remains challenging. While AI governance frameworks exist at industry and organizational levels, empirical evidence of team-level implementation is scarce. We address this "Last Mile" Challenge through insider action research embedded within an AI startup. We present a legal-text-to-action pipeline that translates EU AI Act requirements into actionable strategies through internal expert collaboration by extracting requirements from legal text, engaging practitioners in assessment and ideation, and prioritizing implementation through collective evaluation. Our analysis reveals three patterns in how practitioners perceive regulatory requirements: convergence (compliance aligns with development priorities), existing practice (current work already satisfies requirements), and disconnection (requirements perceived as administrative overhead). Based on these patterns, we discuss when governance might be treated genuinely or performatively. Practitioners prioritize requirements that serve end-users or their own development needs, but view verification-oriented requirements as box-ticking exercises. This distinction suggests a translation challenge: regulatory requirements risk superficial treatment unless practitioners understand how compliance serves system quality and user protection. Expert collaboration offers a practical mechanism for transforming governance from external imposition to shared ownership and making previously invisible governance work visible and collective.

How Should AI Safety Benchmarks Benchmark Safety?

AI safety benchmarks are pivotal for safety in advanced AI systems; however, they have significant technical, epistemic, and sociotechnical shortcomings. We present a review of 210 safety benchmarks that maps out common challenges in safety benchmarking, documenting failures and limitations by drawing from engineering sciences and long-established theories of risk and safety. We argue that adhering to established risk management principles, mapping the space of what can(not) be measured, developing robust probabilistic metrics, and efficiently deploying measurement theory to connect benchmarking objectives with the world can significantly improve the validity and usefulness of AI safety benchmarks. The review provides a roadmap on how to improve AI safety benchmarking, and we illustrate the effectiveness of these recommendations through quantitative and qualitative evaluation. We also provide workflow-oriented guiding questions with illustrative benchmark that help researchers and practitioners develop robust and epistemologically sound safety benchmarks. This study advances the science of benchmarking and helps practitioners deploy AI systems more responsibly.

Operationalizing Pluralistic Values in Large Language Model Alignment Reveals Trade-offs in Safety, Inclusivity, and Model Behavior

Although large language models (LLMs) are increasingly trained using human feedback for safety and alignment with human values, alignment decisions often overlook human social diversity. This study examines how incorporating pluralistic values affects LLM behavior by systematically evaluating demographic variation and design parameters in the alignment pipeline. We collect alignment data from US and German participants (N = 1,095 participants, 27,375 ratings) who rated LLM responses across five dimensions: Toxicity, Emotional Awareness (EA), Sensitivity, Stereotypical Bias, and Helpfulness. We fine-tuned multiple Large Language Models and Large Reasoning Models using preferences from different social groups while varying rating scales, disagreement handling methods, and optimization techniques. The results revealed systematic demographic effects: male participants rated responses 18% less toxic than female participants; conservative and Black participants rated responses 27.9% and 44% higher on EA than liberal and White participants, respectively. Models fine-tuned on group-specific preferences exhibited distinct behaviors. Technical design choices showed strong effects: the preservation of rater disagreement achieved roughly 53% greater toxicity reduction than majority voting, and 5-point scales yielded about 22% more reduction than binary formats; and Direct Preference Optimization (DPO) consistently outperformed Group Relative Policy Optimization (GRPO) in multi-value optimization. These findings represent a preliminary step in answering a critical question: How should alignment balance expert-driven and user-driven signals to ensure both safety and fair representation?

AI Adoption Across Mission-Driven Organizations

Despite AI's promise for addressing global challenges, empirical understanding of AI adoption in mission-driven organizations (MDOs) remains limited. While research emphasizes individual applications or ethical principles, little is known about how resource-constrained, values-driven organizations navigate AI integration across operations. We conducted thematic analysis of semi-structured interviews with 15 practitioners from environmental, humanitarian, and development organizations across the Global North and South contexts. Our analysis examines how MDOs currently deploy AI, what barriers constrain adoption, and how practitioners envision future integration. MDOs adopt AI selectively, with sophisticated deployment in content creation and data analysis while maintaining human oversight for mission-critical applications. When AI's efficiency benefits conflict with organizational values, decision-making stalls rather than negotiating trade-offs. This study contributes empirical evidence that AI adoption in MDOs should be understood as conditional rather than inevitable, proceeding only where it strengthens organizational sovereignty and mission integrity while preserving human-centered approaches essential to their missions.

Safety Degradation in AI Agents

Despite the growing integration of retrieval-enabled AI agents into society, their safety and ethical behavior remain inadequately understood. In particular, the integration of LLMs and AI agents with external information sources and real-world environments raises critical questions about how they engage with and are influenced by these external data sources and interactive contexts. This study investigates how expanding retrieval access -- from no external sources to Wikipedia-based retrieval and open web search -- affects model reliability, bias propagation, and harmful content generation. Through extensive benchmarking of censored and uncensored LLMs and AI agents, our findings reveal a consistent degradation in refusal rates, bias sensitivity, and harmfulness safeguards as models gain broader access to external sources, culminating in a phenomenon we term safety degradation. Notably, retrieval-enabled agents built on aligned LLMs often behave more unsafely than uncensored models without retrieval. This effect persists even under strong retrieval accuracy and prompt-based mitigation, suggesting that the mere presence of retrieved content reshapes model behavior in structurally unsafe ways. These findings underscore the need for robust mitigation strategies to ensure fairness and reliability in retrieval-enabled and increasingly autonomous AI systems.

Resampled Datasets Are Not Enough: Mitigating Societal Bias Beyond Single Attributes

We tackle societal bias in image-text datasets by removing spurious correlations between protected groups and image attributes. Traditional methods only target labeled attributes, ignoring biases from unlabeled ones. Using text-guided inpainting models, our approach ensures protected group independence from all attributes and mitigates inpainting biases through data filtering. Evaluations on multi-label image classification and image captioning tasks show our method effectively reduces bias without compromising performance across various models.

Position: Measure Dataset Diversity, Don't Just Claim It

Machine learning (ML) datasets, often perceived as neutral, inherently encapsulate abstract and disputed social constructs. Dataset curators frequently employ value-laden terms such as diversity, bias, and quality to characterize datasets. Despite their prevalence, these terms lack clear definitions and validation. Our research explores the implications of this issue by analyzing "diversity" across 135 image and text datasets. Drawing from social sciences, we apply principles from measurement theory to identify considerations and offer recommendations for conceptualizing, operationalizing, and evaluating diversity in datasets. Our findings have broader implications for ML research, advocating for a more nuanced and precise approach to handling value-laden properties in dataset construction.

Mapping the Landscape of Independent Food Delivery Platforms in the United States

Beyond the well-known giants like Uber Eats and DoorDash, there are hundreds of independent food delivery platforms in the United States. However, little is known about the sociotechnical landscape of these ``indie'' platforms. In this paper, we analyzed these platforms to understand why they were created, how they operate, and what technologies they use. We collected data on 495 indie platforms and detailed survey responses from 29 platforms. We found that personalized, timely service is a central value of indie platforms, as is a sense of responsibility to the local community they serve. Indie platforms are motivated to provide fair rates for restaurants and couriers. These alternative business practices differentiate them from mainstream platforms. Though indie platforms have plans to expand, a lack of customizability in off-the-shelf software prevents independent platforms from personalizing services for their local communities. We show that these platforms are a widespread and longstanding fixture of the food delivery market. We illustrate the diversity of motivations and values to explain why a one-size-fits-all support is insufficient, and we discuss the siloing of technology that inhibits platforms' growth. Through these insights, we aim to promote future HCI research into the potential development of public-interest technologies for local food delivery.

Ethical Considerations for Responsible Data Curation

Human-centric computer vision (HCCV) data curation practices often neglect privacy and bias concerns, leading to dataset retractions and unfair models. HCCV datasets constructed through nonconsensual web scraping lack crucial metadata for comprehensive fairness and robustness evaluations. Current remedies are post hoc, lack persuasive justification for adoption, or fail to provide proper contextualization for appropriate application. Our research focuses on proactive, domain-specific recommendations, covering purpose, privacy and consent, and diversity, for curating HCCV evaluation datasets, addressing privacy and bias concerns. We adopt an ante hoc reflective perspective, drawing from current practices, guidelines, dataset withdrawals, and audits, to inform our considerations and recommendations.

Augmented Datasheets for Speech Datasets and Ethical Decision-Making

Speech datasets are crucial for training Speech Language Technologies (SLT); however, the lack of diversity of the underlying training data can lead to serious limitations in building equitable and robust SLT products, especially along dimensions of language, accent, dialect, variety, and speech impairment - and the intersectionality of speech features with socioeconomic and demographic features. Furthermore, there is often a lack of oversight on the underlying training data - commonly built on massive web-crawling and/or publicly available speech - with regard to the ethics of such data collection. To encourage standardized documentation of such speech data components, we introduce an augmented datasheet for speech datasets, which can be used in addition to "Datasheets for Datasets". We then exemplify the importance of each question in our augmented datasheet based on in-depth literature reviews of speech data used in domains such as machine learning, linguistics, and health. Finally, we encourage practitioners - ranging from dataset creators to researchers - to use our augmented datasheet to better define the scope, properties, and limits of speech datasets, while also encouraging consideration of data-subject protection and user community empowerment. Ethical dataset creation is not a one-size-fits-all process, but dataset creators can use our augmented datasheet to reflexively consider the social context of related SLT applications and data sources in order to foster more inclusive SLT products downstream.

Considerations for Ethical Speech Recognition Datasets

Speech AI Technologies are largely trained on publicly available datasets or by the massive web-crawling of speech. In both cases, data acquisition focuses on minimizing collection effort, without necessarily taking the data subjects' protection or user needs into consideration. This results to models that are not robust when used on users who deviate from the dominant demographics in the training set, discriminating individuals having different dialects, accents, speaking styles, and disfluencies. In this talk, we use automatic speech recognition as a case study and examine the properties that ethical speech datasets should possess towards responsible AI applications. We showcase diversity issues, inclusion practices, and necessary considerations that can improve trained models, while facilitating model explainability and protecting users and data subjects. We argue for the legal & privacy protection of data subjects, targeted data sampling corresponding to user demographics & needs, appropriate meta data that ensure explainability & accountability in cases of model failure, and the sociotechnical \& situated model design. We hope this talk can inspire researchers \& practitioners to design and use more human-centric datasets in speech technologies and other domains, in ways that empower and respect users, while improving machine learning models' robustness and utility.

Upvotes? Downvotes? No Votes? Understanding the relationship between reaction mechanisms and political discourse on Reddit

A significant share of political discourse occurs online on social media platforms. Policymakers and researchers try to understand the role of social media design in shaping the quality of political discourse around the globe. In the past decades, scholarship on political discourse theory has produced distinct characteristics of different types of prominent political rhetoric such as deliberative, civic, or demagogic discourse. This study investigates the relationship between social media reaction mechanisms (i.e., upvotes, downvotes) and political rhetoric in user discussions by engaging in an in-depth conceptual analysis of political discourse theory. First, we analyze 155 million user comments in 55 political subforums on Reddit between 2010 and 2018 to explore whether users' style of political discussion aligns with the essential components of deliberative, civic, and demagogic discourse. Second, we perform a quantitative study that combines confirmatory factor analysis with difference in differences models to explore whether different reaction mechanism schemes (e.g., upvotes only, upvotes and downvotes, no reaction mechanisms) correspond with political user discussion that is more or less characteristic of deliberative, civic, or demagogic discourse. We produce three main takeaways. First, despite being "ideal constructs of political rhetoric," we find that political discourse theories describe political discussions on Reddit to a large extent. Second, we find that discussions in subforums with only upvotes, or both up- and downvotes are associated with user discourse that is more deliberate and civic. Third, social media discussions are most demagogic in subreddits with no reaction mechanisms at all. These findings offer valuable contributions for ongoing policy discussions on the relationship between social media interface design and respectful political discussion among users.

How Algorithms Shape the Distribution of Political Advertising: Case Studies of Facebook, Google, and TikTok

Online platforms play an increasingly important role in shaping democracy by influencing the distribution of political information to the electorate. In recent years, political campaigns have spent heavily on the platforms' algorithmic tools to target voters with online advertising. While the public interest in understanding how platforms perform the task of shaping the political discourse has never been higher, the efforts of the major platforms to make the necessary disclosures to understand their practices falls woefully short. In this study, we collect and analyze a dataset containing over 800,000 ads and 2.5 million videos about the 2020 U.S. presidential election from Facebook, Google, and TikTok. We conduct the first large scale data analysis of public data to critically evaluate how these platforms amplified or moderated the distribution of political advertisements. We conclude with recommendations for how to improve the disclosures so that the public can hold the platforms and political advertisers accountable.

Partisan US News Media Representations of Syrian Refugees

We investigate how representations of Syrian refugees (2011-2021) differ across US partisan news outlets. We analyze 47,388 articles from the online US media about Syrian refugees to detail differences in reporting between left- and right-leaning media. We use various NLP techniques to understand these differences. Our polarization and question answering results indicated that left-leaning media tended to represent refugees as child victims, welcome in the US, and right-leaning media cast refugees as Islamic terrorists. We noted similar results with our sentiment and offensive speech scores over time, which detail possibly unfavorable representations of refugees in right-leaning media. A strength of our work is how the different techniques we have applied validate each other. Based on our results, we provide several recommendations. Stakeholders may utilize our findings to intervene around refugee representations, and design communications campaigns that improve the way society sees refugees and possibly aid refugee outcomes.

Qualitative Analysis for Human Centered AI

Human-centered artificial intelligence (AI) posits that machine learning and AI should be developed and applied in a socially aware way. In this article, we argue that qualitative analysis (QA) can be a valuable tool in this process, supplementing, informing, and extending the possibilities of AI models. We show this by describing how QA can be integrated in the current prediction paradigm of AI, assisting scientists in the process of selecting data, variables, and model architectures. Furthermore, we argue that QA can be a part of novel paradigms towards Human Centered AI. QA can support scientists and practitioners in practical problem solving and situated model development. It can also promote participatory design approaches, reveal understudied and emerging issues in AI systems, and assist policy making.

Beyond Algorithmic Bias: A Socio-Computational Interrogation of the Google Search by Image Algorithm

We perform a socio-computational interrogation of the google search by image algorithm, a main component of the google search engine. We audit the algorithm by presenting it with more than 40 thousands faces of all ages and more than four races and collecting and analyzing the assigned labels with the appropriate statistical tools. We find that the algorithm reproduces white male patriarchal structures, often simplifying, stereotyping and discriminating females and non-white individuals, while providing more diverse and positive descriptions of white men. By drawing from Bourdieu's theory of cultural reproduction, we link these results to the attitudes of the algorithm's designers, owners, and the dataset the algorithm was trained on. We further underpin the problematic nature of the algorithm by using the ethnographic practice of studying-up: We show how the algorithm places individuals at the top of the tech industry within the socio-cultural reality that they shaped, many times creating biased representations of them. We claim that the use of social-theoretic frameworks such as the above are able to contribute to improved algorithmic accountability, algorithmic impact assessment and provide additional and more critical depth in algorithmic bias and auditing studies. Based on the analysis, we discuss the scientific and design implications and provide suggestions for alternative ways to design just socioalgorithmic systems.
