Unifying a Public Software Ecosystem: How Omaolo Responded to the COVID-19 Challenge

Public actors are often seen as slow, especially in renewing information systems, due to complex tendering and competition regulations, which delay decisions. This challenge is even greater in multi-company ecosystems. However, when faced with a common threat, the ecosystem needs to unite to face the challenge. This study explores how the Omaolo ecosystem in Finland evolved from traditional public-private cooperation to an alliance model during the COVID-19 pandemic from 2020 to 2022. It highlights how the crisis accelerated changes in operations and collaboration between public and private participants, identifying key shifts, benefits, and challenges. Key findings include the removal of traditional barriers and the creation of an alliance approach that sped up the development of Omaolo's symptom assessment tool. This improved collaboration, service scalability, and responsiveness to healthcare needs despite the initial regulatory and stakeholder alignment challenges. The study concludes that crises can drive agile responses in public ecosystems. The new collaboration model helped Omaolo to adapt quickly to changing service demands, managing healthcare patient loads more effectively. These findings highlight the value of flexible, collaborative strategies for responding to emergencies in public software ecosystems.

Does Ownership Structure Matter? A Case Study on Business Performance of Two Accounting Companies

Many public organisations procure a substantial amount of goods and services from in-house companies. When providing their goods and services, those companies are supposed to fulfil objectives set for them and for the wider entity, including in particular cost-effectiveness. This paper examines the performance of selected in-house companies both by analyzing the externally reported financial performance (top-down) and analyzing the internal operations and related performance (bottom-up). Based on the analysis, it is discussed, 1) how the in-house companies fulfil their assigned tasks as publicly owned entities and 2) how these in-house companies and their performance should be controlled by public bodies. Methodologically the paper takes advantage of two cases of accounting companies: one publicly owned in-house company and another private company. As a conclusion, in this case top-down analysis reveals inefficiencies which are further explored via bottom-up analysis. In this case, privatization leads to enhanced business performance.

Qubernetes: Towards a Unified Cloud-Native Execution Platform for Hybrid Classic-Quantum Computing

Context: The emergence of quantum computing proposes a revolutionary paradigm that can radically transform numerous scientific and industrial application domains. The ability of quantum computers to scale computations beyond what the current computers are capable of implies better performance and efficiency for certain algorithmic tasks. Objective: However, to benefit from such improvement, quantum computers must be integrated with existing software systems, a process that is not straightforward. In this paper, we propose a unified execution model that addresses the challenges that emerge from building hybrid classical-quantum applications at scale. Method: Following the Design Science Research methodology, we proposed a convention for mapping quantum resources and artifacts to Kubernetes concepts. Then, in an experimental Kubernetes cluster, we conducted experiments for scheduling and executing quantum tasks on both quantum simulators and hardware. Results: The experimental results demonstrate that the proposed platform Qubernetes (or Kubernetes for quantum) exposes the quantum computation tasks and hardware capabilities following established cloud-native principles, allowing seamless integration into the larger Kubernetes ecosystem. Conclusion: The quantum computing potential cannot be realised without seamless integration into classical computing. By validating that it is practical to execute quantum tasks in a Kubernetes infrastructure, we pave the way for leveraging the existing Kubernetes ecosystem as an enabler for hybrid classical-quantum computing.

Issues and Their Causes in WebAssembly Applications: An Empirical Study

WebAssembly (Wasm) is a binary instruction format designed for secure and efficient execution within sandboxed environments -- predominantly web apps and browsers -- to facilitate performance, security, and flexibility of web programming languages. In recent years, Wasm has gained significant attention from the academic research community and industrial development projects to engineer high-performance web applications. Despite the offered benefits, developers encounter a multitude of issues rooted in Wasm (e.g., faults, errors, failures) and are often unaware of their root causes that impact the development of web applications. To this end, we conducted an empirical study that mines and documents practitioners' knowledge expressed as 385 issues from 12 open-source Wasm projects deployed on GitHub and 354 question-answer posts via Stack Overflow. Overall, we identified 120 types of issues, which were categorized into 19 subcategories and 9 categories to create a taxonomical classification of issues encountered in Wasm-based applications. Furthermore, root cause analysis of the issues helped us identify 278 types of causes, which have been categorized into 29 subcategories and 10 categories as a taxonomy of causes. Our study led to first-of-its-kind taxonomies of the issues faced by developers and their underlying causes in Wasm-based applications. The issue-cause taxonomies -- identified from GitHub and SO, offering empirically derived guidelines -- can guide researchers and practitioners to design, develop, and refactor Wasm-based applications.

Business and ethical concerns in domestic Conversational Generative AI-empowered multi-robot systems

Business and technology are intricately connected through logic and design. They are equally sensitive to societal changes and may be devastated by scandal. Cooperative multi-robot systems (MRSs) are on the rise, allowing robots of different types and brands to work together in diverse contexts. Generative artificial intelligence has been a dominant topic in recent artificial intelligence (AI) discussions due to its capacity to mimic humans through the use of natural language and the production of media, including deep fakes. In this article, we focus specifically on the conversational aspects of generative AI, and hence use the term Conversational Generative artificial intelligence (CGI). Like MRSs, CGIs have enormous potential for revolutionizing processes across sectors and transforming the way humans conduct business. From a business perspective, cooperative MRSs alone, with potential conflicts of interest, privacy practices, and safety concerns, require ethical examination. MRSs empowered by CGIs demand multi-dimensional and sophisticated methods to uncover imminent ethical pitfalls. This study focuses on ethics in CGI-empowered MRSs while reporting the stages of developing the MORUL model.

Optically Induced Monopoles, Knots, and Skyrmions in Quantum Gases

We propose, and theoretically analyze, a practical protocol for the creation of topological monopole configurations, quantum knots, and skyrmions in Bose--Einstein condensates by employing fictitious magnetic fields induced by the interaction of the atomic cloud with coherent light fields. It is observed that a single coherent field is not enough for this purpose, but instead we find incoherent superpositions of several coherent fields that introduce topological point charges. We numerically estimate the experimentally achievable strengths and gradients of the induced fictitious magnetic fields and find them to be adjustable at will to several orders of magnitude greater than those of the physical magnetic fields employed in previous experimental studies. This property together with ultrafast control of the optical fields paves the way for advanced engineering of topological defects in quantum gases.

Enterprise Architecture as an Enabler for a Government Business Ecosystem: Experiences from Finland

Public sector procurement units in the field of ICT suffer from siloed, application-specific architectures, where each system operates in isolation from others. As a consequence, similar or even identical data is maintained in several different databases hosted by different organizations. Such problems are caused by the lack of standard guidelines and practices that would result in interoperable systems instead of overlapping ones. In the Finnish public sector, enterprise architecture (EA) is a mandatory requirement so that an ecosystem can be formed to overcome the above problems. However, the adoption rates are low, and the focus is often on technology rather than processes and practices. This study investigates the use of EA and its potential in Finnish procurement units through semi-structured interviews. Five procurement units and four vendors participated in the study, and altogether 12 interviews took place.

Quantum Software Engineering Challenges from Developers' Perspective: Mapping Research Challenges to the Proposed Workflow Model

Despite the increasing interest in quantum computing, the aspect of development to achieve cost-effective and reliable quantum software applications has been slow. One barrier is the software engineering of quantum programs, which can be approached from two directions. On the one hand, many software engineering practices, debugging in particular, are bound to classical computing. On the other hand, quantum programming is closely associated with the phenomena of quantum physics, and consequently, the way we express programs resembles the early days of programming. Moreover, much of the software engineering research today focuses on agile development, where computing cycles are cheap and new software can be rapidly deployed and tested, whereas in the quantum context, executions may consume lots of energy, and test runs may require lots of work to interpret. In this paper, we aim at bridging this gap by starting with the quantum computing workflow and by mapping existing software engineering research to this workflow. Based on the mapping, we then identify directions for software engineering research for quantum computing.
