On the Random Wave Conjecture for Dihedral Maaß Forms

We prove two results on arithmetic quantum chaos for dihedral Maass forms, both of which are manifestations of Berry's random wave conjecture: Planck scale mass equidistribution and an asymptotic formula for the fourth moment. For level $1$ forms, these results were previously known for Eisenstein series and conditionally on the generalised Lindelof hypothesis for Hecke-Maass eigenforms. A key aspect of the proofs is bounds for certain mixed moments of $L$-functions that imply hybrid subconvexity.

Biases in prime factorizations and Liouville functions for arithmetic progressions

We introduce a refinement of the classical Liouville function to primes in arithmetic progressions. Using this, we discover new biases in the appearances of primes in a given arithmetic progression in the prime factorizations of integers. For example, we observe that the primes of the form $4k+1$ tend to appear an even number of times in the prime factorization of a given integer, more so than for primes of the form $4k+3$. We are led to consider variants of Pólya's conjecture, supported by extensive numerical evidence, and its relation to other conjectures.

Motohashi's fourth moment identity for non-archimedean test functions and applications

Motohashi established an explicit identity between the fourth moment of the Riemann zeta function weighted by some test function and a spectral cubic moment of automorphic L-functions. By an entirely different method, we prove a generalization of this formula to a fourth moment of Dirichlet L-functions modulo q weighted by a non-archimedean test function. This establishes a new reciprocity formula. As an application, we obtain sharp upper bounds for the fourth moment twisted by the square of a Dirichlet polynomial of length q^{1/4}. An auxiliary result of independent interest is a sharp upper bound for a certain sixth moment for automorphic L-functions, which we also use to improve the best known subconvexity bounds for automorphic L-functions in the level aspect.

Density Theorems for Exceptional Eigenvalues for Congruence Subgroups

Using the Kuznetsov formula, we prove several density theorems for exceptional Hecke and Laplacian eigenvalues of Maass cusp forms of weight 0 or 1 for the congruence subgroups $Γ_0(q)$, $Γ_1(q)$, and $Γ(q)$. These improve and extend upon results of Sarnak and Huxley, who prove similar but slightly weaker results via the Selberg trace formula.

Equidistribution in Shrinking Sets and L^4-Norm Bounds for Automorphic Forms

We study two closely related problems stemming from the random wave conjecture for Maass forms. The first problem is bounding the $L^4$-norm of a Maass form in the large eigenvalue limit; we complete the work of Spinu to show that the $L^4$-norm of an Eisenstein series $E(z,1/2+it_g)$ restricted to compact sets is bounded by $\sqrt{\log t_g}$. The second problem is quantum unique ergodicity in shrinking sets; we show that by averaging over the centre of hyperbolic balls in $Γ\backslash \mathbb{H}$, quantum unique ergodicity holds for almost every shrinking ball whose radius is larger than the Planck scale. This result is conditional on the generalised Lindelof hypothesis for Maass eigenforms but is unconditional for Eisenstein series. We also show that equidistribution for Maass eigenforms need not hold at or below the Planck scale. Finally, we prove similar equidistribution results in shrinking sets for Heegner points and closed geodesics associated to ideal classes of quadratic fields.

Standard Zero-Free Regions for Rankin--Selberg L-Functions via Sieve Theory

We give a simple proof of a standard zero-free region in the $t$-aspect for the Rankin--Selberg $L$-function $L(s,π\times \widetildeπ)$ for any unitary cuspidal automorphic representation $π$ of $\mathrm{GL}_n(\mathbb{A}_F)$ that is tempered at every nonarchimedean place outside a set of Dirichlet density zero.

Spectral Multiplicity for Maaß Newforms of Non-Squarefree Level

We show that if a positive integer $q$ has $s(q)$ odd prime divisors $p$ for which $p^2$ divides $q$, then a positive proportion of the Laplacian eigenvalues of Maass newforms of weight $0$, level $q$, and principal character occur with multiplicity at least $2^{s(q)}$. Consequently, the new part of the cuspidal spectrum of the Laplacian on $Γ_0(q) \backslash \mathbb{H}$ cannot be simple for any odd non-squarefree integer $q$. This generalises work of Stromberg, who proved this for $q = 9$ by different methods.

Effective Lower Bounds for L(1,χ) via Eisenstein Series

We give effective lower bounds for $L(1,χ)$ via Eisenstein series on $Γ_0(q) \backslash \mathbb{H}$. The proof uses the Maass-Selberg relation for truncated Eisenstein series and sieve theory in the form of the Brun-Titchmarsh inequality. The method follows closely the work of Sarnak in using Eisenstein series to find effective lower bounds for $ζ(1+it)$.

Approximation and equidistribution of phase shifts: spherical symmetry

Consider a semiclassical Hamiltonian \begin{equation*} H_{V, h} := h^{2} Δ+ V - E \end{equation*} where $h > 0$ is a semiclassical parameter, $Δ$ is the positive Laplacian on $\mathbb{R}^{d}$, $V$ is a smooth, compactly supported central potential function and $E > 0$ is an energy level. In this setting the scattering matrix $S_h(E)$ is a unitary operator on $L^2(\mathbb{S}^{d-1})$, hence with spectrum lying on the unit circle; moreover, the spectrum is discrete except at $1$. We show under certain additional assumptions on the potential that the eigenvalues of $S_h(E)$ can be divided into two classes: a finite number $\sim c_d (R\sqrt{E}/h)^{d-1} $, as $h \to 0$, where $B(0, R)$ is the convex hull of the support of the potential, that equidistribute around the unit circle, and the remainder that are all very close to $1$. Semiclassically, these are related to the rays that meet the support of, and hence are scattered by, the potential, and those that do not meet the support of the potential, respectively. A similar property is shown for the obstacle problem in the case that the obstacle is the ball of radius $R$.

On the Mertens Conjecture for Function Fields

We study an analogue of the Mertens conjecture in the setting of global function fields. Building on the work of Cha, we show that most hyperelliptic curves do not satisfy the Mertens conjecture, but that if we modify the Mertens conjecture to have a larger constant, then this modified conjecture is satisfied by a positive proportion of hyperelliptic curves.

On the Mertens Conjecture for Elliptic Curves over Finite Fields

We introduce an analogue of the Mertens conjecture for elliptic curves over finite fields. Using a result of Waterhouse, we classify the isogeny classes of elliptic curves for which this conjecture holds in terms the size of the finite field and the trace of the Frobenius endomorphism acting on the curve.

The Distribution of Weighted Sums of the Liouville Function and Pólya's Conjecture

Under the assumption of the Riemann Hypothesis, the Linear Independence Hypothesis, and a bound on negative discrete moments of the Riemann zeta function, we prove the existence of a limiting logarithmic distribution of the normalisation of the weighted sum of the Liouville function, $L_α(x) = \sum_{n \leq x}{λ(n) / n^α}$, for $0 \leq α< 1/2$. Using this, we conditionally show that these weighted sums have a negative bias, but that for each $0 \leq α< 1/2$, the set of all $x \geq 1$ for which $L_α(x)$ is positive has positive logarithmic density. For $α= 0$, this gives a conditional proof that the set of counterexamples to Pólya's conjecture has positive logarithmic density. Finally, when $α= 1/2$, we conditionally prove that $L_α(x)$ is negative outside a set of logarithmic density zero, thereby lending support to a conjecture of Mossinghoff and Trudgian that this weighted sum is nonpositive for all $x \geq 17$.
