Distributed Legal Infrastructure for a Trustworthy Agentic Web

The agentic web marks a structural transition from a human-centered information network to a digital environment populated by artificial intelligence (AI) agents that perceive, decide, and act autonomously. As delegated action unfolds at machine speed, exceeds discrete moments of human judgment, and distributes decision-making across non-human actors, existing legal frameworks face growing strain, creating an urgent need for new mechanisms capable of sustaining legality in this emerging order. A trustworthy agentic web therefore depends on the infrastructuring of legality through interoperable protocols that organize identity, delegation, and accountability across systems, enabling coherent governance beyond isolated platforms. Towards this end, this article advances a distributed legal infrastructure (DLI), a governance paradigm composed of five interlocking layers: (1) self-sovereign, soulbound agent identities; (2) cognitive AI logic and constraint systems; (3) decentralized adjudication mechanisms for dispute resolution; (4) bottom-up agentic market regulation to mitigate information asymmetries and network effects, including insurance-based models; and (5) portable institutional frameworks that enable legal interoperability while preserving plural sources of authority. This reference framework contributes to emerging research on embedding legality within agentic web infrastructure, aligning distributed technical systems with accountability, contestability, and rule-of-law principles.

A Comparative Study of Rule-Based and Data-Driven Approaches in Industrial Monitoring

Industrial monitoring systems, especially when deployed in Industry 4.0 environments, are experiencing a shift in paradigm from traditional rule-based architectures to data-driven approaches leveraging machine learning and artificial intelligence. This study presents a comparison between these two methodologies, analyzing their respective strengths, limitations, and application scenarios, and proposes a basic framework to evaluate their key properties. Rule-based systems offer high interpretability, deterministic behavior, and ease of implementation in stable environments, making them ideal for regulated industries and safety-critical applications. However, they face challenges with scalability, adaptability, and performance in complex or evolving contexts. Conversely, data-driven systems excel in detecting hidden anomalies, enabling predictive maintenance and dynamic adaptation to new conditions. Despite their high accuracy, these models face challenges related to data availability, explainability, and integration complexity. The paper suggests hybrid solutions as a possible promising direction, combining the transparency of rule-based logic with the analytical power of machine learning. Our hypothesis is that the future of industrial monitoring lies in intelligent, synergic systems that leverage both expert knowledge and data-driven insights. This dual approach enhances resilience, operational efficiency, and trust, paving the way for smarter and more flexible industrial environments.

Distributed Autonomous Organizations as Public Services Supplying Platform

Servizi Elaborazioni Dati SpA is a public company owned by Municipality of L Aquila, it supplies the institution with network services and software applications for distributing services to citizens. The future policy of the company is to enlarge the offer of its services to nearby communities that are unable to set up and maintain their own network and software structures. This paper presents thus a possible architecture model to support small municipalities in supplying public services to citizens, with the aid of SED Spa. Through second level platforms based on Blockchain networks and Multi-agents Systems running on smart contracts, the system will focus on Waste Tax (Ta.Ri) management system in the Fascicolo del Cittadino environment.

Secured Fiscal Credit Model: Multi-Agent Systems And Decentralized Autonomous Organisations For Tax Credit's Tracking

Tax incentives and fiscal bonuses have had a significant impact on the Italian economy over the past decade. In particular, the "Superbonus 110" tax relief in 2020, offering a generous 110% deduction for expenses related to energy efficiency improvements and seismic risk reduction in buildings, has played a pivotal role. However, the surge in construction activities has also brought about an unfortunate increase in fraudulent activities. To address this challenge, our research introduces a practical system for monitoring and managing the entire process of the Superbonus 110 tax credit, from its initiation to redemption. This system leverages artificial intelligence and blockchain technology to streamline tax credit management and incorporates controllers based on a Decentralised Autonomous Organisation architecture, bolstered by a Multi-agent System. The outcome of our work is a system capable of establishing a tokenomics framework that caters to the needs and functionalities of both investors and operators. Moreover, it features a robust control system to prevent inadvertent errors like double spending, overspending, and deceitful practices such as false claims of completed work. The collaborative approach between the Decentralised Autonomous Organisation and the Multi-agent System enhances trust and security levels among participants in a competitive environment where potential fraudsters might attempt to exploit the system. It also enables comprehensive tracking and monitoring of the entire Superbonus process. In the realm of engineering, our project represents an innovative fusion of blockchain technology and Multi-agent Systems, advancing the application of artificial intelligence. This integration guarantees the validation, recording, and execution of transactions with a remarkable level of trust and transparency.

Decentralized Autonomous Organizations for Tax Credit's Tracking

Tax credit stimulus and fiscal bonuses had a very important impact on Italian economy in the last decade. Along with a huge expansion in constructions a relevant increase in scams and frauds has come too. The aim of this article is to design a possible system to track and control the whole tax credit process from its generation to its redeem through a Decentralized Autonomous Organization architecture enriched with a Multi Agent Systems to implement controllers.
