Co-evolutionary multi-task learning for dynamic time series prediction

Time series prediction typically consists of a data reconstruction phase where the time series is broken into overlapping windows known as the timespan. The size of the timespan can be seen as a way of determining the extent of past information required for an effective prediction. In certain applications such as the prediction of wind-intensity of storms and cyclones, prediction models need to be dynamic in accommodating different values of the timespan. These applications require robust prediction as soon as the event takes place. We identify a new category of problem called dynamic time series prediction that requires a model to give prediction when presented with varying lengths of the timespan. In this paper, we propose a co-evolutionary multi-task learning method that provides a synergy between multi-task learning and co-evolutionary algorithms to address dynamic time series prediction. The method features effective use of building blocks of knowledge inspired by dynamic programming and multi-task learning. It enables neural networks to retain modularity during training for making a decision in situations even when certain inputs are missing. The effectiveness of the method is demonstrated using one-step-ahead chaotic time series and tropical cyclone wind-intensity prediction.

Stacked transfer learning for tropical cyclone intensity prediction

Tropical cyclone wind-intensity prediction is a challenging task considering drastic changes climate patterns over the last few decades. In order to develop robust prediction models, one needs to consider different characteristics of cyclones in terms of spatial and temporal characteristics. Transfer learning incorporates knowledge from a related source dataset to compliment a target datasets especially in cases where there is lack or data. Stacking is a form of ensemble learning focused for improving generalization that has been recently used for transfer learning problems which is referred to as transfer stacking. In this paper, we employ transfer stacking as a means of studying the effects of cyclones whereby we evaluate if cyclones in different geographic locations can be helpful for improving generalization performs. Moreover, we use conventional neural networks for evaluating the effects of duration on cyclones in prediction performance. Therefore, we develop an effective strategy that evaluates the relationships between different types of cyclones through transfer learning and conventional learning methods via neural networks.

A Study of the Management of Electronic Medical Records in Fijian Hospitals

Despite having a number of benefits for healthcare settings, the successful implementation of health information systems (HIS) continues to be a challenge in many developing countries. This paper examines the current state of health information systems in government hospitals in Fiji. It also investigates if the general public as well as medical practitioners in Fiji have interest in having web based electronic medical records systems that allow patients to access their medical reports and make online bookings for their appointments. Nausori Health Centre was used as a case study to examine the information systems in a government hospital in Fiji.

Towards prediction of rapid intensification in tropical cyclones with recurrent neural networks

The problem where a tropical cyclone intensifies dramatically within a short period of time is known as rapid intensification. This has been one of the major challenges for tropical weather forecasting. Recurrent neural networks have been promising for time series problems which makes them appropriate for rapid intensification. In this paper, recurrent neural networks are used to predict rapid intensification cases of tropical cyclones from the South Pacific and South Indian Ocean regions. A class imbalanced problem is encountered which makes it very challenging to achieve promising performance. A simple strategy was proposed to include more positive cases for detection where the false positive rate was slightly improved. The limitations of building an efficient system remains due to the challenges of addressing the class imbalance problem encountered for rapid intensification prediction. This motivates further research in using innovative machine learning methods.

An affective computational model for machine consciousness

In the past, several models of consciousness have become popular and have led to the development of models for machine consciousness with varying degrees of success and challenges for simulation and implementations. Moreover, affective computing attributes that involve emotions, behavior and personality have not been the focus of models of consciousness as they lacked motivation for deployment in software applications and robots. The affective attributes are important factors for the future of machine consciousness with the rise of technologies that can assist humans. Personality and affection hence can give an additional flavor for the computational model of consciousness in humanoid robotics. Recent advances in areas of machine learning with a focus on deep learning can further help in developing aspects of machine consciousness in areas that can better replicate human sensory perceptions such as speech recognition and vision. With such advancements, one encounters further challenges in developing models that can synchronize different aspects of affective computing. In this paper, we review some existing models of consciousnesses and present an affective computational model that would enable the human touch and feel for robotic systems.

Design of a Mobile Face Recognition System for Visually Impaired Persons

It is estimated that 285 million people globally are visually impaired. A majority of these people live in developing countries and are among the elderly population. One of the most difficult tasks faced by the visually impaired is identification of people. While naturally, voice recognition is a common method of identification, it is an intuitive and difficult process. The rise of computation capability of mobile devices gives motivation to develop applications that can assist visually impaired persons. With the availability of mobile devices, these people can be assisted by an additional method of identification through intelligent software based on computer vision techniques. In this paper, we present the design and implementation of a face detection and recognition system for the visually impaired through the use of mobile computing. This mobile system is assisted by a server-based support system. The system was tested on a custom video database. Experiment results show high face detection accuracy and promising face recognition accuracy in suitable conditions. The challenges of the system lie in better recognition techniques for difficult situations in terms of lighting and weather.

Development of an Android Application for an Electronic Medical Record System in an Outpatient Environment for Healthcare in Fiji

The outpatients department in a developing country is typically understaffed and inadequately equipped to handle a large numbers of patients filing through on an average day. The use of electronic medical record (EMR) systems can resolve some of the longstanding medical inefficiencies common in developing countries. This paper presents the design and implementation of a proposed outpatient management system that enables efficient management of a patient's medical details. We present a system to create appointments with medical practitioners by integrating a proposed Android-based mobile application with a selected open source EMR system. The application allows both the patient and the medical practitioners to manage appointments and make use of the electronic messaging facility to send reminders when the appointed time is approaching in real-time. A mobile application prototype is developed and the road map for implementation is also discussed.

Mobile Application for Dengue Fever Monitoring and Tracking via GPS: Case Study for Fiji

The 2013 outbreak of Dengue in Fiji resulted in an alarming number of deaths and has been is a matter of serious concern. Dengue fever is a disease caused by the four types of the Dengue virus serotypes and transmitted mostly from mosquito bites. In Fiji, dengue diagnosis is only done in hospitals which are slow and time consuming. It is also important to monitor the spread of Dengue. Fiji needs an convenient method of monitoring the spread of Dengue. With increase in affordable smartphones and better Internet coverage, there is scope for a mobile application for Dengue fever monitoring and tracking. This paper proposes a mobile application for Dengue monitoring based on global positioning system (GPS) enabled mobile phone technology. It also provides an information network that shows the spread of dengue which will allow health authorities to quickly identify dengue infected areas in Fiji. A mobile application prototype is developed and tested and the scope for further testing and implementation is also given.
