We formulate and prove a finite version of Vinogradov's bilinear sum inequality. We use it together with Ratner's joinings theorems to prove that the Mobius function is disjoint from discrete horocycle flows on $Γ\backslash SL_2(\mathbb{R}).
We give uniform upper and lower bounds for the L^2 norm of the restriction of eigenfunctions of the Laplacian on the three-dimensional standard flat torus to surfaces with non-vanishing curvature. We also present several related results concerning the nodal sets of eigenfunctions.
We establish small correlation bounds for the Moebius function and the Walsh system, answering affirmatively a question posed by G.Kalai [Ka]. The argument is based on generalizing the approach of Mauduit and Rivat [M-R] in order to treat Walsh functions of `large weight', while the `small weight' case follows from recent work due to B.Green [Gr]. The conclusion is an estimate uniform over the full Walsh system. A similar result also holds for the Liouville function.
We establish the spectral gap property for dense subgroups of $SU(d)$ ($d\geq 2$), generated by finitely many elements with algebraic entries; this result was announced in [BG3]. The method of proof differs, in several crucial aspects, from that used in [BG] in the case of SU(2).
This work, following the outline set in [B2], presents an explicit construction of a family of monotone expanders. The family is essentially defined by the Mobius action of SL_2(R) on the real line. For the proof, we show a product-growth theorem for SL_2(R).
Using the multilinear theory of oscillatory integral operators, we establish a square function inequality with implications to moment inequalities for discrete exponential sums which frequencies lie on curved hyper-surfaces. In particular a new distributional estimate for toral eigenfunctions is established.
We give a new explicit construction of $n\times N$ matrices satisfying the Restricted Isometry Property (RIP). Namely, for some c>0, large N and any n satisfying N^{1-c} < n < N, we construct RIP matrices of order k^{1/2+c}. This overcomes the natural barrier k=O(n^{1/2}) for proofs based on small coherence, which are used in all previous explicit constructions of RIP matrices. Key ingredients in our proof are new estimates for sumsets in product sets and for exponential sums with the products of sets possessing special additive structure. We also give a construction of sets of n complex numbers whose k-th moments are uniformly small for 1\le k\le N (Turan's power sum problem), which improves upon known explicit constructions when (\log N)^{1+o(1)} \le n\le (\log N)^{4+o(1)}. This latter construction produces elementary explicit examples of n by N matrices that satisfy RIP and whose columns constitute a new spherical code; for those problems the parameters closely match those of existing constructions in the range (\log N)^{1+o(1)} \le n\le (\log N)^{5/2+o(1)}.
We apply the Bennett-Carbery-Tao multilinear restriction estimate in order to bound restriction operators and more general oscillatory integral operators. We get improved L^p estimates in the Stein restriction problem for dimension at least 5 and a small improvement in dimension 3. We prove similar estimates for Hormander-type oscillatory integral operators when the quadratic term in the phase function is positive definite, getting improvements in dimension at least 5. We also prove estimates for Hormander-type oscillatory integral operators in even dimensions. These last oscillatory estimates are related to improved bounds on the dimensions of curved Kakeya sets in even dimensions.
We obtain a series of estimates on the number of small integers and small order Farey fractions which belong to a given coset of a subgroup of order $t$ of the group of units of the residue ring modulo a prime $p$, in the case when $t$ is small compared to $p$. We give two applications of these results: to the simultaneous distribution of two high degree monomials $x^{k_1}$ and $x^{k_2}$ modulo $p$ and to a question of J. Holden and P. Moree on fixed points of the discrete logarithm.

The width of a convex curve in the plane is the minimal distance between a pair of parallel supporting lines of the curve. In this paper we study the width of nodal lines of eigenfunctions of the Laplacian on the standard flat torus. We prove a variety of results on the width, some having stronger versions assuming a conjecture of Cilleruelo and Granville asserting a uniform bound for the number of lattice points on the circle lying in short arcs.
We establish new results on the dimension of density of states for the Anderson-Bernoulli model at small disorder
It is shown that the 1-dimensional lattice Schrodinger operator with potential given by a non-zero multiple of the Moebius function has positive Lyapounov exponent. In view of the classical theory of random Schrodinger operators, this may be seen as another manifestation of the Moebius randomness law.
We study the nodal sets of eigenfunctions of the Laplacian on the standard d-dimensional flat torus. The question we address is: Can a fixed hypersurface lie on the nodal sets of eigenfunctions with arbitrarily large eigenvalue? In dimension two, we show that this happens only for segments of closed geodesics. In higher dimensions, certain cylindrical sets do lie on nodal sets corresponding to arbitrarily large eigenvalues. Our main result is that this cannot happen for hypersurfaces with nonzero Gauss-Kronecker curvature. In dimension two, the result follows from a uniform lower bound for the L^2-norm of the restriction of eigenfunctions to the curve, proved in an earlier paper. In high dimensions we currently do not have this bound. Instead, we make use of the real-analytic nature of the flat torus to study variations on this bound for restrictions of eigenfunctions to suitable submanifolds in the complex domain. In all of our results, we need an arithmetic ingredient concerning the cluster structure of lattice points on the sphere. We also present an independent proof for the two-dimensional case relying on the "abc-theorem" in function fields.
In [FI09], Friedlander and Iwaniec studied the so-called Hyperbolic Prime Number Theorem, which asks for an infinitude of elements gamma in SL(2,Z) such that the norm squared |gamma|^2 = a^2 + b^2 + c^2 + d^2 = p, a prime. Under the Elliott-Halberstam conjecture, they proved the existence of such, as well as a formula for their count, off by a constant from the conjectured asymptotic. In this note, we study the analogous question replacing the integers with the Gaussian integers. We prove unconditionally that for every odd n>=3, there is a gamma in SL(2,Z[i]) such that |gamma|^2 = n. In particular, every prime is represented. The proof is an application of Siegel's mass formula.
We establish Luzin $N$ and Morse-Sard properties for $BV_2$-functions defined on open domains in the plane. Using these results we prove that almost all level sets are finite disjoint unions of Lipschitz arcs whose tangent vectors are of bounded variation. In the case of $W^{2,1}$-functions we strengthen the conclusion and show that almost all level sets are finite disjoint unions of $C^1$-arcs whose tangent vectors are absolutely continuous.
Let S be a fixed finite symmetric subset of SL_d(Z), and assume that it generates a Zariski-dense subgroup G. We show that the Cayley graphs of pi_q(G) with respect to the generating set pi_q(S) form a family of expanders, where pi_q is the projection map Z->Z/qZ.
