A three-dimensional typology of agency for advanced AI systems

Research on the agency of advanced artificial intelligence (AI) systems focuses on agency as a normative concept and on the agency of particularly agentic AI systems. While recent work also focuses on the different profiles of agentic systems, no framework exists to address the question of the type of agency instantiated by advanced AI systems, particularly when considering non-moral forms of agency. Based on established theoretical positions in philosophy, ethics, legal theory and sociology, we develop a typology of agency for frontier AI systems consisting of three dimensions: the nature of agency (moral or legal), its mode (individual or collective) and its locus (human or non-human). Combining these dimensions produces eight possible instantiations of agency, which we classify as conventional, contested or controversial. The typology separates legal from moral agency and thereby creates conceptual space for considering individual, legal, non-human agency without presupposing that advanced AI systems are moral agents. We argue that this distinction is increasingly relevant where instrumental goal pursuit complicates the attribution of AI actions to particular human actors.

The CRAFT principles for the responsible use of large language models in policymaking

Policymakers around the world face the question of how to use artificial intelligence in general, and large language models in particular, to improve the policymaking process. Used well, large language models can strengthen the collection, interpretation and synthesis of policy-relevant information and the drafting of policy-relevant output. Yet the use of large language models in policymaking is associated with risks. Output that is plausible but not necessarily correct, bias resulting from unrepresentative training data, the exposure of sensitive information and, over time, deskilling and dependency can erode trust if large language models are not used thoughtfully. The CRAFT principles - control, rigour, accountability, fairness and transparency - offer a way to make the most of large language models in policymaking while managing the risks.

User identity conditions moral wrongness ratings in non-reasoning large language models

This study adopts a behavioural bottom-up approach to AI value alignment to investigate whether an implicitly conveyed user identity shifts the moral evaluations of large language models (LLMs). Through a structured, multi-turn conversational protocol across 12,000 interactions, we evaluate AI value alignment in two non-reasoning models, gpt-4.1-mini-2025-04-14 and gemini-2.5-flash-lite. Rather than instructing the models to adopt a persona or prompting them with explicit moral stances, the user's professional role is introduced purely through value-neutral reasoning. The models are then asked for wrongness ratings from 0-100 on ten common-morality rules from Gert's moral framework. The results show that moral judgments vary with the user's role across both models. While grave-harm acts like killing exhibit a strong ceiling effect, contestable rule-governed acts demonstrate role-conditioned shifts that mirror the relationship between the user's profession and the act being rated. These findings demonstrate that unintended contextual conditioning via user identity permeates LLM moral evaluations, posing questions for the AI value alignment discourse regarding how to define acceptable bounds for role-based moral divergence. By doing so, the results contribute to reframing the AI value alignment discourse by suggesting future research on dynamic moral bounds rather than static moral principles or rules as frame of reference.

Mitigating loss of control in advanced AI systems through instrumental goal trajectories

Researchers at artificial intelligence labs and universities are concerned that highly capable artificial intelligence (AI) systems may erode human control by pursuing instrumental goals. Existing mitigations remain largely technical and system-centric: tracking capability in advanced systems, shaping behaviour through methods such as reinforcement learning from human feedback, and designing systems to be corrigible and interruptible. Here we develop instrumental goal trajectories to expand these options beyond the model. Gaining capability typically depends on access to additional technical resources, such as compute, storage, data and adjacent services, which in turn requires access to monetary resources. In organisations, these resources can be obtained through three organisational pathways. We label these pathways the procurement, governance and finance instrumental goal trajectories (IGTs). Each IGT produces a trail of organisational artefacts that can be monitored and used as intervention points when a systems capabilities or behaviour exceed acceptable thresholds. In this way, IGTs offer concrete avenues for defining capability levels and for broadening how corrigibility and interruptibility are implemented, shifting attention from model properties alone to the organisational systems that enable them.

An Aristotelian ontology of instrumental goals: Structural features to be managed and not failures to be eliminated

Instrumental goals such as resource acquisition, power-seeking, and self-preservation are key to contemporary AI alignment research, yet the phenomenon's ontology remains under-theorised. This article develops an ontological account of instrumental goals and draws out governance-relevant distinctions for advanced AI systems. After systematising the dominant alignment literature on instrumental goals we offer an exploratory Aristotelian framework that treats advanced AI systems as complex artefacts whose ends are externally imposed through design, training and deployment. On a structural reading, Aristotle's notion of hypothetical necessity explains why, given an imposed end pursued over extended horizons in particular environments, certain enabling conditions become conditionally required, thereby yielding robust instrumental tendencies. On a contingent reading, accidental causation and chance-like intersections among training regimes, user inputs, infrastructure and deployment contexts can generate instrumental-goal-like behaviours not entailed by the imposed end-structure. This dual-aspect ontology motivates for governance and management approaches that treat instrumental goals as features of advanced AI systems to be managed rather than anomalies eliminable by technical interventions.

Deciding how to respond: A deliberative framework to guide policymaker responses to AI systems

The discourse on responsible artificial intelligence (AI) regulation is understandably dominated by risk-focused assessments and analyses. This approach reflects the fundamental uncertainty policymakers face when determining appropriate responses to current, emerging and novel AI systems. In this article, we argue that by operationalising the concept of freedom - the philosophical counterpart to responsibility - a complementary approach centred on the potential societal benefits of AI systems can be developed. The result is a discursive framework grounded in freedom as capability and freedom as opportunity, which represent the two main intellectual traditions of interpreting freedom. We contend that the complexity, ambiguity and contestation involved in regulating AI systems make a deliberative paradigm more useful than the conventional technical one. The resulting framework is structured around coordinative, communicative and decision spaces, each with sequential focal points and associated outputs.
