Anticipatory Data Governance in the Age of AI: Emerging Signals in Data Access, Reuse, and Sovereignty

This paper reports findings from a structured participatory foresight study comprising two expert forecasting studios convened by The GovLab between 2025 and 2026. The studios brought together nineteen senior practitioners spanning official statistics, digital and trade policy, open science, AI governance, geospatial systems, and public-sector innovation across multiple jurisdictions. Applying a qualitative signal-scanning methodology grounded in the horizon-scanning and anticipatory-governance traditions, we elicited, clustered, and thematically synthesized emerging developments in data access, governance,and reuse, and stress-tested them against practitioner experience. We identify seven convergent signals: (1) the open-data paradigm is under strain; (2) data ecosystems are becoming machine-centric and AI-mediated; (3) inference is reshaping the foundations of data governance;(4) data infrastructure is becoming harder to sustain; (5) governance is fragmenting across institutions and jurisdictions; (6) sovereignty and security are driving a turn toward strategic control; and (7) data-sharing models require stronger incentives and benefit-sharing mechanisms. We further map the reinforcing feedback loops that couple these signals, showing how interventions in one domain propagate risks and opportunities across the wider ecosystem. We argue that data governance is becoming inseparable from AI governance, digital public infrastructure, economic strategy, democratic resilience, and geopolitical competition, and we outline an agenda for anticipatory data governance capable of adapting before dependencies, risks, and missed opportunities become locked in. The contribution is diagnostic rather than predictive: the signals offer an evidence-informed framework for reasoning about structural shifts already underway, not a forecast of specific technological outcomes.

Governing Well in the Algorithmic Age: The Foundations of Digital Statecraft

The digital substrate - data, algorithms, infrastructure, platforms, applications - is being governed without adequate conceptual foundations. The ability and legitimacy required to govern this substrate, and to govern with it, are simultaneously misaligned, contested, and structurally absent. We introduce digital statecraft as the organising concept for this emerging field, arguing that 'digital' reconstitutes the statecraft question rather than merely extending its domain. The concept operates on two dimensions - statecraft over digital systems, concerning the authority and capacity of the state in relation to the digital substrate itself, and statecraft with digital systems, concerning the deployment of algorithmic tools as instruments of governing authority. And it rests on two foundational requirements, technical coherence and legitimate authority, that are genuinely in tension. We derive ten principles of digital statecraft from these foundations, each naming a condition whose absence produces an identifiable and structural governance failure: public interest first, human-machine complementarity, governability by design, systemic coherence, hybrid institutions, adaptive governance, human centricity and civic agency, accountable and traceable authority, judgment across time, and the non-delegable core. This article takes the state as the starting point, the institutional form that developed historically in response to the problem of effective and legitimate public governance, and the only current candidate for which the full set of legitimacy conditions is institutionally available. But the digital statecraft programme holds open a deeper question than just whether states can reform themselves: governing well in the algorithmic age may require rethinking the boundaries, scale, and affiliative basis of statehood itself.

The Rise of the Smart Compound: Privately Governed Urban Intelligence and Its Research Agenda

Across a range of fast growing urban markets, private developers are constructing a version of the smart city that operates largely outside the purview of municipal government, often at the explicit invitation of city officials seeking to shift the cost and complexity of digital infrastructure onto private capital. Gated residential and mixed use developments are increasingly marketed not merely on the basis of security and amenity, but on their smartness: integrated home automation, app mediated access control, and centralized energy and resource management, among other features. We refer to this phenomenon as the smart compound. Despite its rapid proliferation, it has received comparatively little sustained scholarly attention: the literatures on smart cities and on gated communities have developed largely independently of one another, even as developers are, in practice, merging the two. This paper introduces the smart compound as an emerging real estate and urban development phenomenon, considers the opportunities and risks it presents, and examines how questions of data governance differ when smart urban infrastructure is built and owned privately rather than publicly. It concludes with a set of research questions intended to orient researchers, planners, and regulators toward a phenomenon whose growth is outpacing the scholarship meant to account for it.

The Case for Strategic Data Stewardship: Re-imagining Data Governance to Make Responsible Data Re-use Possible

As societal challenges grow more complex, access to data for public interest use is paradoxically becoming more constrained. This emerging data winter is not simply a matter of scarcity, but of shrinking legitimate and trusted pathways for responsible data reuse. Concerns over misuse, regulatory uncertainty, and the competitive race to train AI systems have concentrated data access among a few actors while raising costs and inhibiting collaboration. Prevailing data governance models, focused on compliance, risk management, and internal control, are necessary but insufficient. They often result in data that is technically available yet practically inaccessible, legally shareable yet institutionally unusable, or socially illegitimate to deploy. This paper proposes strategic data stewardship as a complementary institutional function designed to systematically, sustainably, and responsibly activate data for public value. Unlike traditional stewardship, which tends to be inwardlooking, strategic data stewardship focuses on enabling cross sector reuse, reducing missed opportunities, and building durable, ecosystem-level collaboration. It outlines core principles, functions, and competencies, and introduces a practical Data Stewardship Canvas to support adoption across contexts such as data collaboratives, data spaces, and data commons. Strategic data stewardship, the paper argues, is essential in the age of AI: it translates governance principles into practice, builds trust across data ecosystems, and ensures that data are not only governed, but meaningfully mobilized to serve society.

Non-traditional data in pandemic preparedness and response: identifying and addressing first and last-mile challenges

The pandemic served as an important test case of complementing traditional public health data with non-traditional data (NTD) such as mobility traces, social media activity, and wearables data to inform decision-making. Drawing on an expert workshop and a targeted survey of European modelers, we assess the promise and persistent limitations of such data in pandemic preparedness and response. We distinguish between "first-mile" (accessing and harmonizing data) and "last-mile" challenges (translating insights into actionable interventions). The expert workshop held in 2024 brought together participants from public health, academia, policymakers, and industry to reflect on lessons learned and define strategies for translating NTD insights into policy making. The survey offers evidence of the barriers faced during COVID-19 and highlights key data unavailability and underuse. Our findings reveal ongoing issues with data access, quality, and interoperability, as well as institutional and cognitive barriers to evidence-based decision-making. Around 66% of datasets suffered access problem, with data sharing reluctance for NTD being double that of traditional data (30% vs 15%). Only 10% reported they could use all the data they needed. We propose a set of recommendations: for first-mile challenges, solutions focus on technical and legal frameworks for data access.; for last-mile challenges, we recommend fusion centers, decision accelerator labs, and networks of scientific ambassadors to bridge the gap between analysis and action. Realizing the full value of NTD requires a sustained investment in institutional readiness, cross-sectoral collaboration, and a shift toward a culture of data solidarity. Grounded in the lessons of COVID-19, the article can be used to design a roadmap for using NTD to confront a broader array of public health emergencies, from climate shocks to humanitarian crises.

Data Stewardship Decoded: Mapping Its Diverse Manifestations and Emerging Relevance at a time of AI

Data stewardship has become a critical component of modern data governance, especially with the growing use of artificial intelligence (AI). Despite its increasing importance, the concept of data stewardship remains ambiguous and varies in its application. This paper explores four distinct manifestations of data stewardship to clarify its emerging position in the data governance landscape. These manifestations include a) data stewardship as a set of competencies and skills, b) a function or role within organizations, c) an intermediary organization facilitating collaborations, and d) a set of guiding principles. The paper subsequently outlines the core competencies required for effective data stewardship, explains the distinction between data stewards and Chief Data Officers (CDOs), and details the intermediary role of stewards in bridging gaps between data holders and external stakeholders. It also explores key principles aligned with the FAIR framework (Findable, Accessible, Interoperable, Reusable) and introduces the emerging principle of AI readiness to ensure data meets the ethical and technical requirements of AI systems. The paper emphasizes the importance of data stewardship in enhancing data collaboration, fostering public value, and managing data reuse responsibly, particularly in the era of AI. It concludes by identifying challenges and opportunities for advancing data stewardship, including the need for standardized definitions, capacity building efforts, and the creation of a professional association for data stewardship.

The Need for Climate Data Stewardship: 10 Tensions and Reflections regarding Climate Data Governance

Datafication -- the increase in data generation and advancements in data analysis -- offers new possibilities for governing and tackling worldwide challenges such as climate change. However, employing new data sources in policymaking carries various risks, such as exacerbating inequalities, introducing biases, and creating gaps in access. This paper articulates ten core tensions related to climate data and its implications for climate data governance, ranging from the diversity of data sources and stakeholders to issues of quality, access, and the balancing act between local needs and global imperatives. Through examining these tensions, the article advocates for a paradigm shift towards multi-stakeholder governance, data stewardship, and equitable data practices to harness the potential of climate data for public good. It underscores the critical role of data stewards in navigating these challenges, fostering a responsible data ecology, and ultimately contributing to a more sustainable and just approach to climate action and broader social issues.

Mobile phone data and COVID-19: Missing an opportunity?

This paper describes how mobile phone data can guide government and public health authorities in determining the best course of action to control the COVID-19 pandemic and in assessing the effectiveness of control measures such as physical distancing. It identifies key gaps and reasons why this kind of data is only scarcely used, although their value in similar epidemics has proven in a number of use cases. It presents ways to overcome these gaps and key recommendations for urgent action, most notably the establishment of mixed expert groups on national and regional level, and the inclusion and support of governments and public authorities early on. It is authored by a group of experienced data scientists, epidemiologists, demographers and representatives of mobile network operators who jointly put their work at the service of the global effort to combat the COVID-19 pandemic.

Gender gaps in urban mobility

The use of public transportation or simply moving about in streets are gendered issues. Women and girls often engage in multi-purpose, multi-stop trips in order to do household chores, work, and study ('trip chaining'). Women-headed households are often more prominent in urban settings and they tend to work more in low-paid/informal jobs than men, with limited access to transportation subsidies. Here we present recent results on urban mobility from a gendered perspective by uniquely combining a wide range of datasets, including commercial sources of telecom and open data. We explored urban mobility of women and men in the greater metropolitan area of Santiago, Chile, by analyzing the mobility traces extracted from the Call Detail Records (CDRs) of a large cohort of anonymized mobile phone users over a period of 3 months. We find that, taking into account the differences in users' calling behaviors, women move less than men, visiting less unique locations and distributing their time less equally among such locations. By mapping gender differences in mobility over the 52 comunas of Santiago, we find a higher mobility gap to be correlated with socio-economic indicators, such as a lower average income, and with the lack of public and private transportation options. Such results provide new insights for policymakers to design more gender inclusive transportation plans in the city of Santiago.
