Towards Semantic Internet of Everything in the Age of Agentic AI

Semantic communication improves task effectiveness by transmitting task-relevant information. However, most existing schemes remain organized as task-specific, end-to-end pipelines, which are difficult to reuse across models, applications, and deployment environments. Against this background, we propose the Semantic Internet of Everything (SIoE), a composable service architecture that represents heterogeneous communication and artificial intelligence (AI) functions as capability-profiled services and coordinates them according to application objectives. SIoE comprises three planes: a task and service plane, an agentic orchestration plane, and a semantic capability plane. In this framework, task requirements are captured via a semantic service-level agreement (SLA), while an agentic planner discovers and composes candidate capabilities under deterministic compatibility, resource, privacy, and policy validation. Feedback from the communication, semantic, and task levels enables continuous adaptation and replanning. A lightweight vehicle-to-everything case study illustrates profile-grounded capability planning under explicit service constraints. The results demonstrate the feasibility of decoupling service objectives from fixed communication implementations and also highlight key open challenges, including semantic SLA design, capability interoperability, scalable planning, and trustworthy execution.

Evolving Intelligent Complex Systems via Intellicise Networks: Architecture, Technologies, and Pathways

Future engineering infrastructures are evolving into large-scale, open, heterogeneous, and wirelessly interconnected complex systems. These systems present significant challenges in optimizing network resource utilization, managing high-dimensional information spaces, and accommodating diverse business requirements. Intellicise networks, characterized by Intent-driven operation, semantic-native capability, and distributed intelligence, offer a promising paradigm for enabling such intelligent complex systems. We provide a systematic exploration of future intelligent complex systems from the perspective of intellicise networks. Specifically, we propose a cross-domain intelligent communication network architecture based on intellicise networks, grounded in information theory, systems theory, game theory, and cybernetics. The architecture comprises a cross-layer organizational framework, multi-functional planes, and novel information flows. The cross-layer framework defines the vertical evolution from perception and cognition to decision, while the control, user, data, computation, intelligence, and security planes deliver horizontal intellicise capabilities. Moreover, data, knowledge, model, and task flows interconnect the various layers and planes, forming a closed-loop process that derives simplicity from high-level intelligene while concurrently pursuing enhanced. Building on this architecture, we review key enabling technologies, tracing their evolution from semantic extraction to intent understanding, from heterogeneous resource integration to self-configuration and self-optimization, from generative artificial intelligence (AI) to agentic AI, and from embodied AI to symbodied AI. Additionally, we present a case study on intellicise networks for embodied agent communications and discuss representative applications and services for intelligent complex systems.

Semantic-based Internet of Embodied Intelligence: Visions and Frontiers

Recent advances in generative artificial intelligence (AI) and embodied intelligence (EI) enable autonomous agents to interact with the physical world. However, scaling these systems into networks of multiple agents, namely the Internet of EI (IoEI), faces critical bottlenecks. These include the overhead of massive multimodal data transmission and the decoupling of logical reasoning from physical constraints. To address these challenges, we envision the Semantic-based IoEI (SIoEI), which leverages semantic information as a unified metric throughout the agent lifecycle. We systematically define four key dimensions of EI: perception, intelligence, control, and communication. We further elaborate how semantic empowerment revolutionizes environmental perception, cognition and task planning, action generation and robust control, and communication and networking. We also present a case study to verify that, the semantic-empowered end-to-end process significantly improves channel robustness and reduces end-to-end latency for EI. Finally, we outline critical open research directions for the SIoEI paradigm.

Towards Semantic-based Agent Communication Networks: Vision, Technologies, and Challenges

The International Telecommunication Union (ITU) identifies "Artificial Intelligence (AI) and Communication" as one of six key usage scenarios for 6G. Agentic AI, characterized by its ca-pabilities in multi-modal environmental sensing, complex task coordination, and continuous self-optimization, is anticipated to drive the evolution toward agent-based communication net-works. Semantic communication (SemCom), in turn, has emerged as a transformative paradigm that offers task-oriented efficiency, enhanced reliability in complex environments, and dynamic adaptation in resource allocation. However, comprehensive reviews that trace their technologi-cal evolution in the contexts of agent communications remain scarce. Addressing this gap, this paper systematically explores the role of semantics in agent communication networks. We first propose a novel architecture for semantic-based agent communication networks, structured into three layers, four entities, and four stages. Three wireless agent network layers define the logical structure and organization of entity interactions: the intention extraction and understanding layer, the semantic encoding and processing layer, and the distributed autonomy and collabora-tion layer. Across these layers, four AI agent entities, namely embodied agents, communication agents, network agents, and application agents, coexist and perform distinct tasks. Furthermore, four operational stages of semantic-enhanced agentic AI systems, namely perception, memory, reasoning, and action, form a cognitive cycle guiding agent behavior. Based on the proposed architecture, we provide a comprehensive review of the state-of-the-art on how semantics en-hance agent communication networks. Finally, we identify key challenges and present potential solutions to offer directional guidance for future research in this emerging field.

Intellicise Wireless Networks Meet Agentic AI: A Security and Privacy Perspective

Intellicise (Intelligent and Concise) wireless network is the main direction of the evolution of future mobile communication systems, a perspective now widely acknowledged across academia and industry. As a key technology within it, Agentic AI has garnered growing attention due to its advanced cognitive capabilities, enabled through continuous perception-memory-reasoning-action cycles. This paper first analyses the unique advantages that Agentic AI introduces to intellicise wireless networks. We then propose a structured taxonomy for Agentic AI-enhanced secure intellicise wireless networks. Building on this framework, we identify emerging security and privacy challenges introduced by Agentic AI and summarize targeted strategies to address these vulnerabilities. A case study further demonstrates Agentic AI's efficacy in defending against intelligent eavesdropping attacks. Finally, we outline key open research directions to guide future exploration in this field.

Semi-Passive IRS Enabled Sensing with Group Movable Sensors

The performance of the sensing system is limited by the signal attenuation and the number of receiving components. In this letter, we investigate the sensor position selection in a semi-passive intelligent reflecting surface (IRS) enabled non-line-of-sight (NLoS) sensing system. The IRS consists of passive elements and active sensors, where the sensors can receive and process the echo signal for direction-of-arrival (DoA) estimation. Motivated by the movable antenna array and fluid antenna system, we consider the case where the sensors are integrated into a group for movement and derive the corresponding Cramer-Rao bound (CRB). Then, the optimal solution for the positions of the movable sensors (MSs) to the CRB minimization problem is derived in closed form. Moreover, we characterize the relationship between the CRB and system parameters. Theoretical analysis and numerical results are provided to demonstrate the superiority of the proposed MS scheme over the fixed-position (FP) scheme.

Towards Precise Channel Knowledge Map: Exploiting Environmental Information from 2D Visuals to 3D Point Clouds

The substantial communication resources consumed by conventional pilot-based channel sounding impose an unsustainable overhead, presenting a critical scalability challenge for the future 6G networks characterized by massive channel dimensions, ultra-wide bandwidth, and dense user deployments. As a generalization of radio map, channel knowledge map (CKM) offers a paradigm shift, enabling access to location-tagged channel information without exhaustive measurements. To fully utilize the power of CKM, this work highlights the necessity of leveraging three-dimensional (3D) environmental information, beyond conventional two-dimensional (2D) visual representations, to construct high-precision CKMs. Specifically, we present a novel framework that integrates 3D point clouds into CKM construction through a hybrid model- and data-driven approach, with extensive case studies in real-world scenarios. The experimental results demonstrate the potential for constructing precise CKMs based on 3D environments enhanced with semantic understanding, together with their applications in the next-generation wireless communications. We also release a real-world dataset of measured channel paired with high-resolution 3D environmental data to support future research and validation.

GenMetaLoc: Learning to Learn Environment-Aware Fingerprint Generation for Sample Efficient Wireless Localization

Existing fingerprinting-based localization methods often require extensive data collection and struggle to generalize to new environments. In contrast to previous environment-unknown MetaLoc, we propose GenMetaLoc in this paper, which first introduces meta-learning to enable the generation of dense fingerprint databases from an environment-aware perspective. In the model aspect, the learning-to-learn mechanism accelerates the fingerprint generation process by facilitating rapid adaptation to new environments with minimal data. Additionally, we incorporate 3D point cloud data from the first Fresnel zone between the transmitter and receiver, which describes the obstacles distribution in the environment and serves as a condition to guide the diffusion model in generating more accurate fingerprints. In the data processing aspect, unlike most studies that focus solely on channel state information (CSI) amplitude or phase, we present a comprehensive processing that addresses both, correcting errors from WiFi hardware limitations such as amplitude discrepancies and frequency offsets. For the data collection platform, we develop an uplink wireless localization system that leverages the sensing capabilities of existing commercial WiFi devices and mobile phones, thus reducing the need for additional deployment costs. Experimental results on real datasets show that our framework outperforms baseline methods.

Two-Timescale Design for AP Mode Selection of Cooperative ISAC Networks

As an emerging technology, cooperative bi-static integrated sensing and communication (ISAC) is promising to achieve high-precision sensing, high-rate communication as well as self-interference (SI) avoidance. This paper investigates the two-timescale design for access point (AP) mode selection to realize the full potential of the cooperative bi-static ISAC network with low system overhead, where the beamforming at the APs is adapted to the rapidly-changing instantaneous channel state information (CSI), while the AP mode is adapted to the slowly-changing statistical CSI. We first apply the minimum mean square error (MMSE) estimator to estimate the channel between the APs and the channels from the APs to the user equipments (UEs). Then we adopt the low-complexity maximum ratio transmission (MRT) beamforming and the maximum ratio combining (MRC) detector, and derive the closed-form expressions of the communication rate and the sensing signal-to-interference-plus-noise-ratio (SINR). We formulate a non-convex integer optimization problem to maximize the minimum sensing SINR under the communication quality of service (QoS) constraints. McCormick envelope relaxation and successive convex approximation (SCA) techniques are applied to solve the challenging non-convex integer optimization problem. Simulation results validate the closed-form expressions and prove the convergence and effectiveness of the proposed AP mode selection scheme.

Throughput Maximization for Movable Antenna Systems with Movement Delay Consideration

In this paper, we model the minimum achievable throughput within a transmission block of restricted duration and aim to maximize it in movable antenna (MA)-enabled multiuser downlink communications. Particularly, we account for the antenna moving delay caused by mechanical movement, which has not been fully considered in previous studies, and reveal the trade-off between the delay and signal-to-interference-plus-noise ratio at users. To this end, we first consider a single-user setup to analyze the necessity of antenna movement. By quantizing the virtual angles of arrival, we derive the requisite region size for antenna moving, design the initial MA position, and elucidate the relationship between quantization resolution and moving region size. Furthermore, an efficient algorithm is developed to optimize MA position via successive convex approximation, which is subsequently extended to the general multiuser setup. Numerical results demonstrate that the proposed algorithms outperform fixed-position antenna schemes and existing ones without consideration of movement delay. Additionally, our algorithms exhibit excellent adaptability and stability across various transmission block durations and moving region sizes, and are robust to different antenna moving speeds. This allows the hardware cost of MA-aided systems to be reduced by employing low rotational speed motors.

Movable Antenna Enhanced Networked Integrated Sensing and Communication System

Integrated sensing and communication (ISAC) is a key technology for future 6G networks. Most existing studies focus on monostatic and/or bistatic setups with limited coverage and capabilities. Networked ISAC systems with distributed base stations (BSs) can overcome these limitations. Moreover, movable antenna (MA) architectures offer improved ISAC performance over fixed-position antennas (FPAs) by enabling adaptable antenna movement. In this paper, we utilize the MA to promote communication capability with guaranteed sensing performance via jointly designing beamforming, power allocation, receiving filters and position configuration of transmit/receive MA towards maximizing the sum rate for both downlink (DL) and uplink (UL) users. The optimization problem is highly difficult due to the unique channel model derived from the position coefficient of the MA. To resolve this challenge, via leveraging the cutting-the-edge majorization-minimization (MM) method, we develop an efficient solution that optimizes all variables via convex optimization techniques. Extensive simulation results verify the effectiveness of our proposed algorithms and demonstrate the substantial performance promotion by deploying the MA framework in the networked ISAC system.

ALANINE: A Novel Decentralized Personalized Federated Learning For Heterogeneous LEO Satellite Constellation

Low Earth Orbit (LEO) satellite constellations have seen significant growth and functional enhancement in recent years, which integrates various capabilities like communication, navigation, and remote sensing. However, the heterogeneity of data collected by different satellites and the problems of efficient inter-satellite collaborative computation pose significant obstacles to realizing the potential of these constellations. Existing approaches struggle with data heterogeneity, varing image resolutions, and the need for efficient on-orbit model training. To address these challenges, we propose a novel decentralized PFL framework, namely, A Novel Decentra L ized Person A lized Federated Learning for Heteroge N eous LEO Satell I te Co N st E llation (ALANINE). ALANINE incorporates decentralized FL (DFL) for satellite image Super Resolution (SR), which enhances input data quality. Then it utilizes PFL to implement a personalized approach that accounts for unique characteristics of satellite data. In addition, the framework employs advanced model pruning to optimize model complexity and transmission efficiency. The framework enables efficient data acquisition and processing while improving the accuracy of PFL image processing models. Simulation results demonstrate that ALANINE exhibits superior performance in on-orbit training of SR and PFL image processing models compared to traditional centralized approaches. This novel method shows significant improvements in data acquisition efficiency, process accuracy, and model adaptability to local satellite conditions.

Discrete RIS Enhanced Space Shift Keying MIMO System via Reflecting Beamforming Optimization

In this paper, a discrete reconfigurable intelligent surface (RIS)-assisted spatial shift keying (SSK) multiple-input multiple-output (MIMO) scheme is investigated, in which a direct link between the transmitter and the receiver is considered. To improve the reliability of the RIS-SSK-MIMO scheme, we formulate an objective function based on minimizing the average bit error probability (ABEP). Since the reflecting phase shift of RIS is discrete, it is difficult to address this problem directly. To this end, we optimize the RIS phase shift to maximize the Euclidean distance between the minimum constellations by applying the successive convex approximation (SCA) and penaltyalternating optimization method. Simulation results verify the superiority of the proposed RIS-SSK-MIMO scheme and demonstrate the impact of the number of RIS elements, the number of phase quantization bits, and the number of receive and transmit antennas in terms of reliability.

Integrated Sensing, Communication, and Powering over Multi-antenna OFDM Systems

This paper considers a multi-functional orthogonal frequency division multiplexing (OFDM) system with integrated sensing, communication, and powering (ISCAP), in which a multi-antenna base station (BS) transmits OFDM signals to simultaneously deliver information to multiple information receivers (IRs), provide energy supply to multiple energy receivers (ERs), and sense potential targets based on the echo signals. To facilitate ISCAP, the BS employs the joint transmit beamforming design by sending dedicated sensing/energy beams jointly with information beams. Furthermore, we consider the beam scanning for sensing, in which the joint beams scan in different directions over time to sense potential targets. In order to ensure the sensing beam scanning performance and meet the communication and powering requirements, it is essential to properly schedule IRs and ERs and design the resource allocation over time, frequency, and space. More specifically, we optimize the joint transmit beamforming over multiple OFDM symbols and subcarriers, with the objective of minimizing the average beampattern matching error of beam scanning for sensing, subject to the constraints on the average communication rates at IRs and the average harvested power at ERs. We find converged high-quality solutions to the formulated problem by proposing efficient iterative algorithms based on advanced optimization techniques. We also develop various heuristic designs based on the principles of zero-forcing (ZF) beamforming, round-robin user scheduling, and time switching, respectively. Numerical results show that our proposed algorithms adaptively generate information and sensing/energy beams at each time-frequency slot to match the scheduled IRs/ERs with the desired scanning beam, significantly outperforming the heuristic designs.

Empowering Over-the-Air Personalized Federated Learning via RIS

Over-the-air computation (AirComp) integrates analog communication with task-oriented computation, serving as a key enabling technique for communication-efficient federated learning (FL) over wireless networks. However, AirComp-enabled FL (AirFL) with a single global consensus model fails to address the data heterogeneity in real-life FL scenarios with non-independent and identically distributed local datasets. In this paper, we introduce reconfigurable intelligent surface (RIS) technology to enable efficient personalized AirFL, mitigating the data heterogeneity issue. First, we achieve statistical interference elimination across different clusters in the personalized AirFL framework via RIS phase shift configuration. Then, we propose two personalized aggregation schemes involving power control and denoising factor design from the perspectives of first- and second-order moments, respectively, to enhance the FL convergence. Numerical results validate the superior performance of our proposed schemes over existing baselines.

Green Probabilistic Semantic Communication over Wireless Networks

In this paper, we propose a multi-user green semantic communication system facilitated by a probabilistic knowledge graph (PKG). By integrating probability into the knowledge graph, we enable probabilistic semantic communication (PSC) and represent semantic information accordingly. On this basis, a semantic compression model designed for multi-user downlink task-oriented communication is introduced, utilizing the semantic compression ratio (SCR) as a parameter to connect the computation and communication processes of information transmission. Based on the rate-splitting multiple access (RSMA) technology, we derive mathematical expressions for system transmission energy consumption and related formulations. Subsequently, the multi-user green semantic communication system is modeled and the optimal problem with the goal of minimizing system energy consumption comprehensively considering the computation and communication process under given constrains is formulated. In order to address the optimal problem, we propose an alternating optimization algorithm that tackles sub-problems of power allocation and beamforming design, semantic compression ratio, and computation capacity allocation. Simulation results validate the effectiveness of our approach, demonstrating the superiority of our system over methods using Space Division Multiple Access (SDMA) and non-orthogonal multiple access (NOMA) instead of RSMA, and highlighting the benefits of our PSC compression model.

Deep Generative Modeling Reshapes Compression and Transmission: From Efficiency to Resiliency

Information theory and machine learning are inextricably linked and have even been referred to as "two sides of the same coin". One particularly elegant connection is the essential equivalence between probabilistic generative modeling and data compression or transmission. In this article, we reveal the dual-functionality of deep generative models that reshapes both data compression for efficiency and transmission error concealment for resiliency. We present how the contextual predictive capabilities of powerful generative models can be well positioned to be strong compressors and estimators. In this sense, we advocate for viewing the deep generative modeling problem through the lens of end-to-end communications, and evaluate the compression and error restoration capabilities of foundation generative models. We show that the kernel of many large generative models is powerful predictor that can capture complex relationships among semantic latent variables, and the communication viewpoints provide novel insights into semantic feature tokenization, contextual learning, and usage of deep generative models. In summary, our article highlights the essential connections of generative AI to source and channel coding techniques, and motivates researchers to make further explorations in this emerging topic.

Energy-Efficient Hybrid Beamforming with Dynamic On-off Control for Integrated Sensing, Communications, and Powering

This paper investigates the energy-efficient hybrid beamforming design for a multi-functional integrated sensing, communications, and powering (ISCAP) system. In this system, a base station (BS) with a hybrid analog-digital (HAD) architecture sends unified wireless signals to communicate with multiple information receivers (IRs), sense multiple point targets, and wirelessly charge multiple energy receivers (ERs) at the same time. To facilitate the energy-efficient design, we present a novel HAD architecture for the BS transmitter, which allows dynamic on-off control of its radio frequency (RF) chains and analog phase shifters (PSs) through a switch network. We also consider a practical and comprehensive power consumption model for the BS, by taking into account the power-dependent non-linear power amplifier (PA) efficiency, and the on-off non-transmission power consumption model of RF chains and PSs. We jointly design the hybrid beamforming and dynamic on-off control at the BS, aiming to minimize its total power consumption, while guaranteeing the performance requirements on communication rates, sensing Cram\'er-Rao bound (CRB), and harvested power levels. The formulation also takes into consideration the per-antenna transmit power constraint and the constant modulus constraints for the analog beamformer at the BS.
