Planning resilient hydrogen supply chains under disruption risk

Despite growing concerns over energy security, infrastructure planning and modelling for emerging green fuel supply chains often neglect risks from supply disruptions. Using a stochastic optimisation model of EU hydrogen imports, we show that 'naive' infrastructure planning results in welfare losses of 12 % (24 billion EUR) compared to risk-aware planning that anticipates supply disruptions. Despite requiring higher upfront investments, anticipatory planning achieves welfare levels close to those of an idealised system without disruptions, but entails a markedly different infrastructure configuration. Two complementary resilience strategies emerge: diversification across import corridors and strategic over-investment. This leads to increased intra-European transport capacity, a broader set of import pipelines, and investments in costly shipping terminals for hydrogen carriers. Our results show that incorporating supply risk considerations into infrastructure planning helps prevent the structural vulnerabilities seen in fossil fuel systems when designing future hydrogen supply chains.

City Sampling for Citizens' Assemblies

In citizens' assemblies, a group of constituents is randomly selected to weigh in on policy issues. We study a two-stage sampling problem faced by practitioners in countries such as Germany, in which constituents' contact information is stored at a municipal level. As a result, practitioners can only select constituents from a bounded number of cities ex post, while ensuring equal selection probability for constituents ex ante. We develop several algorithms for this problem. Although minimizing the number of contacted cities is NP-hard, we provide a pseudo-polynomial time algorithm and an additive 1-approximation, both based on separation oracles for a linear programming formulation. Recognizing that practical objectives go beyond minimizing city count, we further introduce a simple and more interpretable greedy algorithm, which additionally satisfies an ex-post monotonicity property and achieves an additive 2-approximation. Finally, we explore a notion of ex-post proportionality, for which we propose two practical algorithms: an optimal algorithm based on column generation and integer linear programming and a simple heuristic creating particularly transparent distributions. We evaluate these algorithms on data from Germany, and plan to deploy them in cooperation with a leading nonprofit organization in this space.

Color-dependent interactions in the three coloring model

Since it was first discussed by Baxter in 1970, the three coloring model has been studied in several contexts, from frustrated magnetism to superconducting devices and glassiness. In presence of interactions, when the model is no longer exactly soluble, it was already observed that the phase diagram is highly non-trivial. Here we discuss the generic case of `color-dependent' nearest-neighbor interactions between the vertex chiralities. We uncover different critical regimes merging into one another: c=1/2 free fermions combining into c=1 free bosons; c=1 free bosons combining into c=2 critical loop models; as well as three separate c=1/2 critical lines merging at a supersymmetric c=3/2 critical point. When the three coupling constants are tuned to equal one another, transfer-matrix calculations highlight a puzzling regime where the central charge appears to vary continuously from 3/2 to 2.
