How Do Ports Organise Innovation? Linking Port Governance, Ownership, and Living Labs

Ports are pivotal to decarbonisation and resilience, yet port studies rarely examine how ownership and decision rights shape the process and outcomes of sustainability and digital pilots. Living Lab (LL) scholarship offers strong concepts, but limited sector-grounded explanation of LL-governance fit in ports. We develop and apply a governance-LL fit framework linking port governance and ownership to four LL pillars: co-creation, real-life setting, iterative learning, and institutional embedding (multi-level decision-making). We apply the framework in a comparative case study of two analytically contrasting ports, anchored in port-defined priorities: an Energy Community pilot in Aalborg and a Green Coordinator function in Trelleborg. Using an LL macro-meso-micro lens, we distinguish the stable constellation of actors and mandates (macro), the governance of specific projects (meso), and the methods used to generate and test solutions (micro). Findings show that Landlord governance offers contract- and procurement-based landing zones (concessions/leases and tender clauses) that can codify LL outputs and support scaling across tenants and infrastructures. Tool/Public Service governance embeds learning mainly through SOPs, procurement specifications, and municipal coordination, enabling internal operational gains but limiting external codification without bespoke agreements. Across both ports, key needs are clear role definition, sustained stakeholder engagement, and timely alignment with decision windows. Overall, LL effectiveness is governance-contingent, reflecting where decision rights sit and which instruments embed learning into routine practice.

Resilience by Design: A KPI for Heavy-Duty Megawatt Charging

We introduce a stressor-agnostic Resilience Key Performance Indicator (Resilience KPI) for megawatt charging stations (MSC) serving heavy-duty vehicles. Beyond routine performance statistics (e.g., availability, throughput), the KPI quantifies a site's ability to anticipate, operate under degradation, and recover from disruptions using observable signals already in the framework: ride-through capability, restoration speed, service under N-1, expected unserved charging energy, and queue impacts. The headline score is normalised to 0-100 for fair cross-site and cross-vendor benchmarking, with optional stressor-specific breakouts (grid, ICT, thermal, flooding, on-site incidents) for diagnostics and robustness checks. DATEX II provides a solid baseline for resilience KPIs centred on infrastructure inventory, status, and pricing, while additional KPIs, especially around grid capacity, on-site flexibility, heavy-vehicle geometry, environmental hardening, maintenance, and market exposure, are essential for a complete resilience picture and will require extensions or complementary data sources. The KPI is designed for monthly/quarterly reporting to support design and operational decisions and cost-benefit assessment of mitigations (e.g., backup power, spares, procedures). It offers a consistent, transparent methodology that consolidates heterogeneous logs and KPIs into a single, auditable indicator, making resilience comparable across sites, vendors, and jurisdictions.

Demand-side decarbonisation at scale via MaaS-integrated carbon incentives

Digital carbon incentives are increasingly used to promote low-carbon travel, but city-scale evidence on their behavioral and carbon-accounting implications remains limited. We evaluated a carbon-incentive program on a Beijing Mobility-as-a-Service platform using 4.82 billion trips from 2.96 million users over 13 months, with a matched panel of enrolled and non-enrolled users. Enrollment was associated with a 20.3 percentage-point increase in the monthly low-carbon travel share, with pre-enrollment trends remaining near zero across event-study tests. A random-forest accounting scenario trained on pre-enrollment data implied a 1.8% citywide decline in gasoline-car trips and annual reductions of 94,353 tonnes of CO2, equivalent to 5.7% of the certified reductions traded in Beijing's carbon market in 2023. This estimate is model-dependent rather than a directly observed or causally identified program effect. Larger program-associated responses were concentrated in areas with greater transit access. These results show that carbon-market-financed digital incentives can support measurable low-carbon travel responses at the city scale.

The Effect of Limited Mobility on the Experienced Segregation of Foreign-born Minorities

Segregation is a key challenge in promoting more diverse and inclusive cities. Research based on large-scale mobility data indicates that segregation between majority and minority groups persists in daily activities beyond residential areas, like visiting shops and restaurants. Aspects including lifestyle differences, homophily, and mobility constraints have been proposed as drivers of this phenomenon, but their contributions remain poorly quantified. Here, we elucidate how different mechanisms influence segregation outside home, looking at the distinctive segregation experienced by native and foreign-born individuals. Our study is based on the movement of ~320,000 individual smartphone devices collected in Sweden, where immigration creates profound divides. We find that while day-to-day activities lead to mixing for native-born individuals, foreign-born individuals remain segregated in their out-of-home activities. Using counterfactual simulations, we show that this heterogeneous effect of mobility on experienced segregation results mainly from two mechanisms: homophily and limited travel, i.e. foreign-born individuals (i) tend to visit destinations visited by similar individuals, and (ii) have limited mobility ranges. We show that homophily, as represented by destination preference, plays a minor role, while limited mobility, associated with reduced transport access, limits opportunities for foreign-born minorities to diversify their encounters. Our findings suggest that enhancing transport accessibility in foreign-born concentrated areas could reduce social segregation.

Socio-spatial segregation and human mobility: A review of empirical evidence

Socio-spatial segregation is the physical separation of different social, economic, or demographic groups within a geographic space, often resulting in unequal access to resources, services, and opportunities. The literature has traditionally focused on residential segregation, examining how individuals' residential locations are distributed differently across neighborhoods based on various social attributes, e.g., race, ethnicity, and income. However, this approach overlooks the complexity of spatial segregation in people's daily activities, which often extend far beyond residential areas. Since the 2010s, emerging mobility data sources have enabled a new understanding of socio-spatial segregation by considering daily activities such as work, school, shopping, and leisure visits. From traditional surveys to GPS trajectories, diverse data sources reveal that daily mobility can result in spatial segregation levels that differ from those observed in residential segregation. This literature review focuses on three critical questions: (a) What are the strengths and limitations of segregation research incorporating extensive mobility data? (b) How do human mobility patterns relate to individuals' residential vs. experienced segregation levels? and (c) What key factors explain the relationship between one's mobility patterns and experienced segregation? Our literature review enhances the understanding of socio-spatial segregation at the individual level and clarifies core concepts and methodological challenges in the field. Our review explores studies of key themes: segregation, activity space, co-presence, and the built environment. By synthesizing their findings, we aim to offer actionable insights for reducing segregation.
