Short character sums of inhomogeneous polynomials

Let $p$ be a prime. We prove nontrivial bounds on short sums of Dirichlet characters mod $p$ evaluated at a class of polynomials, not necessarily homogeneous, in $n$ variables and of degree $k$. For large $n$, we further achieve nontrivial bounds for sums over boxes with side-lengths as short as $p^{1/(k-1)+\varepsilon}$, which breaks past the Burgess barrier of $p^{1/4+\varepsilon}$ as soon as $k\geq 6$. In the proof, we develop a new variation of the Burgess amplification method that reduces the problem to bounding additive character sums. This is the first case in which a Burgess-type method succeeds in the inhomogeneous setting.

Counterexamples for generalizations of the non-elliptic Schr\"{o}dinger maximal operator

For $P=X_1^2+\cdots + X_n^2$, let $T_t^Pf(x)$ denote the solution to the linear Schr\"{o}dinger equation at time $t$. In 1980, Carleson asked for the minimal regularity of an initial data function $f\in H^s(\mathbb{R}^n)$ that guarantees pointwise convergence of $T_t^Pf(x)$ to $f(x)$ as $t\rightarrow 0$. This was resolved by Bourgain, who constructed counterexamples for the Schr\"{o}dinger maximal operator to show that $s\geq n/(2(n+1))$ is necessary, and Du and Zhang, who proved that $s> n/(2(n+1))$ is sufficient. Rogers, Vargas, and Vega studied the analogous question for the non-elliptic Schr\"{o}dinger maximal operator, where $P = X_1^2-X_2^2 \pm X_3^2\pm \cdots \pm X_n^2$, and proved that, for all $n\geq 2$, $s\geq 1/2$ is necessary and $s>1/2$ is sufficient. In this paper, we construct counterexamples for generalizations of the non-elliptic case and prove a necessary condition of $s\geq 1/2$ for an infinite class of polynomial symbols $P$.

Estimates for short character sums evaluated at homogeneous polynomials

Let $p$ be a prime. We prove bounds on short Dirichlet character sums evaluated at a class of homogeneous polynomials in arbitrary dimensions. In every dimension, this bound is nontrivial for sums over boxes with side lengths as short as $p^{1/4 + \kappa}$ for any $\kappa>0$. Our methods capitalize on the relationship between characters mod $p$ and characters over finite field extensions as well as bounds on the multiplicative energy of sets in products of finite fields.

Generalizations of the Schr\"odinger maximal operator: building arithmetic counterexamples

Let $T_t^{P_2}f(x)$ denote the solution to the linear Schr\"odinger equation at time $t$, with initial value function $f$, where $P_2 (\xi) = |\xi|^2$. In 1980, Carleson asked for the minimal regularity of $f$ that is required for the pointwise a.e. convergence of $T_t^{P_2} f(x)$ to $f(x)$ as $t \rightarrow 0.$ This was recently resolved by work of Bourgain, and Du and Zhang. This paper considers more general dispersive equations, and constructs counterexamples to pointwise a.e. convergence for a new class of real polynomial symbols $P$ of arbitrary degree, motivated by a broad question: what occurs for symbols lying in a generic class? We construct the counterexamples using number-theoretic methods, in particular the Weil bound for exponential sums, and the theory of Dwork-regular forms. This is the first case in which counterexamples are constructed for indecomposable forms, moving beyond special regimes where $P$ has some diagonal structure.

Constant root number on integer fibres of elliptic surfaces

Rizzo showed that the family of elliptic curves $\mathcal{W}(t) :y^2=x^3+tx^2-(t+3)x+1$, a well-known example of Washington, has root number $W(\mathcal{W}(t))=-1$ for all $t\in\mathbb{Z}$. In this paper we generalize this example and identify the families of small degree on which this phenomenon happens. Motivated by results from David, Bettin and Delaunay (arXiv:1612.03095) and Desjardins (arXiv:1810.12787), we study in detail the two families $\mathcal{F}_s(t):y^2=x^3+3tx^2+3sx+st$ and $\mathcal{L}_{w,s,v}(t): wy^2=x^3+3(t^2+v)x^2+3sx+s(t^2+v)$ and describe necessary and sufficient conditions for which subfamilies of $\mathcal{F}_s(t)$ have constant root number on integer fibres. We further prove similar but partial results on $\mathcal{L}_{w,s,v}(t)$. Our results give examples of subfamilies for which there is rank elevation at integer fibres.

Counterexamples for high-degree generalizations of the Schr\"odinger maximal operator

In 1980 Carleson posed a question on the minimal regularity of an initial data function in a Sobolev space $H^s(\mathbb{R}^n)$ that implies pointwise convergence for the solution of the linear Schr\"odinger equation. After progress by many authors, this was recently resolved (up to the endpoint) by Bourgain, whose counterexample construction for the Schr\"odinger maximal operator proved a necessary condition on the regularity, and Du and Zhang, who proved a sufficient condition. Analogues of Carleson's question remain open for many other dispersive PDE's. We develop a flexible new method to approach such problems, and prove that for any integer $k\geq 2$, if a degree $k$ generalization of the Schr\"odinger maximal operator is bounded from $H^s(\mathbb{R}^n)$ to $L^1(B_n(0,1))$, then $s \geq \frac{1}{4} + \frac{n-1}{4((k-1)n+1)}.$ In dimensions $n \geq 2$, for every degree $k \geq 3$, this is the first result that exceeds a long-standing barrier at $1/4$. Our methods are number-theoretic, and in particular apply the Weil bound, a consequence of the truth of the Riemann Hypothesis over finite fields.
