Reckoning with the Political Economy of AI: Avoiding Decoys in Pursuit of Accountability

The Project of AI is a world-building endeavor, wherein those who fund and develop AI systems both operate through and seek to sustain networks of power and wealth. As they expand their access to resources and configure our sociotechnical conditions, they benefit from the ways in which a suite of decoys animate scholars, critics, policymakers, journalists, and the public into co-constructing industry-empowering AI futures. Regardless of who constructs or nurtures them, these decoys often create the illusion of accountability while both masking the emerging political economies that the Project of AI has set into motion, and also contributing to the network-making power that is at the heart of the Project's extraction and exploitation. Drawing on literature at the intersection of communication, science and technology studies, and economic sociology, we examine how the Project of AI is constructed. We then explore five decoys that seemingly critique - but in actuality co-constitute - AI's emergent power relations and material political economy. We argue that advancing meaningful fairness or accountability in AI requires: 1) recognizing when and how decoys serve as a distraction, and 2) grappling directly with the material political economy of the Project of AI. Doing so will enable us to attend to the networks of power that make 'AI' possible, spurring new visions for how to realize a more just technologically entangled world.

Differential Perspectives: Epistemic Disconnects Surrounding the US Census Bureau's Use of Differential Privacy

When the U.S. Census Bureau announced its intention to modernize its disclosure avoidance procedures for the 2020 Census, it sparked a controversy that is still underway. The move to differential privacy introduced technical and procedural uncertainties, leaving stakeholders unable to evaluate the quality of the data. More importantly, this transformation exposed the statistical illusions and limitations of census data, weakening stakeholders' trust in the data and in the Census Bureau itself. This essay examines the epistemic currents of this controversy. Drawing on theories from Science and Technology Studies (STS) and ethnographic fieldwork, we analyze the current controversy over differential privacy as a battle over uncertainty, trust, and legitimacy of the Census. We argue that rebuilding trust will require more than technical repairs or improved communication; it will require reconstructing what we identify as a 'statistical imaginary.'

Statistical Imaginaries, State Legitimacy: Grappling with the Arrangements Underpinning Quantification in the U.S. Census

Over the last century, the adoption of novel scientific methods for conducting the U.S. census has been met with wide-ranging receptions. Some methods were quietly embraced, while others sparked decades-long controversies. What accounts for these differences? We argue that controversies emerge from $\textit{arrangements of statistical imaginaries}$, putting into tension divergent visions of the census. To analyze these dynamics, we compare reactions to two methods designed to improve data accuracy (imputation and adjustment) and two methods designed to protect confidentiality (swapping and differential privacy), offering insight into how each method reconfigures stakeholder orientations and rhetorical claims. These cases allow us to reflect on how technocratic efforts to improve accuracy and confidentiality can strengthen -- or erode -- trust in data. Our analysis shows how the credibility of the Census Bureau and its data stem not just from empirical evaluations of quantification, but also from how statistical imaginaries are contested and stabilized.

The State's Politics of "Fake Data"

Data have power. As such, most discussions of data presume that records should mirror some idealized ground truth. Deviations are viewed as failure. Drawing on two ethnographic studies of state data-making in a Chinese street-level bureaucrat agency and at the US Census Bureau we show how seemingly "fake" state data perform institutional work. We map four moments in which actors negotiate between representational accuracy and organizational imperatives: creation, correction, collusion, and augmentation. Bureaucrats routinely privilege what data do over what they represent, creating fictions that serve civil servants' self-interest and enable constrained administrations. We argue that "fakeness" of state data is relational (context dependent), processual (emerging through workflows), and performative (brought into being through labeling and practice). We urge practitioners to center fitness-for-purpose in assessments of data and contextual governance. Rather than chasing impossible representational accuracy, sociotechnical systems should render the politics of useful fictions visible, contestable, and accountable.

Machine Unlearning Doesn't Do What You Think: Lessons for Generative AI Policy and Research

"Machine unlearning" is a popular proposed solution for mitigating the existence of content in an AI model that is problematic for legal or moral reasons, including privacy, copyright, safety, and more. For example, unlearning is often invoked as a solution for removing the effects of specific information from a generative-AI model's parameters, e.g., a particular individual's personal data or the inclusion of copyrighted content in the model's training data. Unlearning is also proposed as a way to prevent a model from generating targeted types of information in its outputs, e.g., generations that closely resemble a particular individual's data or reflect the concept of "Spiderman." Both of these goals--the targeted removal of information from a model and the targeted suppression of information from a model's outputs--present various technical and substantive challenges. We provide a framework for ML researchers and policymakers to think rigorously about these challenges, identifying several mismatches between the goals of unlearning and feasible implementations. These mismatches explain why unlearning is not a general-purpose solution for circumscribing generative-AI model behavior in service of broader positive impact.

Differential Privacy in the 2020 Decennial Census and the Implications for Available Data Products

In early 2021, the US Census Bureau will begin releasing statistical tables based on the decennial census conducted in 2020. Because of significant changes in the data landscape, the Census Bureau is changing its approach to disclosure avoidance. The confidentiality of individuals represented "anonymously" in these statistical tables will be protected by a "formal privacy" technique that allows the Bureau to mathematically assess the risk of revealing information about individuals in the released statistical tables. The Bureau's approach is an implementation of "differential privacy," and it gives a rigorously demonstrated guaranteed level of privacy protection that traditional methods of disclosure avoidance do not. Given the importance of the Census Bureau's statistical tables to democracy, resource allocation, justice, and research, confusion about what differential privacy is and how it might alter or eliminate data products has rippled through the community of its data users, namely: demographers, statisticians, and census advocates. The purpose of this primer is to provide context to the Census Bureau's decision to use a technique based on differential privacy and to help data users and other census advocates who are struggling to understand what this mathematical tool is, why it matters, and how it will affect the Bureau's data products.

Gaps in Information Access in Social Networks

The study of influence maximization in social networks has largely ignored disparate effects these algorithms might have on the individuals contained in the social network. Individuals may place a high value on receiving information, e.g. job openings or advertisements for loans. While well-connected individuals at the center of the network are likely to receive the information that is being distributed through the network, poorly connected individuals are systematically less likely to receive the information, producing a gap in access to the information between individuals. In this work, we study how best to spread information in a social network while minimizing this access gap. We propose to use the maximin social welfare function as an objective function, where we maximize the minimum probability of receiving the information under an intervention. We prove that in this setting this welfare function constrains the access gap whereas maximizing the expected number of nodes reached does not. We also investigate the difficulties of using the maximin, and present hardness results and analysis for standard greedy strategies. Finally, we investigate practical ways of optimizing for the maximin, and give empirical evidence that a simple greedy-based strategy works well in practice.

Narcotweets: Social Media in Wartime

This paper describes how people living in armed conflict environments use social media as a participatory news platform, in lieu of damaged state and media apparatuses. We investigate this by analyzing the microblogging practices of Mexican citizens whose everyday life is affected by the Drug War. We provide a descriptive analysis of the phenomenon, combining content and quantitative Twitter data analyses. We focus on three interrelated phenomena: general participation patterns of ordinary citizens, the emergence and role of information curators, and the tension between governmental regulation and drug cartel intimidation. This study reveals the complex tensions among citizens, media actors, and the government in light of large scale organized crime.

Computers Can't Give Credit: How Automatic Attribution Falls Short in an Online Remixing Community

In this paper, we explore the role that attribution plays in shaping user reactions to content reuse, or remixing, in a large user-generated content community. We present two studies using data from the Scratch online community -- a social media platform where hundreds of thousands of young people share and remix animations and video games. First, we present a quantitative analysis that examines the effects of a technological design intervention introducing automated attribution of remixes on users' reactions to being remixed. We compare this analysis to a parallel examination of "manual" credit-giving. Second, we present a qualitative analysis of twelve in-depth, semi-structured, interviews with Scratch participants on the subject of remixing and attribution. Results from both studies suggest that automatic attribution done by technological systems (i.e., the listing of names of contributors) plays a role that is distinct from, and less valuable than, credit which may superficially involve identical information but takes on new meaning when it is given by a human remixer. We discuss the implications of these findings for the designers of online communities and social media platforms.

The New War Correspondents: the Rise of Civic Media Curation in Urban Warfare

In this paper we examine the information sharing practices of people living in cities amid armed conflict. We describe the volume and frequency of microblogging activity on Twitter from four cities afflicted by the Mexican Drug War, showing how citizens use social media to alert one another and to comment on the violence that plagues their communities. We then investigate the emergence of civic media "curators," individuals who act as "war correspondents" by aggregating and disseminating information to large numbers of people on social media. We conclude by outlining the implications of our observations for the design of civic media systems in wartime.
