Nota de Pol\'itica P\'ublica: Quanto de produtividade precisamos para reduzir a jornada de trabalho?

Brazil's working-time debate is no longer only a choice between keeping the 44-hour week and moving directly to 36 hours. Alternatives around 40 hours, a five-day schedule and phased transitions are also on the table. This policy note asks a simple question for that choice: how much more productive would the economy need to become for each option not to reduce output in the short run? To answer, I combine Brazilian data on hours worked, informality, firm size and sectoral composition with a model of adjustment between formal and informal employment. The main result is that a move to 40 hours requires a productivity gain of about 2 percent. A direct move to 36 hours requires a much larger jump, between 6.6 and 8.2 percent, which is high relative to Brazil's recent productivity record. Informality also rises in the 36-hour scenario, by about 1.6 to 1.9 percentage points, but the main cost comes from fewer formal hours worked. The exercise does not say whether the reform should or should not move forward; it shows that size, timing and transition instruments change the arithmetic substantially. For policymakers, the message is direct: a phased route, with a stop near 40 hours, requires a much smaller productivity target than an immediate jump to 36 hours.

Many economically relevant variables (risk, confidence, uncertainty) are latent and therefore not directly observable, which creates identification challenges in applied regressions. This text formalizes how omitting latent factors generates omitted-variable bias and discusses when including a proxy variable can mitigate it. We distinguish the case of a perfect proxy, which can eliminate the bias, from the more realistic case of an imperfect proxy, where residual bias remains and the estimated effect is attenuated. We propose a practical evaluation protocol based on four properties: relevance, conditional sufficiency, exogeneity, and stability. As an illustration, we use micromobility data from Arlington together with the U.S. Geopolitical Risk Index, estimating cointegration and a bivariate VEC model to interpret local activity as a high-frequency signal of the latent component of geopolitical tension.

MCS Adaptation within the Cellular V2X Sidelink

Adaptation of the Modulation and Coding Scheme (MCS) within the Cellular Vehicle-To-Everything (C-V2X) sidelink has the potential for a wide range of applications including congestion control, support of variable packet sizes, density aware rate adaptation and improved support of unicast transmissions. However, the practical implementation of MCS adaptation presents a wide range of implications for the C-V2X radio resources, bandwidth, computation of power levels and operation of the scheduling mechanism. This paper presents the first study that provides a detailed analysis and an implemented model highlighting the implications of MCS adaptation on the operation of the Sensing-Based Semi-Persistent Scheduling (SB-SPS) mechanism within the C-V2X sidelink. To showcase the use of MCS adaptation for a particular purpose, a detailed analysis of its performance for distributed congestion control is undertaken, while considering different vehicular densities. The results indicate that MCS adaptation can be useful to reduce channel congestion by decreasing resource occupation but may not improve the overall packet delivery rate unless subchannel occupation is reduced. Finally, this study provides the foundation for other applications of MCS adaptation within the C-V2X sidelink.
